HomeMy WebLinkAboutResolutions - 1999.03.17 - 25786. . . , MISCELLANEOUS 'REBOLUTION #99 056 ' , -., March 18, 1999 BY: Finance Committee, Sue Ann Douglas, Chairperson IN RE: DEPARTMENT OF MANAGEMENT & BUDGET / EQUALIZATION DIVISION - IMPLEMENTATION OF DIGITAL PHOTOGRAPHY PROJECT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS, as provided by Public Act 462 of 1996 - Enhanced Access to Public Records Act, the Board of Commissioners, by approving Misc. Resolution #97165 on August 14, 1997, adopted the Oakland County Enhanced Access to Public Records Policy; and WHEREAS Section 2.C. of the aforementioned policy specifies that "County elected officials, department heads, agencies, boards, commissions and councils legally responsible for the creation, preparation, ownership, custody, control, maintenance, preservation, guardianship, retention, possession or use of a public record shall select which public records may be made available through enhanced access; and WHEREAS the Oakland County Equalization Division's Digital Photographic Project (Project) is a result of the County's Enhanced Access strategic planning process, which has set as a goal the development of a new product every 60 days; and WHEREAS the Project is intended to facilitate the creation of a database that will store digital photographs of each parcel in Oakland County in order to enhance the value of land related Enhanced Access products; and WHEREAS the resulting digital photos will be used in conjunction with the previously approved enhanced access program's Parcel Acess Query and Mini Ad Hoc Query; and WHEREAS the Project is composed of two integral initiatives: Organization Design & Implementation and Project Design & \Automation, as described in the attached Implementation Plan; and WHEREAS implementation of the propos Project entails assignment of an existing Appraiser III position to provide supervisi n, creation of ten (10) Summer Business Assistant positions and three (3) Summer Cleri al positions; and WHEREAS the funding for these positions, as well as related operating costs, is available in the Designated Fund Balance for Operational Improvements which requires a pay-back period of six years or less; to be derived from Enhanced Access revenues; and WHEREAS the County Executive recommends adoption of this resolution. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes implementation of the Digital Photography Project and appropriates $97,794 from the Designated Fund Balance for Operational Improvements, with the following budget amendments: Amount From: 9407-01000 Operational Improvements To: Equalization Division Salaries Fringe Benefits Total Salaries and Fringe Benefits Operating: Expendable Equipment Mileage Reimbursement Office Supplies Total Budget BE IT FURTHER RESOLVED that the cost for this program will be recovered through the Enhanced Access Program's fees as authorized by the Board of Commissioners, such as those previously approved for the Parcel Access Query and the Mini Ad Hoc Query, and that for the Parcel Access Query, on an individual transaction basis, digital photos will not be included. Oakland County Equalization Division Digital Photography Project Implementation Plan 1.0 INTRODUCTION The Oakland County Equalization Division's Digital Photograph Project Implementation Plan is a result of the County's Enhanced Access' strategic planning process. The Implementation Plan is intended to facilitate the creation of a database that will store digital photographs of each parcel in Oakland County. The components of this plan will enable successful implementation and promote long-term sustainability. 1.1 Role of the Project Implementation Plan The Digital Photograph Project Implementation Plan is established to delineate the standards that the Equalization Division and other local municipalities will use to implement the collection and maintenance of digital photographs for each CVT. 2.0 IMPLEMENTATION BOUNDARIES The Equalization Division could perform several different roles. In some cases, the Equalization Division will manage the entire digital photography implementation process, in other cases they will provide consulting and advisory services to those CVTs that will be managing their own process. 3.0 PROJECT VISION The Equalization Division Digital Photography Project Implementation Plan will support the overall vision of the Project that includes: 1. Increased availability of digital photographs through Oakland County's Enhanced Access initiative. 2. Increased access and dissemination of digital information to other county and local users such as assessors and law enforcement agencies. 3.1 Critical Success Factors The factors that will impact the success of this Project Implementation Plan include: 1. County Executive, Management and Budget, Equalization and local municipality support and commitment. 2. Effective support and consulting from the Equalization Division. 3. Coordinated, intra-agency involvement. 2/24/99 Oakland County Digital Photography Project Implementation Plan 4. An openness to new technology and improved workflows. 5. Development of a Digital Photography program in local CVTs and the use of common infrastructure data models. 