TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the county has identified a need for a designed solution to
accommodate improved computer applications (CLEMIS, Data Warehouse, Internet,
GIS, Enhanced Access, etc.) throughout the county, and the MAN/WAN is the
enabling tool for present and future technology; and
WHEREAS the current network has a number of limitations including:
1. Inability to handle the band-width requirements for some current
applications and future applications,
2. Does not provide telecommunications capabilities,
3. Does not provide video capabilities'
4. Is not consistently provided throughout the County to its cities,
villages and townships (CVTs); and
WHEREAS Proposals were submitted in response to a Request for Proposal
(RFP) that recommend replacement of the existing infrastructure with a state of
the art MAN/WAN System; and
WHEREAS the Department of Information Technology, upon the recommendation
of Plante & Moran and Information Technology Management has identified Anixter
as the provider of choice, for private fiber, hardware, and management of the
MAN/WAN environment; and
WHEREAS the MAN/WAN infrastructure should enable the County to provide the
services identified in the attached correspondence to the Finance Committee dated
May 27, 1999; and
WHEREAS total capital cost for the upgrade equals $8,079,464, of which
$7,199,464 is the main processor, $180,000 is for redundancy, and $700,000 is for
contingency; and
WHEREAS sources to cover the capital cost include $1,301,721 from the Non-
Department Appropriation for MAN/WAN, $650,000 from the COPS-MORE grant, and the
balance from a loan from the Delinquent Tax Revolving Fund (DTRF), to be repaid
over a five-year period; and
WHEREAS operating cost equals $232,000, for FY 1999, which can be covered
by general revenue favorability, and $1.5 million for FY 2000 and $2.0 million
for FY 2001, an appropriation is beingreconmended as part of the FY 2000/FY 2001
budget process to cover these costs.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the acquisition of a Metro-Area Network/Wide-Area Network MAN/WAN.
BE IT FURTHER RESOLVED that the principal and interest payments made to the
DTRF in repayment of this agreement will be accounted for in the Information
Technology Operations Fund, Fund #636, and that the FY 1999 and FY 2000 Budget
is amended as follows:

FINANCE COMMITTEE
REVOLVING FUND BORROWING AGREEMENT
WHEREAS the County of Oakland is desirous of borrowing monies from the
Oakland County Delinquent Tax Revolving Fund, and
WHEREAS the Delinquent Tax Revolving Fund Agent has determined sufficient
monies are available to loan to the County,
THEREFORE, in consideration of agreements set forth below it is hereby
agreed by and between the parties as follows:
The County will borrow the principal sum of $6,127,743 from the
Delinquent Tax Fund to be paid back in annual principal and interest
payments not to exceed five (5) years. Said payments shall be
deducted from the annual Revolving Fund distribution made to the County
on or about June 1st of each year. Interest on each payment will be
based on the average monthly rate paid during the term of this agreement
by the agent of the Delinquent Tax Revolving Fund for that year's
outstanding borrowing. The schedule of principal payments will be:

OVERVIEW - METRO-AREA NETWORK / WIDE-AREA NETWORK (MAN - WAN)
OAKLAND COUNTY, MICHIGAN
May 27, 1999
HISTORY
Over the past dozen years or so, the County has increased its data communications between the
Information Technology Department (IT) and the cities, villages and townships (CVTs). The
County and CVTs have a unique relationship in sharing data - more than in any other county in
Michigan. The MAN - WAN will move the County forward at a rapid pace well beyond any
other county in the State.
Data communication exists between the County and CVTs to accommodate the following
operations:
* CLEMIS - law enforcement:
- Records management.
- Limited ad hoc reporting.
- Computer-aided dispatch to approximately a dozen public safety answering points
(PSAPs), but not in a spatial manner.
- Mugshot for 14 police departments (fractional Ti).
- Livescan for 8 police departments (fractional Ti).
- Warrant teleconferencing for 50 law enforcement agencies (ISDN).
- Law enforcement contracts between the Sheriffs Department and CVTs.
* Assessing - land records. Largely input and limited ad hoc reporting.
* Treasury functions. Largely input and limited ad hoc reporting.
The present relationship between the County and CVTs arises from a system of lines and other
means of connecting individual functions for specific purposes. A uniform, central plan to
accommodate all functions on a single communications network was not performed until roughly
18 months ago.
The County secured the services of Plante & Moran, LLP (Plante) to review the following two
business issues:
1) County's centrex telecommunications system - is there a more economical manner in
which this service could be performed and / or improved?

