MISCELLANEOUS RESOLUTION #99098 April 20, 1999

IN RE: FACILITIES MANAGEMENT - FACILITIES AND OPERATIONS DIVISION AUTHORIZATION
AND APPROPRIATION FOR MEDICAL CARE FACILITY RENOVATIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS, renovations and improvements to the Medical Care Facility were
approved as part of the 1999 Capital Improvement program, and
WHEREAS, through the years the Pharmacy and Laboratory functions have
expanded and the respective areas are overcrowded; and
WHEREAS, the proposed renovations will relieve the overcrowded conditions
by providing additional space; and
WHEREAS, it is recommended the work be performed by in-house staff and
outside contractors obtained through the Purchasing Division; and
WHEREAS, the total project cost for the Medical Care Facility renovation
is estimated to be $110,000 which includes contingency amounts; and
WHEREAS, funding in the amount of $110,000 is available in the 1999 Capital
Improvement Program in the building projects section.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the renovation of the Medical Care Facility to meet the specific
requirements of the occupants.
BE IT FURTHER RESOLVED that funds in the amount of $110,000, available in
the Capital Improvement Fund (401), be transferred to the Project Work Order Fund
(404).
Chairperson, on behalf of the Finance Committee, I move the adoption of the
foregoing resolution.

Authorization to Proceed and Appropriation of Funds
for
Medical Care Facility Renovations
OVERVIEW: April 20, 1999
The Medical Care Facility Renovation project was tentatively approved by the Board of
Commissioners as a part of the 1999 Capital Improvement Program and is listed in the
Building Section as Item #12 at a preliminary estimated cost of $100,000.
The Medical Care Facility was constructed in 1977 and included small Pharmacy and
Laboratory areas to service the patients at the facility. Through the years, each function
has expanded its area of responsibility to the point that additional space is needed for each
operation to function efficiently. For example:
Pharmacy:
• Staff has increased from two (2) to six (6) personnel since 1977.
• In addition to filling prescriptions for the Medical Care Facility patients, they now
fill prescriptions for Jail inmates and Children's Village residents.
• The growth In the number of prescriptions for the Jail and Children's Village has
increased dramatically.
• The opening of the Walled Lake Office Building has also increased demand for
additional services.
Laboratory:
• The former laboratory at the Pontiac Health Center was consolidated at the
Medical Care Facility several years ago with a nominal increase in space.
• Additional work space is now required for:
• DNA testing for chlamydia and gonorrhea.
• Expanded work space for new chemistry unit (new equipment larger
than old equipment).
• Water testing equipment for a new program added in 1998.
• Work space needed for new typist.
• Existing conditions overcrowded.
• Obtaining a new analyzer to test for glycohemoglobins to comply with new
diabetic code.
• Numerous new tests and equipment have been added through the years with no
increase in space.
The proposed renovations will increase the Laboratory area an additional 42% and provide
a total of 1,708 square feet for this function.
The Pharmacy will gain an additional 15% in area and provide a total of 770 square feet.

Chairperson, Ladies and Gentlemen:
The Planning and Building Committee, having reviewed the need to renovate and expand
the Medical Care Facility Pharmacy and Laboratory areas and the Department of Facilities
Management Report dated April 20, 1999, recommends approval of the project.
The Committee further recommends funding for the total project cost of $110,000,
including contingency, be approved.
Additionally, the Planning and Building Committee supports the attached Finance
Committee Resolution.
Chairperson, on behalf of the Planning and Building Committee, I submit the foregoing
report.
