HomeMy WebLinkAboutResolutions - 1999.12.16 - 25657KAY SCHM COUNTY C SSIONER, DISTRICT #17 MISCELLANEOUS RESOLUTION #99307 BY Commissioner Kay Schmid, District #17 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF NORTHVILLE To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Fund and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into environmental infrastructure projects for the County and its cities, villages and townships (CVT's); and WHEREAS pursuant to the Disbursement Policy, the City of Northville has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation or improvement project; and WHEREAS the City is requesting reimbursement for an illicit discharge elimination program, which eliminates/reduces septic systems within the City, as well as implementation of an educational program for City residents; and WHEREAS the current authorized amount of funding for the City of Northville equals $15,598.13; and WHEREAS if the Board of Commissioners approves this resolution, the City of Northville may request release of future years' allocations, as funding becomes available, or at it's option, submit a different project for Board consideration. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the illicit discharge elimination program, which eliminates/reduces septic systems within the City of Northville, as well implementation of an educational program for City residents as eligible for reimbursement of funds from the Environmental Infrastructure Fund Program. BE IT FURTHER RESOLVED that the Board authorizes the release of funds in the amount of $15,598.13 from the Environmental Infrastructure Fund as repayment to the City of Northville for expenses incurred in connection with environmental remediation or improvement projects. MI 48341 Re: Environmental thfcastruentre Fund Reimbursement Reopen Dear Mr, Ott: Pursuant to Oakland County Board of Commissioner miscellaneous Resolution (MR) 99093, the City of Northville hereby requests reimbursement touter Oakland County's Enviromnental Infrastructure Fund Program for expenses which we will incur with the implementation of the City's general storm water permit requirements. Under the City's "Certiftcate of Coverage" issued by the State of Michigan through its General Storm Water Permit, the Qv of Northville will be required to undertake an illicit disdnuge elimination program, take steps to eliminatereduce septic system within the City, and implement an educational program for City residents. As these activities are undertaken, and the City incurs cost, it is respectfully requested that funding from Oakland County's Environmental Infrastructure Fund Program be approved for reimbursement. At that time, the City will provide you with copies of bffisfutvoitzs demonstrating these expenses. Michisin 48167-1540 ' bt112 Phone: (248) 349-1300 • FAX: C.248) 349-9:44 - RESOLUTION — No_ 1145-99B A Resolution Authorizing an Environmental Infrastructure Fund Expense Reimbursement Request Whereas, upon the recommendation of the Oakland County Executive. the Oakland County Board of Commissioners has established an Environmental infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and Whereas, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remethation or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project and Whereas, the City of Northville, Oakland County. Michigan wUl incur expenses in connection with environmental remediation as required under the City's *Certificate of Coverage issued under the State of Michigan's General Storm Water Permit; and that said expenses are believed to be eligible for reimbursement under Oakland County's Environmental infrastructure Fund Program. Now therefore be it Resolved, that the City Council authorizes and directs Its City Manager, as agent for the City of Northville, in the manner and to the extent provided tor under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or Improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