2) Connectivity between the County and CVTs for existing needs and the future enhanced
for data communications required to accommodate increased traffic, now and into the
future. In addition, should improved connectivity be recommended, could other traffic
(voice / video) be provided on the same network and if so, what level of bandwidth is
required? Bandwidth to allow the communication to occur without untimely delays in
access is critical in many functions, particularly those relating to law enforcement.
Plante conducted the centrex / PBX study and prepared a report on this effort, dated December
1998. The report recommended the replacement of the County's centrex system with a private
branch exchange (PBX). The PBX telecommunications system will not be covered in this
memorandum. The County administration is still reviewing this project. Likely, this project will
be brought before the Finance Committee in mid-July 1999. Accordingly, the remaining portion
of this report will address the MAN - WAN proper.
Concurrent with the issuance of the above report, Plante prepared a request for proposal (RFP) as
part of the original contract to seek vendor proposals to address the County's and CVTs'
communications' needs now and into the future. The project was extremely complicated and
detailed. The project is still evolving as functions and entities are added or deleted. The
connectivity involves no less than 150 data points throughout the County and many, many
functions and operations. Portions of the network are in place; most is still being built. It will
require approximately 18 months to complete from the time that the County signs the contract.
The RFP was issued in late 1998, five vendors responded. Two were immediately dismissed as
they provided an incomplete solution. The County reviewed the following three vendors:
Ameritech (leased lines only); Bell Atlantic, with Phone Michigan (purchased by McLeod USA)
as a subcontractor (purchased fiber); and Anixter, with Phone Michigan as a subcontractor
(purchased fiber). After many long and detailed discussions and demonstrations by all three
vendors, the County selected Anixter to provide the fiber and services. Somewhere in the first
quarter of 1999, Anixter was acquired by Ameritech.
The Intermediate School District has contracted with Phone Michigan (McLeod USA) to provide
fiber between their offices on the County's service complex and the administrative offices of the
28 school districts. The County is coordinating its needs with those of the ISD as their is
substantial common interests to do so. However, the contracts and operating needs for the
network are separate.
Subsequent to the approval of the funding of the MAN - WAN by the Board of Commissioners
in early June 1999, the County and ISD are expected to hold a press conference on this new
venture. This press conference is one way in which the County's residents and local elected
officials will be notified of the new project's and their importance to law enforcement, education,
and improvements in governmental services.

BUSINESS ISSUE
The principal business issue involving the MAN - WAN is the need to provide a single,
consistently managed network for communication between the County and its CVTs. The
network should have sufficient bandwidth to accommodate data traffic now and into the future
without undue delays in computer services and is highly dependent upon the data files sizes
transmitted. The importance of data flow is dependent on the file sizes requested, number of
calls for data, and future operations. The services for law enforcement computer-aided dispatch
is certainly more critical than calls for information involving land records. While the present
connectivity, which involve a variety of methods (Tls, ISDN, fractional Tls, etc.), is adequate
for the present level of services, it will not be able to address the data communications needs in
the near future, let alone telecommunications (voice) and video conferencing requirements.
Further, the network will not address the County's changing telecommunications needs and
video conferencing functions under consideration - see subsequent discussions.
Finally, the use of the present network lines (T1, ISDN, etc.) acquired for single application
purposes involves a costly approach to address a single purpose system. Consolidation of the
lines will serve to mitigate costs of the County and its CVTs. The proposed system is scalable
and will permit expansions should added data, voice and / or video communications are required.
MAN - WAN FUNCTIONS
The proposed MAN - WAN communication network, which is identified as Exhibit A - Oakland
County WAN Sites, will address all of the existing computer system requirements for data. In
addition, several functions on separate lines will be consolidated onto a single line (see prior list),
most notably, mugshot and warrant teleconferencing. In addition to the above list, the County
will be able to perform the following immediately needed functions:
CLEMIS:
1) The new CLEMIS system will increase the 'ad hoc' reporting functions, including those
relating to GIS (crime reporting and improved law enforcement resource allocation).
Presently, reports are produced by Information Technology in paper format. The paper
reports are delivered to the police departments. In the future, the reports will be able to
be produced as required over the network by police department on an 'as needed' (i.e. ad
hoc) basis. Delivery for most reports will not be necessary.
2) Computer-aided dispatch (CAD) will contain a spatial (GIS) component to it. This GIS
component, which will eventually locate the police vehicles on CAD screens of
dispatchers for mutual aid events, will require increased data traffic. Delays arising from
an insufficiency of bandwidth could be a serious problem.
3) The present mugshot system provides for a local area server and communication of the

