MILLARD, CHAIRPERSON RE: DEPARTMENT OF HUMAN SERVICES/MEDICAL EXAMINER - GRANT APPLICATION/ACCEPTANCE FOR FAMILY COUNSELING SERVICES FROM THE TRANSPLANTATION SOCIETY OF MICHIGAN (TSM) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Medical Examiner's Office seeks to establish a partnership with the Transplantation Society of Michigan (TSM) to fund a family services program; and WHEREAS this partnership will increase the overall effectiveness of the Medical Examiner's Office and fill a clear void in providing a comprehensive family service in an innovative fashion to the public; and WHEREAS the Medical Examiner's Office requests the establishment of three (3) special revenue family service counselor positions to provide bereavement counseling, assistance in coordination of funeral arrangement services, facilitate tissue/organ procurement as requested, provide guidance to indigent families for public interment, coordinate Child Death Review Team activity and function as liaison with various public and private agencies; and WHEREAS the Medical Examiner's Office has submitted an application and received a funding award in the amount of $196,217 from the Transplantation Society of Michigan (TSM), for the purpose of providing bereavement counseling and other family services to survivors of deceased individuals; and WHEREAS the grant period is effective August 1, 1999 through September 30, 2000; and WHEREAS the grant agreement has been submitted through the County Executive's Contract Review Process; and WHEREAS acceptance of this grant does not obligate the County to any future commitment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the funds in an amount of $196,217, from the Transplantation Society of Michigan (TSM) for the period of August 1, 1999 through September 30, 2000, for the purpose of providing family counseling services to the public for survivors of deceased individuals. BE IT FURTHER RESOLVED that the Board authorizes the creation of a new classification titled Family Service Counselor, salary grade 11, overtime non- exempt. BE IT FURTHER RESOLVED that three (3) Special Revenue, full-time Family Service Counselor positions be added to the Medical Examiner's Administration Unit. BE IT FURTHER RESOLVED that continuation of the Family Services Counselor positions is contingent upon continued grant funding at a level sufficient enough to maintain these positions. BE IT FURTHER RESOLVED that the Board Chairperson is authorized to execute the agreement and approve changes and extensions not to exce fi teen (15%) percent, which is consistent with the agreement as originall appro ed. Chairperson, on behalf of the Public Services Corn ttee, move the adoption of the foregoing resolution. DEPARTMENT OF HUMAN SERVICES MEDICAL EXAMINER DIVISION Family Service Counselor Grant In an effort to provide a full range of family support services, the Oakland County Medical Examiner's office seeks to partner with the Transplantation Society of Michigan (TSM) in a grant funded, pilot project over the next fourteen months. This partnership will increase the overall effectiveness of the Medical Examiner's office and will fill a clear service void by providing comprehensive family support services in an innovative fashion to the public. This grant will fund the establishment of three (3) special revenue Family Service Counselor positions. These positions will provide a range of family support services with a focused intent to ease the transition of family members and others who are confronted with the trauma of sudden and typically unexpected death of a loved one. Services will include bereavement counseling, assistance with coordination of funeral service activity, guidance to indigent families for public interment, facilitation of tissue/organ donation, participation on the statutorily mandated Child Death Review Team, liaison with various public and private agencies and data collection activity. The Transplantation Society of Michigan has granted the Medical Examiner Division funding in an amount not to exceed $196,217 to cover the salary and fringe benefit costs for three (3) Family Service Counselor positions for the period August 1, 1999 through September 30, 2000. Telegraph Ave. Pontiac, MI 48341 Dear Dr. Gordon, This will acknowledge our mutual progress at defining the scope and terms of a pilot project for family service counselors for the County's Medical Examiner's Office. We have both reviewod a draft contract and agreed to some modifications and clarifications of it. Upon finalization of that contact consistent with our previous review, the Transplantation Society of Michigan (TSM) is prepared to sign the agreement. TSM has sufficient funding availability to fully fund the 14 month scope of the project. That amount is expected to be up to $196,217. I understand that the family service counselors will provide bereavement counseling to families served by the Medical Examiner's Office, and that they will facilitate the opportunity for those families to consider anatomical donations from decedents. We also understand that this commitment is for a pilot project, not to exceed fourteen months, and that the extension of that pilot project is subject to our mutual approval at a future date.
