HomeMy WebLinkAboutResolutions - 1999.12.16 - 25649November 18, 1999 MISCELLANEOUS RESOLUTION # 99296 BY: Personnel Committee, Thomas Law, Chairperson IN RE: PERSONNEL/HUMAN RESOURCES—ALTERING COUNTY BOUNTY RULES RELATED TO FULL-TIME, ELIGIBLE POSITIONS, TO ELIMINATE THE REQUIREMENT TO WAIT FOR MONETARY AWARD UNTIL THE NEWLY-HIRED EMPLOYEE HAS COMPLETED THEIR SIX-MONTH PROBATION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Board of Commissioners has approved a County Bounty program to offer a monetary award to current County employees who refer a successful candidate for specific, difficult to fill positions; and WHEREAS it is advisable to make improvements in this program in order to make it more attractive to County employees and increase its effectiveness, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the change of rules to the County Bounty Program so that an employee who recommends a successful candidate can be paid immediately upon the hire of their referral and not have to wait for their monetary award until the newly-hired employee has completed their six-month probationary period. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resolution. Memo To: Personnel Committee From: Sharon Edwards, Supervisor of Selection & Placement Date: October 25, 1999 Subject: Status of County Bounty One year ago the County Bounty program was implemented. allowing employees to be eligible to receive a referral bonus for specific difficult to fill positions. The referred candidate must meet minimum qualifications, participate in the test process, score in the top band, be chosen by the hiring department and successfully complete a six month probationary period. Employees are notified of current exams for which County Bounty is offered by a statement on paychecks, broadcast e-mail and by postings in County departments. Specific rules and guidelines are available to the workforce either by request or by looking them up on the County's "0" drive. Funds for the referral bonus are paid from the unused money in the vacant position. Programmers are very difficult to find in today's market and using a commercial recruiting agency to hire one person would have cost many thousands of dollars. Instead we were able to pay a current employee $1,500 to help us find a successful candidate. In an attempt to make this program more effective we would like to recommend a change which may improve its attractiveness to the County workforce. There are many hurdles in our Merit System hiring process, and we propose to eliminate the final requirement that the referred candidate must complete a six month probationary period. In this way participants will be paid immediately upon the hire of their referral, and eliminate the lengthy wait for a pay-out. A resolution to that effect is attached. FISCAL NOTE (M.R. #99296) December 16, 1999 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: PERSONNEL/HUMAN RESOURCES - ALTERING COUNTY BOUNTY RULES RELATED TO FULL-TIME ELIGIBLE POSITIONS, TO ELIMINATE THE REQUIREMENT TO WAIT FOR MONETARY AWARD UNTIL THE NEWLY-HIRED EMPLOYEE HAS COMPLETED THEIR SIX-MONTH PROBATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. The resolution authorizes payment of a bounty to County employees for recruiting individuals in particular authorized classifications, immediately upon the hiring of the recruit rather than waiting for the recruit to complete probation; 2. This change will not impact the method or source of bounty payment, specifically the use of unexpended salary dollars in the department which has the vacancy; 3. No additional appropriation is required. FINANCE COMMITTEE FINANCE COMMITTEE VOTE: Motion carried unanimously on a roll call vote with Obrecht absent.