mugshot to the County's central server. Fourteen police departments are involved in the
mugshot program. The County is preparing a regional mugshot proposal (which should
be able to be funded from the COPS MORE program favorability assuming approval of a
grant modification in the summer of 1999) in order to allow all police departments to
participate in this critical law enforcement service.
The County is considering the elimination of servers in individual police departments.
Local servers are very costly. Alternatively, a centralized system could be constructed for
all police departments far cheaper - providing that access to information maintained
centrally (MAN - WAN) can be assured. Timely access and input of mugshot data
maintained centrally will be key to enabling the regional mugshot system.
4) Similarly, there are eight livescan (fingerprint) system users being upgraded with the new
grant recently awarded by the State. Two additional police departments (Farmington /
Hazel Park) will be added as well. While the State did not fund a centralized, regional
fingerprint solution, some time in the future the CLEMIS fingerprint system will
undoubtedly be centralized at the County level. At this time, communication of the
fingerprints, both in input and export, will be critical for law enforcement purposes. With
the new grant, processing time for fingerprints will be improved from several days to
roughly 4 hours. Further improvements could be obtained with a centralized system.
5) The MAN - WAN may be able to be used as back up to the existing 806 MHZ radio
communications system. Transmission through the MAN - WAN is being explored by
Motorola as a back-up for tower failures. The present 'network system could not
provide a potential backup solution.
Land Records:
1) The GIS parcel fabric for CVTs contemplates quarterly updates maintained by
transferring CD ROMS. Communication of the parcel updates over the existing system,
given the size of the files, is not possible. The MAN - WAN could enable the CVTs
weekly updates of the parcel fabric. Live access to the digital orthophotography would
be provided as well. Since late 1997, over 16,000 new parcels of property were created in
this County - updates for the CVTs who are expanding are critical.
2) CVTs have consistently expressed their desire to access the County's data warehouse and
related decision support tools. A pilot project, which included stand-alone computers
(i.e. not on a network), involved six CVTs in the winter of 1999. The project was a
success as evidenced by the letters of support provided by the CVTs located under
communications in the June 3, 1999 Finance Committee agenda.
Access to the County's data, which data is refreshed weekly, is critical to local assessors,
treasurers, community and economic development planners, and other local users. Key to

this effort is the data positioned in such a manner as to make it usable for public officials.
The County's data warehouse was designed with this in mind.
When the MAN - WAN is in place, the County's data will be invaluable for use by
CVTs, particularly if decision support tools can be provided as well. Using the MAN -
WAN, central County land records can be accessed by CVTs. Benefits to assisting CVTs
in reducing their costs cannot be quantified, but should be substantial.
3) Enhanced Access products are expected to flourish over the next several years.
Communication between the County and CVTs to enhance local products that would
otherwise be locked in CVT computers should to be unlocked and transmitted over the
MAN - WAN.
Telecommunications - Voice:
1) County administration is preparing a resolution for consideration by the Board of
Commissioners in mid-July 1999 involving the County's voice communications. The
County uses a costly centrex system for its voice communications. County
administration will be recommending a private branch exchange (PBX) service. After the
first several years, the County's PBX should save an estimated $600,000 to $900,000 per
year over the centrex service. Over a 7 year time frame, the cumulative savings should be
between $2 million to $4 million.
2) In addition, the MAN - WAN will be used as part of the PBX to mitigate the current toll
charges presently paid for intra-County calls. The MAN - WAN should serve to reduce
the toll costs, although at this writing, the amounts have yet to be quantified.
Internet
1) The County is currently exploring the use of the MAN - WAN by the CVTs for Internet
services. Several communities have approached the County to provide this service.
Presently, the County has secured Ti line (annual costs - roughly $36,400, including Ti
and managed services bundled) to connect to an Internet Service Provider (ISP).
Similarly, many CVTs have their own ISP services. T1 lines alone could be as much as
$8,000 per year (or potentially less, with a lesser level of services). With the County's
MAN - WAN, CVTs could forego their own connectivity and ISP services. Instead, the
County would be become an ISP for roughly $40,000 per year (slightly higher than
present costs), but would be able to improve Internet services through improved speed to
many CVTs.
Those CVTs who could not afford Internet services may now be able to avail themselves
of Internet services.
2) Once CVTs are using the Internet, email (even if it is through the Internet) between CVTs

