HomeMy WebLinkAboutResolutions - 1999.09.23 - 25867MISCELLANEOUS RESOLUTION #99245 BY: COMMISSIONER TAUB, DISTRICT #12 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF ORCHARD LAKE VILLAGE TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Fund and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into environmental infrastructure projects for the County and its cities, villages and townships (CVT's); and WHEREAS pursuant to the Disbursement Policy, the City of Orchard Lake Village has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation or improvement project; and WHEREAS the City of Orchard Lake Village is requesting partial reimbursement for construction of a boulder seawall along approximately 400- 500 feet of shoreline to correct the lakeshore erosion problem, and install a drainage system to filter surface water from Old Orchard Trail before it reaches Orchard Lake; and WHEREAS the City of Orchard Lake has estimated the cost to be in excess of $100,000 for the project; and WHEREAS the current authorized amount of funding for the City of Orchard Lake Village is $20,101.47; and WHEREAS if the Board of Commissioners approves this resolution, the City of Orchard Lake Village may request release of future years' allocations, as funding becomes available, or at it's option, submit a different project for Board consideration. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the construction of & boulder seawall and installation of a drainage system in the City of Orchard Lake Village, as eligible for reimbursement of funds from the Environmental Infrastructure Fund Program. BE IT FURTHER RESOLVED that the Board authorizes the release of funds in the amount of $20,101.47 from the Environmental Infrastructure Fund as repayment to the City of Orchard Lake Village for expenses incurred in connection with environmental remediation or improvement projects. Dept. 403 Pontiac, Mi 48341-0403 Re: Environmental Infrastructure Funds Dear Mr. Ott, Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution 99093, the City of Orchard Lake Village hereby requests reimbursement under Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with an eligible environmental remediation or improvement project undertaken by our City. Attached is support of this request are a Project Description as well as a Resolution adopted by the City of Orchard Lake Village Council authorizing this request. The City has not expended funds on the project to date. The City of Orchard Lake Village understands that the review and processing of this reimbursement request will be governed by the provisions of MR 99093, and certifies that all expenses that will be submitted for reimbursement will be in connection with a qualifying environmental remediation or improvement project. Thank You, CITY OF ORCHARD AKE VILLAGE 1&ver City Clerk C: County Commissioner Shelly Taub CITY OF ORCHARD LAKE VILLAGE ENVIRONMENTAL INFRASTRUCTURE PROJECT DESCRIPTION The City of Orchard Lake Village owns a 50 acre nature sanctuary with frontage on Upper Straits and Orchard Lakes. Old Orchard Trail, a major City street, runs through the Sanctuary and divides the Orchard Lake frontage. There is a severe erosion problem along the lakeshore which needs to be corrected. The City would like to construct a boulder seawall along approximately 400' - zoo' of shoreline to correct the erosion problem and intends to install a drainage system to filter surface water from Old Orchard Trail before it reaches Orchard Lake. Currently road salt, oil, and other materials from the road drain untreated into Orchard Lake. The drainage system would divert the water through a filtering system to eliminate as many contaminants as possible. The City would like to begin construction as soon as a MDEQpermit is obtained and bids can be solicited, which we expect will be sometime later this Fall or early next Spring. The project is estimated to cost in excess of stoo,000 so the City will be seeking reimbursement each year from the County to cover as much of the project as possible. CITY OF •RCHARDfLAKE,V1L-LAGE BY: Janet iverhol Janet averholt Gre And BY: ity Clerk Jety KosVietisky, Mayor CITY OF ORCHARD LAKE VILLAGE INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the City of Orchard Lake Village, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW, THEREFORE BE IT RESOLVED that this City Council authorizes and directs its City Clerk, as agent for the City of Orchard Lake Village, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
