PALMER, CHAIRPERSON RE: MISCELLANEOUS RESOLUTION #99266, CENTRAL SERVICES - OAKLAND COUNTY INTERNATIONAL AIRPORT - 1999 GRANT PROGRAM ACCEPTANCE/LAND ACQUISITION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS CHAIRMAN, LADIES AND GENTLEMEN: The Planning and Building Committee, having reviewed Miscellaneous Resolution #99266 "Central Services - Oakland County International Airport 1999 Grant Program Acceptance/Land Acquisition," reports with the recommendation that the resolution be adopted. Taub, Chairperson IN RE: CENTRAL SERVICES - OAKLAND COUNTY INTERNATIONAL AIRPORT - 1999 GRANT PROGRAM ACCEPTANCE/LAND ACQUISITION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the County of Oakland is in receipt of Michigan Department of Transportation Grant Contracts, Project No. E-26-0079-229912399, for Federal funds in a maximum obligation of $1,484,176, for the development and improvement of Oakland County International Airport; and WHEREAS the project consists of acquisition of approximately 4.72 acres and 10 homes; and WHEREAS the Michigan Department of Transportation has received a block grant from the Federal Aviation Administration for airport development projects and shall act as agent on behalf of the County in the administration of the project; and WHEREAS the development project as offered and approved by the Michigan Department of Transportation and Federal Aviation Administration require a local grant match of $164,908, which is available from the airport fund; and WHEREAS the Airport Committee has reviewed and approved the grant contracts subject to ratification by the Oakland County Board of Commissioners and believes it to be in the County's interest to accept the grant contracts; and WHEREAS the attached contracts have been approved in accordance with the County Executive's review process; and WHEREAS no application was requested from Oakland County, therefore the application provisions of M.R. #95098, do not apply. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the grant contracts in an amount not to exceed $1,649,084. BE IT FURTHER RESOLVED that the Chairperson of the Oakland County Board of Commissioners or the approved designee is authorized to execute the grant contracts. NO. 0-26-0079-2399 AGENDA DAB CONTRACT FOR A FEDERAL/STATE/LOCAL AIRPORT PROJECT UNDER THE BLOCK GRANT PROGRAM THIS CONTRACT is made and entered into this date of , by and between the Michigan Department of Transportation, hereinafter referred to as the DEPARTMENT. and the Oakland County Board of Commissioners, hereinafter referred to as the SPONSOR, for the purpose of fixing the rights and obligations of the parties in agreeing to the following undertaking at the Oakland County International Airport whose associated city is Pontiac, Michigan, hereinafter referred to as the PROJECT and estimated in detail on Exhibit 1, dated September 28, 1999, attached hereto and made a part hereof Lund acquisition, demolition and relocation of Parcel 233 including consultant fees far the Runway Protection Zone. This work is further defined in Contract No. FM 63-01-LAND. WITNES SETH: WHEREAS, the PROJECT is eligible for federal funding pursuant the Airpot and Airway Improvement Act of 1982 as amended and/or the Aviation Safety and Noise Abatement Act of 1979, and WHEREAS, the DEPARTMENT has recieved a block grant from the Federal Aviation Administration (FAA) for airport development projects, and WHEREAS, the DEPARTMENT is responsible for the allocation and managment of block grant funds pursuant to the above noted act, NOW, THEREFORE, it is agreed! 1. The term PROJECT COST, as herein used, is defined in Attachment(s) 3. PROJECT COST will Moo include administrative costs incurred by the DEPARTMENT in connection with the PROJECT. Administrative costs incurred by the SPONSOR are not an eligible PROJECT COST. FISCAL NOTE (MR 499266) November 18, 1999 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: CENTRAL SERVICES - OAKLAND COUNTY INTERNATIONAL AIRPORT - 1999 GRANT PROGRAM ACCEPTANCE/LAND ACQUISITION TO THE OAKALND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. Oakland County has received a Michigan Department of Transportation Grant Project #E-26-0079-2299/23999, for Federal Funds in the maximum obligation of $1,484,176 for the development and improvement of Oakland County International Airport. 2, The project includes acquisition of approximately 4.72 acres with ten (10) homes. 3. The required County match in the amount of $164,908 is available in the Airport Fund balance. 4.
