MISCELLANEOUS RESOLUTION #99295

IN RE: PERSONNEL DEPARTMENT - FISCAL YEAR 2000 WAGE AND BENEFIT REOPENER FOR
EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEES' UNION (OCEU)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and the Oakland County Employees' Union have
been negotiating a Wage and Benefit reopener for Fiscal Year 2000 pursuant to
Appendix A and Appendix B of the 1998 - 2000 Collective Bargaining Agreement; and
WHEREAS an agreement has been reached regarding the Fiscal Year 2000 Wage
and Benefit provisions covering approximately 366 Facilities Maintenance &
Operations Division, Medical Care Facility, Animal Control, Drain Commissioner,
Parks & Recreation, and Sheriff Clerical employees, and said agreement has been
reduced to writing; and
WHEREAS the agreement has been reviewed by your Personnel Committee, which
recommends approval of the agreement.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the
proposed agreement between the County of Oakland and the Oakland County
Employees' Union, covering the period of October 1, 1999, through September 30,
2000, and that the Board Chairperson, on behalf of the County of Oakland, is
authorized to execute said agreement as attached.
Chairperson, on behalf of the Personnel Committee, I move the adoption of
the foregoing resolution.

SUBJECT: Oakland County Employees Union Memorandum of Agreement
Enclosed for your files, please find a copy of the Memorandum of
Agreement with the County of Oakland and the Oakland County Employees
Union representing the Sheriff Department Clerical, Animal Control,
Maintenance, Custodial, Grounds, Drain, Medical Care Facility and Parks
and Recreation. This memorandum of agreement was passed at the December
16, 1999 Board of Commissioners meeting.

S1,800 to $2.400 per fiscal year
1/2000 Increase dental maximum to 5I,000 per eligible person
Increase lifetime orthodontia maximum to $1.000 per eligible person
Employees in Benefit Plan A to participate in the retirement enhancements as
provided in Miscellaneous Resolution #99254 and 499255 to lake effect
during Fiscal Year 2000

County of Oakland and the Oakland County Employees Union, pursuant to Appendix A
and Appendix B (Wage & Benefit Re-opener) 4!J IC92000collective bargaining
agreement.
The parties agree that the 1998-2000 collective bargaining agreement shall be
modified for fiscal year 2000 as indicated below and shall become effective October 1,
1999.
The bi-weekly salary schedule shall be increased by three (3) percent for
classifications represented by OCEU, effective with the pay period ending September 25,
1999. In addition, the salary for the classification of Meter Mechanic I will be equal to
Maintenance Mechanic I, the salary for the classification of Meter Mechanic II will be
equal to Maintenance Mechanic II, and a new classification of Groundskeeper Specialist
— Irrigation will be established with a salary equal to Grounds Equipment Mechanic. The
night shift differential will be increased to $.50 per hour with the execution of this
agreement.
All benefit modifications effective during fiscal year 2000, for non-represented
employees, shall be provided to this bargaining unit in the same time and in the same
manner as non-represented employees.

IN RE: PERSONNEL DEPARTMENT - FISCAL YEAR 2000 WAGE AND BENEFIT REOPENER FOR
EMPLOYEES REPRESENTED BY THE OAKLAND COUNTY EMPLOYEES' UNION (OCEU)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed
the above referenced resolution and finds:
1. An agreement reached through collective bargaining with Oakland
County Employee's Union (OCEU) covering 366 employees in FM&O,
Medical Care Facility, Animal Control, Drain Commissioner, Parks &
Recreation, and Sheriff Clerical employees establishes FY 2000
wage and benefit provisions.
2. Resolution authorizes a 3% salary increase, and fringe benefit
increases for all eligible employees, is already reflected in the
FY 2000 Adopted Budget.
3. Agreement also grants a $.05 per hour shift premium increase for
eligible employees. The budget will not be adjusted to reflect
the minimal impact of approximately $21,000 spread over several
departments.
4. Resolution amends salary schedule and merit rules upgrading salary
and fringe benefits for Drain Commissioner job classifications -
Meter Mechanic I, Meter Mechanic II; and FM&O job classification -
Grounds Keeper Specialist. No budget adjustments are necessary as
the special revenue and proprietary funds impacted will absorb the
cost of these upgrades. The general fund impact of the above
actions is reflected in the Adopted Budget.

be adopted (with accompanying reports being accepted). The Chairperson stated
that General Government Committee, item a and Public Services Committee, item f
were being moved to the Regular Agenda.