in the County will be enabled. Essentially, the County will have created an email system
for law enforcement and other CVT users.
3) The State of Michigan State Police have strict policies over Local Area Networks (LANs)
and Internet access involving law enforcement computers with access to LEIN terminals.
Oakland County's MAN - WAN is very new to the State Police and moving the
architecture ahead by generations. The County, however, is experiencing some technical
/ architectural difficulties when CVTs have Internet access, LANs, and want access to
LEIN. The increased functionality of the new CLEMIS is complicating this structure. If
the County provided both Internet AND CLEMIS access, security to the LEIN terminals
would be improved and costly, technical solutions to prepare the County and / or local
firewalls may be avoided.
Video Communications:
1) Last of the identified projects / benefits for the MAN - WAN providing a new service:
video conferencing. The County entered this arena with the warrant teleconferencing, but
the transmission is poor and choppy due to the bandwidth involved, outdated hardware,
and older versions of software not updated. The COPS MORE program should be able to
provide sufficiently large enough desktop computers to enable the warrant
teleconferencing to be included on the computer. Software is being updated as well.
Once this is accomplished, the system will be improved with newer, more responsive
equipment and a network fully supporting this operation.
2) The law enforcement community (including the Sheriff's Department) transports many
offenders to and from District and Circuit Courts. Once transported for arraignment, the
offender must be guarded until such time as a disposition is made by a judge of
magistrate. Video arraignment is a very exciting use of the MAN - WAN as it will truly
free-up many hours of officer time that could be placed into a more productive project.
Court docketing could be improved as well. Centralized arraignments could be explored
through this robust MAN - WAN services (note - most current video conferencing is
'point to point', not 'many to point', or visa versa). All law enforcement agencies have
supported the use of the County's MAN - WAN to mitigate CVT and Sheriff Department
offender transport and security efforts.
The video arraignment efforts, however, will be an extensive program to launch as it will
involve 45 plus law enforcement agencies, a dozen District Courts, the Circuit Court,
Prosecutor's office and defending attorneys. Yet, this particular function promises to be
one of the more significant time savings for local law enforcement officials.

OPEN ISSUES
The following are the open issues relating to the MAN - WAN:
1) Many of the above programs, once launched, should enable the County to recoup costs it
presently is incurring. The County has been attempting to quantify the costs avoided as
part of the MAN - WAN project, but can only estimate those costs avoided. Likewise,
CVT costs will also be avoided in line charges incurred by them. The cost avoidance
may only be able to be saved and ultimately quantified with the launch of the MAN -
WAN itself
2) The detail engineering design is still being finalized. Open questions on the manner of
services to be provided are still pending. Several entities are being added or deleted as
the lines are being prepared.
3) The implementation of the specific sites and related networks has yet to be codified as to
priority. However, Anixter's site is in Farmington Hills and the initial fiber will be laid
to the Information Technology building through the western part of the County.
4) Contract negotiations have yet to start. The first draft of the terms and conditions will be
available in mid-June 1999. The County has provided Anixter a letter of intent to enter
into a contract to allow for the detailed design of the network to occur. Any further
efforts beyond detailed design would require a contract; such contract is subject to the
funding by the Board of Commissioners of the MAN - WAN project.
5) The Oak Park post of the State Police and Oakland University have recently expressed
tentative interests in becoming full CLEMIS members. No provision for these two
entities were provided in the original design proposal by Anixter. Several entities have
been removed as well. Pricing of these adds and deletes in the proposed costs have not
been adjusted as no quotes have been provided by Anixter.
6) Several CVTs have charged franchises and / or application fees for network rights of
way; such costs would be passed onto the County as part of the operating costs or capital
costs of Anixter / McLeod USA. The County is providing a significant benefit to the
CVTs in the form of improved law enforcement services, Internet, video arraignment, etc.
at little or no cost to the CVTs. The County has no intention of funding the franchise
and / or application fees imposed on it by CVTs to bring services to the CVT. The
County will make every effort to mitigate these charges through negotiations.
Several courses of action could be undertaken if CVTs choose to continue to impose
these fees on the County - lowering the priority of implementation, passing the charges
back to the CVT through CLEMIS fees, or other approaches. Should CVTs be unwilling
to waive imposition of these fees, the Board of Commissioners will be notified.
