MISCELLANEOUS RESOLUTION #99293

IN RE: SHERIFF DEPARTMENT/CORRECTIVE SERVICES/SATELLITE DIVISION - CREATION OF
PTNE DEPUTY CLASSIFICATIONS AND NEW SALARY RATES
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriff Department has experienced increased difficulty in
recruiting and retaining PTNE (1,000 hour) Court Deputies which provide security
to the Courthouse and the District Courts; and
WHEREAS a salary survey of comparable positions shows that current County
salary rates for Court Deputies, Marine Safety Deputies and Park Deputies are
below average market salary rates; and
WHEREAS MCOLES (Michigan Commission On Law Enforcement Standards)
Certification is required of the Court Deputies and a limited number of positions
within the Marine Safety and Park Patrol; and
WHEREAS it is requested to create a series of classifications with
qualifications ranging from uncertified to MCOLES certified; and
WHEREAS the new proposed series of classifications will provide greater
flexibility in hiring and filling positions.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the retitling of the Court Deputy, Marine Safety Deputy and Park
Deputy classifications to Court Deputy I, Marine Safety Deputy I and Park Deputy
I for non-certified (MCOLES) Deputies.
BE IT FURTHER RESOLVED to create three new classifications titled Court
Deputy II, Marine Safety Deputy II and Park Deputy II for MCOLES Certified
Deputies.
BE IT FURTHER RESOLVED to establish the salary rates for each
classification as follows:

BE IT FURTHER RESOLVED to reclassify all existing positions as follows:

BE IT FURTHER RESOLVED that former MCOLES Certified retired police officers
may be hired at the base rate of the Court Deputy II classification and may be
moved to the one year rate only after renewal of the MCOLES Certification.

PROPOSED FUNDING:
Contingency Fund for Court Deputies I & II and Marine Safety Deputies I & II. Costs for the Park
Deputy I & II positions will be offset by reimbursement contracts from Camp Dearborn and Parks &
Recreation.
OVERVIEW:
The Sheriff Department provides security to the Courthouse and the District Courts. The Department also
patrols the parks and monitors the safety of the county lakes.
In the past year, there has been increasing difficulty recruiting and retaining Court Deputies. A salary survey
conducted of comparable positions shows that County salaries are below the average salary rates paid. Other
Courts, Parks, and Marine Safety programs were surveyed. The survey also included whether or not the
positions require a certification.
Setting up a new classification structure will allow greater flexibility in scheduling and in filling staffing
needs. Each classification will be a permissible equivalent to allow for an increase when certification has
been obtained.
The Sheriff requires a MCOLES (Michigan Commission On Law Enforcement Standards) Certification for
Court Deputies. Creating a new Court Deputy I classification would allow the Sheriff to fill some vacancies
with candidates without certification who could be trained in court security and work in conjunction with
a Certified Court Deputy II. The Sheriff could also hire retired Police Officers who have allowed their
certification to expire. These individuals would initially be paid at the base rate of the Court Deputy
classification and would be able to move to the one year rate after renewal of their MCOLES Certification.
The Sheriff employs some Marine Safety Deputies and Park Deputies who do not possess the MCOLES
Certification. Restructuring the positions will allow a clear distinction between Certified and Non-Certified
which will result in better tracking and greater flexibility in scheduling. The Marine Safety Deputy I and
the Park Deputy I will not require certification. The Marine Safety Deputy II and the Park Deputy II will
require the MCOLES Certification.

CREATION OF PTNE DEPUTY CLASSIFICATIONS AND NEW SALARY RATES
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The Sheriff's Department has experienced increased
difficulty in recruiting and retaining PTNE Court Deputies;
and the current salary rates for Court Deputies, Marine
Safety Deputies and Park Deputies are below average market
salary rates.
2. The Sheriff's Department concurs with the Personnel
Committee to re-title current PTNE Deputy classifications,
to create three new classifications, and to establish new
salary rates for these classifications.
3. The cost of placing current personnel into the newly titled
positions at the new salary rates for the balance of FY
2000 equals $135,577 (Marine and Park Deputies calculated
for the full year since positions are seasonal) and FY 2001
equals $154,831, which includes the three percent deputy
contract increase. These costs will come from contingency.
4. The FY 2000/FY 2001 Biennial Budget for the Sheriff's
Department, Corrective Services Satellite Division -
Courthouse Security Unit, and the Patrol Services Division
- Contracted Patrol-Parks unit and Marine Safety Unit
should be amended, as follows:
