IN RE: COMMUNITY & ECONOMIC DEVELOPMENT/PLANNING & ECONOMIC DEVELOPMENT SERVICES
DIVISION - RECLASSIFY TWO (2) POSITIONS, REMOVE TWO (2) CLASSIFICATIONS FROM THE
SALARY ADMINISTRATION PLAN AND RETITLE TWO (2) CLASSIFICATIONS
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the concept of business and economic development has expanded and
there is now competition between agencies, Counties, Chambers of Commerce, and
cities to create business and economic development positions to foster growth,
development, expansion, and retention of current businesses; and
WHEREAS recruitment statistics since 1996 show a decrease in the pool of
interested and qualified applicants for the Oakland County Business Development
Representative positions; and
WHEREAS because of the competition for qualified applicants, salaries for
classifications in this area in the marketplace have increased resulting in
potential retention problems; and
WHEREAS a salary survey of comparable positions shows that current County
salary rates are considerably below average market salary rates; and
WHEREAS the County Executive is requesting an increase in the salary range
of the Business Development Representative and the Senior Business Development
Representative; and
WHEREAS during the 1999 Budget process the Development and Planning
Division changed its name to the Planning and Economic Development Services
Division to better identify their function to the communities they serve; and
WHEREAS per Miscellaneous Resolution #99022 the Employment & Training
Division changed its name to the Workforce Development Division.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the reclassification of two (2) Business Development Representative
positions (#19205-05257 and #19205-05336) to Senior Business Development
Representative.
BE IT FURTHER RESOLVED to remove two (2) classifications titled Business
Development Representative and Senior Business Development Representative, OT
Exempt, from the Salary Administration Plan.
BE IT FURTHER RESOLVED to increase the salary range of the Business
Development Representative by 10% resulting in a new range as follows:

OVERVIEW:
The Business Development Unit of the Community and Economic Development Department provides
assistance to businesses within Oakland County to facilitate their needs related to growth, expansion,
problem solving, and other issues. In addition, the unit is involved with the recruitment of international
business to locate or trade with other businesses in Oakland County.
The positions of Business Development Representative and Senior Business Development Representative
require expertise in the areas of business practice, economic development, urban planning, real estate,
international trade, and industrial development. The positions also require a high degree of interpersonal
communication skills and problem solving abilities in order to be successful in meeting the needs of business
clients and the goals of the Division. During the past two years, new business development positions have
been created throughout the Detroit Metropolitan area as well as throughout the United States. This has
created a demand in the labor market for professionals possessing related skills where there is not a large
applicant pool. Positions are being created by Chambers of Commerce, Economic Development Groups,
Cities, County and State government agencies. A recent salary survey shows that County salaries are
considerably below the market average for these classifications and has experienced turnover during the last
three years.

It is requested to reclassify two Business Development Representative positions to the Senior Business
Development Representative classification. The Business Development Representative classification
requires less experience and handles the less complex work assignments. The complexity of the workload
has increased and now commands expertise at the Senior Business Development Representative level. This
requires a high level of interpersonal communication skills using persuasion and negotiation. It also requires
a high level of problem solving ability to facilitate solutions to complex problems.
It is also requested to remove the Business Development Representative, salary grade 12, OT exempt, and
the Senior Business Development Representative, salary grade 13. OT exempt, classifications from the
Salary Administration Plan due to labor market conditions, and increase the salary ranges by 10% to attract
qualified candidates and retain the expertise of current staff.
The County Executive is proposing a 10% increase in the salary ranee because it is believed that the County
offers a competitive benefits package along with other non-cash compensation benefits.

During the 1999 Budget the Planning and Economic Development Services Division changed its name from
the Development and Planning Division. This change was made to better identify the role of the Division
to the communities in which it serves. his requested to change the title of the Manager-Development and
Planning to Manager-Planning & Economic Development Services.
Earlier this year Miscellaneous Resolution #99022 transferred the Employment and Training Division from
the Public Services Department to the Community and Economic Development Department. The name of
the Division was changed from Employment and Training to Workforce Development. It is requested to
change the title of the Manager-Grant Employment and Training to Manager-Workforce Development.
COUNTY EXECUTIVE RECOMMENDATION: Recommended as Requested.

Manager - Planning & Economic Development Services and Manager-Grant
Employment & Training to Manager-Workforce Development with no