4.0 PROJECT IMPLEMENTATION FRAMEWORK This section outlines the project goal and the supporting initiatives required to accomplish this goal. The initiatives are intended to document required objectives that will be a part of this implementation plan. 4.1 Digital Photography Project Implementation Goal To automate and maintain a database of digital photographs for each parcel in Oakland County. 4.2 Digital Photography Project Implementation Initiatives There are two integral initiatives that have been documented to ensure the successful implementation of the Project Goal. 4.2.1 Organizational Design & Implementation Appraiser III: This role is responsible for the implementation of the Digital Photography Project Implementation Plan. This role will also administer the development and formulation of standards and promote the adoption and integration of such standards. This would include: 1. Documenting procedures for the process of obtaining digital photos in the field 2. Creating User documentation for the process of posting these photos to the digital photo database via the Internet. 3. Training of Field Staff in the operation of Digital Cameras. 4. Training of Field Staff in field procedures for both residential and commercial properties. 5. Training of Clerical Staff in the posting of photos to the database. 6. Outlining quality assurance procedures and performing quality checks in the field and within the database. 7. Overseeing day to day operations. 8. Training staff of those municipalities that will run their own program. Field Staff- The primary responsibility of this role is to perform the following tasks according to the standards set by the Division. These tasks include: 1. Taking digital photographs. 2. Maintaining a camera log to identify the parcels contained within each disk. 3. Assisting the Appraiser III with quality assurance procedures when needed. Clerical Staff— This role is responsible for: 1. Downloading image data into the digital photograph database via the Internet 2. Using Digital Cameras to obtain images: A. Required Materials Digital Camera with accessories (Sony Digital Mavica Model #MVC-FD71) Camera Logs Numbered Floppy Disks Clipboard Map pages Pencils, etc. Backpack Photo ID Letter of Authorization from OCED B. Dress Attire — as a representative of the County, all staff are expected to dress appropriately. General guidelines for appropriate attire are: 1. Acceptable: a. Casual Pants (Docker type), skorts, skirts (longer style) b. Casual shirts or blouses (Polo or button down type, shell) c. Good walking shoes 2. Unacceptable: a. Jeans, shorts b. T-shirts, halter tops, tanktops, sweatshirts c. Warn out gym shoes C. Workflow Flowchart — See Appendix A D. Work Assignments 1. Residential a. The Appraiser DI will assign work by map page. b. Photographs will be taken of ALL parcels. (Including vacant and exempt parcels.) c. Some residential buildings may reside on more than one parcel. Only one set of photographs is necessary, but note all Parcel Ids involved. d. Take pictures from the driveway side of each house and at a 45 degree angle to include detached garages and/or other outbuildings. e. Take one picture per parcel. (Unless you are unable to get the entire structure(s) in one picture) f. Take pictures in order (i.e.: Walk up one side of the street and down the other.) This will make keeping track of parcel ID numbers easier. Routing may be facilitated via a GIS application using the Road Centerline coverage. h. Maintain the camera log as you go. i. Pay attention to shadows. If the sun is casting shadows that will result in a dark image, move on to a different area and come back later in the day to take them. g. 2/24/99 Oakland County Digital Photography Project Implementation Plan j. Use the zoom function when necessary to fill the picture frame with the subject property structures. Commercial a. Two people will be assigned to photograph commercial properties. b. The Appraiser III will assign work by map page. c. Photographs will be taken of ALL parcels. (Including vacant and exempt parcels) d. Some commercial buildings may reside on more than one parcel. Only one set of photographs is necessary, but note all Parcel involved. e. More than one picture per parcel may be necessary on some properties. f. Take pictures at a 45-degree angle and include multiple buildings when possible. g. Maintain the camera log as you go. k. Pay attention to shadows. If the sun is casting shadows that will result in a dark image, move on to a different area and come back later in the day to take them. h. Use the zoom function when necessary. Wide-angle lenses will be available if needed. E. Camera Notes 1. Assignment of equipment - Each camera will be identified with an inventory number and will be assigned to a specific field worker. 