ACTIONS AND TRANSFER SOLID WASTE UNIT AND POSITIONS TO COMMUNITY & ECONOMIC
DEVELOPMENT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the current Manager-Solid Waste position will become vacant in June
through retirement; and
WHEREAS a Manager-Solid Waste is required to facilitate the County's role
on the solid waste management plan issue; and
WHEREAS the Manager-Solid Waste periodically monitors reduction achievement
efforts and continually monitors the availability of disposal facilities to
ensure that sufficient capacity continues to exist; and
WHEREAS the Manager-Solid Waste also monitors legislation affecting solid
waste and communicates the issues to each municipality; and
WHEREAS the County Executive has reviewed the function and proposes to
transfer the function and two positions from Facilities Management/Administration
to Community & Economic Development/Administration; and
WHEREAS the County Executive is also proposing to change the salary range
and the status of the Manager-Solid Waste classification from appointed to Merit
System; and
WHEREAS the current Civil Engineer II position in the Solid Waste Unit is
proposed to be reclassified to Senior Planner.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the transfer of the Solid Waste Unit and two (2) positions from
Facilities Management/Administration to Community & Economic
Development/Administration.
BE IT FURTHER RESOLVED to change the Manager-Solid Waste from appointed to
Merit System Status (position #14115-06678).
BE IT FURTHER RESOLVED to make the Manager-Solid Waste classification an
exception from salary grade placement in a new range as follows:

OVERVIEW:
The Solid Waste Unit monitors solid waste issues as they may impact Oakland County and its municipalities,
manages the continually ongoing Act 451 solid waste management plan efforts, and reports upon their
findings to the County Executive and the Board of Commissioners. The goals and objectives of the new
Oakland County Solid Waste Management Plan Update (which has been authorized for release for public
comment by the 14 member Solid Waste Planning Committee) can be achieved by continuing the present
day solid waste management practices employed by the County's more aggressive municipalities; securing
the commitment of the remaining communities to comply with such management practices; and by
emphasizing the focus on resource conservation, waste reduction, pollution prevention, and recycling by all
of the County's waste generators which include residents, businesses and industries.
The County's role in solid waste management plan issues beyond guidance of the ongoing Act 451 solid
waste planning efforts, is to periodically monitor and report on the volume reduction efforts and successes
of each municipality; to monitor the availability of handling, processing and disposal facilities to insure that
sufficient disposal capacity continues to be available for all Oakland County waste generators; to monitor
legislation which may affect the provision of solid waste services, processing, handling, or disposal facilities;
and to communicate on all of these issues with each municipality.
One of the primary functions of the solid waste management planning process is the designation of sites upon
which identified solid waste disposal area facilities may be constructed and operated. Without designation
in the local planning documents, state licenses or permits will not be issued for the construction and
operation of such facilities. Existing landfill disposal capacity within Oakland County will be depleted
within the current planning period. Without the expansion of existing or the construction of new landfill
capacity, Oakland County will gradually be required to export 100% of its waste stream to facilities located
elsewhere. The County needs to continually examine all of the issues involved in this matter and to report
upon their findings to the Board of Commissioners and each municipality. Continued awareness of these
matters is necessary in order to avoid a sudden crisis situation.
The County's solid waste function could best perform under the direction of the Community & Economic
Development Department in order to be integrated with and supported by planning functions. The unit
consists of one (1) Manager-Solid Waste and one (1) Civil Engineer II. It is proposed to transfer the unit
and these two positions from Facilities Management to Community & Economic Development. It is also
proposed to change the status of the Manager-Solid Waste from appointed to merit system. The salary of
the Manager-Solid Waste is proposed to be downgraded and the Civil Engineer II reclassified to a Senior
Planner position. The Senior Planner position will support the planning activities of the Manager-Solid
Waste.
COUNTY EXECUTIVE RECOMMENDATION: Recommended as Requested.

