HomeMy WebLinkAboutResolutions - 1999.11.18 - 25827MISCELLANEOUS RESOLUTION 199271 BY: COMMISSIONER LAWRENCE OBRECHT, DISTRICT #3 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF ADDISON TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVT's); and WHEREAS pursuant to the Disbursement Policy, the Township of Addison has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Township of Addison is requesting partial reimbursement for the purchase of 229 acres of a fragile watershed area that contains the headwaters of three rivers, which can be used as a rechargeable area of the aquifer and as a catch basin to aid in flood control; and WHEREAS the Township of Addison has requested reimbursement from the County in the amount of $22,762.63; and WHEREAS the current authorized amount of funding for the Township of Addison is $22,762.63 for FY 1999 from the Environmental Infrastructure Fund as repayment to the Township of Addison for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the purchase of 229 acres' of a fragile watershed area, by the Township of Addison, as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the release of funds in the amount of $22,762.63 from the Environmental Infrastructure Fund (Account #90- 263255-41000-3985)as repayment to the Township of Addison for expenses incurred in connection with the purchase of the acreage described above. Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediation or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Township of Addison, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED that this Board authorizes and directs its Supervisor, Robert Koski as agent for the Township of Addison, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program. I have attached a Project Description and Board Resolution authorizing this request. To initiate this project the Township has spent S200,000.00 to date. The Township of Addison understands that the review and processing of this reimbursement request will be governed by the provisions of MR 99093, and certifies that qualifying environmental remediation or improvement project. Robert Koski Supervisor enclosures RK:cp (248) 623-3317 Fax (248) 628-2207 (248) 628-5409 TOWNSHIP OF ADDISON COUNTY OF OAKLAND ENVIRONMENTAL INFRASTRUCTURE PROJECT DESCRIPTION Addison Township depends entirely on ground water wells for water supply, so ground water contamination is of particular concern to our residents. With this, and other concerns, in mind Addison Township purchased 229 acres of a fragile watershed area which contains the headwaters of three rivers. We purchased the parcel to serve as a rechargeable area for our aquifer and a catch basin to aid in flood control. We plan to utilize this area as a low impact ecological preserve. The total cost of this project to date is $2,900,000.00. DNR grants covered $2,100,000.00, Addison Township has paid $200,000.00 in cash and financed $600,000.00. Addison Township will be seeking reimbursement each year from the County to cover as much of the project cost as possible.