2. Training - will be provided by the Appraiser DI 3. Handling a. Special care is required in handling this equipment. b. Extreme heat and careless handling should be avoided. c. A camera case and cleaning cloth will be provided to protect and maintain the camera. d. Cameras will be placed in their case then in the field worker's backpack at the end of each workday. e. The backpacks will be kept in a designated place at each work site. No field worker will be allowed to take the camera home with him or her. 4. Camera Settings a. The cameras should be set at normal mode. Each image will be saved as a JPEG file with 640 x 480 resolution. You should be able to fit at least 25 photographs on one disk. b. Image quality should be set to standard. c. The Program AE indicator should be off. d. The Picture Effect indicator should be off. 5. Batteries a. Two four-hour batteries will be assigned with each camera. b. It is the responsibility of the field staff to make sure their batteries are recharged on a daily basis. 2/24/99 Oakland County Digital Photography Project Implementation Plan F. Disk Control 1. The Appraiser III will maintain disk control sheets arranged by CVT. (See Appendix B) 2. Disk Labeling a. Disk number: CVT code, followed by a hyphen and a three-digit number assigned in sequence. (Ex: 04-001, 04-002, 04-003 etc. for Berkley) b. Employee Initials c. Date 3. Camera Log a. Each disk will have an associated camera log sheet. b. The disk number and employee number will be entered at the top of the page. c. The log contains the picture number, parcel ID, property address and a brief note to easily identify the picture. (see Appendix C) d. The log and disk will be put in an envelope and returned to the Appraiser III when full. H. Scanning Photographs A. Required Materials/Equipment 1. Scanner 2. Photographs from appraisal file or other sources. B. Scan Photographs according to the scanner's instructions. C. There is an application available that can be used brighten and crop the photograph from an appraisal sketchcard. (Works with Adobe Photo Shop) D. File Format — Scanned Photographs must be saved in JPEG format. (jpg extension) (This format is a universal standard for Internet imaging and recognized by all web browsers. It is also more compressed than other image formats therefore occupies less storage space.) E. File-Naming Convention 1. The filename shall consist of the Parcel ID, hyphen, then three-digit "suffix" number. 2. The suffix number will identify multiple photographs for a single Parcel ID number. 3. Example: 2518453020-001, 2518453020-002 and 2518453020-003 for a parcel with three scanned photographs. 4. The Internet application for posting scanned photographs looks for the three digit "suffix" number to display a photograph, therefore it is necessary to always use the "suffix" even for a parcel with one photograph. F. Location of Files 1. Files should be stored in a separate folder on the hard disk. 2. Create a separate folder for each CVT. 2/24/99 Oakland County Digital Photography Project Implementation Plan 1 4.2.2.2 Digital Photograph Posting Procedures The posting of the digital photographs will be facilitated by an Internet application found at http://digipics.co.oakland.mi.us . Both scanned photographs and photographs taken with the digital cameras can be posted at this site. A User name and password will be assigned for each CVT and will allow them to view and maintain parcels for their CVT only. The username and passwords will be assigned by the Information Technology Department. See Appendix D for User documentation. 4.2.2.3 Digital Photograph Maintenance Procedures As this program evolves, a system of parcel image Maintenance must be implemented to assure that photographs for every new parcel and/or changes to existing parcels are updated and properly posted to the database. This includes the proper identification of retired (archived) photographs and the deletion of unwanted photographs. Refer to Appendix D for instructions on how to download new photographs, copy photographs and change the status of existing photographs. The following procedure should be used to facilitate photograph maintenance: 1. Designate a person to facilitate database maintenance. 2. Train at least one other person in the procedures for backup. 3. Photographs will be taken as described in 4.2.2.1 by appraisal staff and other local officials. (Building Department, Law Enforcement) 4. Disks with their associated camera logs will be turned in to the designated person for posting to the database. Instructions on retiring or deleting older pictures should accompany the camera log. 5. When parcel splits and combinations occur, the designated person shall be notified, in writing, of the following information: a. The source parcel ID(s). (parent parcel ID to copy photographs from) b. The destination parcel ID(s). (child parcel ID to copy photographs to) c. Specific instructions for assigning parcel ID numbers when multiple structures on the parent parcel are split amongst the child parcels. 6. Posting will occur on, at least, a monthly basis, if not on a continuous basis. 7. Review existing photographs to retire or delete older photographs as needed. 4.2.2.4 Digital Photograph Quality Assurance Procedures 1. Field check photos taken by field staff. a. Select disks randomly. b. Drive to selected properties. c. Check for accuracy of parcel ID assignment on camera log. d. Check for quality of photographs taken. e. Identify photographs that should be retaken and direct back to the field staff. 