Chairperson, on behalf of the Personnel Committee, I move the acceptance of the foregoing report PERSONNEL COMMITTEE Personnel Committee Vote: Motion carried on unanimous roll call vote. p. • FINANCE REPORT (Misc. #98094) May 7, 1998 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: MR #98094 - SHERIFF'S DEPARTMENT/CMH - JAIL MENTAL HEALTH SERVICES - COOPERATIVE EFFORT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance Committee, having reviewed the above referenced resolution reports with a recommendation that the resolution be amended to add a last WHEREAS as follows: WHEREAS on March 17, 1998, the Oakland County Community Mental Health Services Board approved CMH resolution #0809803f regarding the creation of one Inmate Caseworker position in the Sheriff/Corrective Services/Detention Facilities/Inmate Services Unit. Chairperson, on behalf of the Finance Committee, I move acceptance of the foregoing report. FINANCE COMMITTEE FINANCE COMMITTEE VOTE: Motion carried unanimously on a roll call vote. April 23, 1998 MISCELLANEOUS RESOLUTION #98094 BY: Public Services Committee, David L. Moffitt, Chairperson IN RE: SHERIFF'S DEPARTMENT/CMH-Jail Mental Health Services - Cooperative Effort To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS Oakland County Community Mental Health continues to provide mental health services to inmates having serious and persistent mental illnesses; and WHEREAS Oakland County Community Mental Health has in the past directly employed the Mental Health Clinician assigned to Sheriff Inmate Services staff; and WHEREAS supervision of the positi.on has been provided jointly by CMH and Sheriff's staff; and WHEREAS creating a new position in the Sheriff Department would provide clear supervisory authority for staff, and more effective service to consumers; and WHEREAS Oakland County Community Mental Health would like mental health services to be a more jail-based cooperative effort among all the agencies involved in service to inmates. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the creation of one Special Revenue (SR) Inmate Caseworker position in the Sheriff/Corrective Services/Detention Facilities/Inmate Services Unit (43320), to be funded by Oakland County Community Mental Health. BE IT FURTHER RESOLVED that the continuation of the Inmate Caseworker position is contingent upon continuation of Oakland County Community Mental Health funding. Resolution 498094 April 23, 1998 The Chairperson referred the resolution to the Personnel and Finance Committees. There were no objections. FISCAL NOTE (M.R. #98094) May 7, 1998 BY: FINANCE COMMITTEE - SUE ANN DOUGLAS, CHAIRPERSON IN RE: SHERIFF'S DEPARTMENT/CMH - JAIL MENTAL HEALTH SERVICES - COOPERATIVE EFFORT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies, and Gentlemen: Pursuant to Rule XII-F of this Board, the Finance Committee has reviewed the above-referenced resolution and finds: 1. The resolution approves the addition of one Inmate Caseworker position at the Jail, with salary and fringe costs funded by CMH. 2. The addition of this position requires funding in the amount of $22,522 for the remainder of the 1997/98 fiscal year, and $55,471 for the 1998/99 fiscal year. 3. The funding for this position will be taken from the CMH contingency account. 4.