A. DESCRIPTION
GENERAL SUMMARY
Under general direction, is responsible for managing the County's Solid Waste Management planning efforts.
Coordinates efforts with the County Executive, Solid Waste Planning Committee and related boards and
authorities, Board of Commissioners, local and state legislative bodies, citizens, and consultants. Is
responsible for meeting with governmental agencies, citizen groups and the general public to present the
County's solid waste management plans, provide information, gain cooperation, and negotiate agreements,
as required.
SUPERVISION EXERCISED
Supervises professional, technical and clerical staff required during various phases of project development
and ensuring that county-wide compliance is achieved.
TYPICAL DUTIES AND RESPONSIBILITIES
Meets regularly with the County's Solid Waste Planning Committee in the preparation of the County's solid
waste management plan and with other authorities required to implement the solid waste management
program. Represents the County Executive and provides technical expertise and management
recommendations concerning solid waste issues within the County.
Monitors the capability of the private sector solid waste service providers to meet Oakland County's waste
generator needs. Must be continually aware of the disposal capacity that is available for the County's waste
generators on a long range basis, and continue to seek access to additional facilities that can effectively serve
when needed. Annual reports on these issues to the County Executive, the Board of Commissioners and to
each municipality.
Continually monitors solid waste service provider capabilities to ensure that waste collection services
provide for the public's health, are cost efficient and that resources are conserved.
Presents the County's solid waste management plan at public meetings, providing information to interested
citizens and public officials.
Analyzes statutory provisions related to procurement, flow control, intergovernmental agreements and other
statutory provisions related to the implementation of the solid waste management plan and recommends
appropriate action.

Represents County administration in the evaluation of responses to request for proposals. Reviews bids and
participates in determining the most responsible bid based on selection criteria.
Monitors the utilization of consultants (i.e., legal, financial, engineering) to ensure that timetables and
deadlines are met and contractual obligations are fulfilled.
Submits regular reports to the County Executive, Board of Commissioners, Solid Waste Planning Committee
and other authorities as required to implement the program. Informs of project progress and recommends
payment to contractors, vendors, and consultants.

B. QUALIFICATIONS
EXPERIENCE. TRAINING. KNOWLEDGES. SKILLS & ABILITIES
A. Desirable Minimum Oualifications
1. Possess a Bachelor's degree from an accredited college or university in Engineering,
Planning, Public Administration or related field; AND
Have had at least five (5) years of increasingly responsible full-time professional work
experience in large scale project coordination or plan development with at least three (3)
years in a solid waste management program.
NOTE: A Master's Degree in one of the above fields may be substituted for one (1) year of work
experience.
3. Possess a valid motor vehicle operator's or chauffeur's license.
4. Pass the complete exam, including the employment medical established for this
classification.
B. Additional Desirable Qualifications
1. Considerable verbal and written communications skills.
2. Considerable ability to conduct public hearings regarding controversial subject matter and
make presentations to elected officials, municipalities, and Board of Commissioners.
3. Considerable knowledge and experience in current and pending or probable future
environmental standards associated with a waste disposal/resource recovery project.
4. Considerable knowledge of resource recovery, landfill, recycling and other components of
solid waste management systems.
5. Considerable ability to project lifetime of landfill facilities based on remaining bankyards
and annual rate of inflows.
6. Considerable ability to prepare and analyze detailed technical reports related to solid waste
management.

7. Considerable ability to develop and maintain effective relationships with public officials,
consultants, contractors, engineers and the general public.
8. Demonstrated knowledge of proven technologies in the field of waste disposal, resource

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the
above referenced resolution and finds:
1) The Oakland County Solid Waste function currently resides
organizationally in the Administration Division of the Department of
Facilities Management; and the Solid Waste Manager's position will
become vacant in June 1999 .
2) The Solid Waste Manager is required to facilitate the County's role on
the Solid Waste Management Plan, by monitoring reduction achievement
efforts, and continually monitors the availability of disposal
facilities to ensure that sufficient capacity continues to exist, he
also monitors legislation affecting solid waste and communicates the
issues to each municipality.
3) The County Executive has reviewed the function and proposes to transfer
the function and two positions from Facilities Management/Administration
to Community & Economic Development/Administration.
4) The County Executive is also proposing to change the salary range and
the status of the Manager-Solid Waste classification from appointed to
Merit System; in addition, the current Civil Engineer II position in the
Solid Waste unit is proposed to be reclassified to Senior Planner.
5) Although the organizational hierarchy would change, the Solid Waste
function would continue to be charged to the General Fund (Fund 101).

Commissioner Palmer requested a Public Hearing be scheduled for the purpose
of allowing public comment on Miscellaneous Resolution #99146 - Facilities
Management/Administration/Solid Waste - Personnel Related Actions and Transfer
Solid Waste Unit and Positions to Community and Economic Development. The
Vice Chairperson scheduled the hearing for July 15, 1999 at 9:45 A.M. in the
Board of Commissioners' Auditorium.