2. Check posting of photographs to database. a. Select disks randomly. b. Check for accuracy of parcel ID assignment. This quality check will make sure that a valid CVT/Parcel ID has not been assigned to the wrong picture. (The Internet application will automatically check to see that a valid CVT /Parcel ID combination has been entered before it will allow the photograph to be posted.) 2/24/99 Oakland County Digital Photography Project Implementation Plan c. Any errors may be field checked before returning to the field and/or clerical staff for correction. d. Clerical staff may also identify unacceptable photographs while posting them to the database. All parcel IDs for these photographs will be listed and referred to the Appraiser III for review, then be returned to the field staff for retakes. 3. Check for missing photographs. The GIS system will enable the Equalization Division and CVTs to identify missing photographs once the mass effort is completed. By linking the database table to the GIS' polygon attribute table for a CVT, then performing a simple query, missing photographs can be easily identified and represented both visually and in table format. 4. Reporting of errors in the future. As local municipalities and subscribers to Enhanced Access continue to query this database, there are bound to be errors that will be identified such as mislabeled photographs. A system of reporting these errors will be essential to maintaining an accurate database. This issue is still open. 4.3 Technical Overview 4.3.1 Introduction The Internet is the business tool for the new millenium. Oakland County, realizing this fact, has invested in this exciting new field. One of the investments that Oakland County has made in this architecture is in its connection to the Internet that is fully redundant and extremely secure. This implementation allows Oakland County to provide business applications over the public Internet in a timely and reliable fashion. 4.3.2 Specifications Oakland County has created a digital photography tool using standard Internet technologies and software that currently exists as a standard inside the County. This standard software includes Internet Information Server, SQL Server and Allaire's Cold Fusion Application Server. This standard software has allowed Oakland County to deliver the application necessary for a County- wide digital photography effort. The user of the system requires only minimal hardware and software, most of which is standard on today's PC's. This includes a PC or MAC, an Internet connection, and either Netscape Navigator 3.0 or greater, or Internet Explorer 4.0 or greater. All of the software that is required is free of charge and is readily available from numerous sources. The pictures will be stored locally to the web server and the information about each photo will reside in a SQL Server database. Both of these servers are maintained 24x7 by the Oakland County Department of Information Technology, and are backed up on a nightly basis. The web server will be running MS IIS 4.0 and Allaire Cold Fusion 4.0. The SQL Server will be running SQL Server 6.5 Enterprise Edition. 2/24/99 Oakland County Digital Photography Project Implementation Plan To handle hardcopy output from the system, Oakland County has decided to use the Epson Stylus Color 850 for its speed, low cost, and high quality output. The system is, however, flexible enough to use any standard printer. The application allows a user to download the information from the database to link to any number of potential external applications. These could include but are not limited to Geographic Information Systems and other web sites. 4.3.3 Conclusion By using standard Internet protocols and software languages, Oakland County is able to provide a cost-effective, simple solution for a County-wide digital photography program. 5.0 IMPLEMENTATION TIMELINE Implementation of the Digital Photography Project Implementation Plan in a timely manner is of the utmost importance to the Equalization Division and the GIS Utility. To complete the implementation of this plan, each initiative must be coordinated. If a single component of the Plan is delayed, the implementation as a whole could be delayed. All Personnel, equipment and material requirements are estimated to derive a cost per parcel figure. Yields: 140,000 pictures taken 7.0 PROJECT RECOMMENDATIONS It is recommended to implement Phase I as outlined in this document. In order to expedite the implementation of this project, county funding is being sought. Some local municipalities are interested in funding their own digital photography projects. They are also interested in purchasing the digital cameras and accessories through the County's purchase order system to save costs. The Equalization Division will work with them and provide the documentation and training necessary for them to comply with the standards set forth in this document. 8.0 SUMMARY The Oakland County Equalization Division's Digital nPhotography Project Implementation Plan is intended to enable the successful implementation of the Digital Photography program.
