Law, Chairperson RE: MR #00059 INFORMATION TECHNOLOGY/TECHNOLOGY SYSTEMS & NETWORKING — CREATION OF TWO (2) PROPRIETARY FUNDED POSITIONS FOR JUDICIAL INFORMATION MANAGEMENT SYSTEM (JIMS) PHASE II To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: The Personnel Committee having reviewed the above-mentioned resolution on March 29, 2000, recommends to the Oakland County Board of Commissioners the resolution be adopted. Chairperson, on behalf of the Personnel Committee, I move the acceptance of the foregoing report. March 23, 2000 BY: Finance Committee, Sue Ann Douglas, Chairperson IN RE: INFORMATION TECHNOLOGY/TECHNOLOGY SYSTEMS & NETWORKING- CREATION OF TWO (2) PROPRIETAR.Y FUNDED POSITIONS FOR JUDICIAL INFORMATION MANAGEMENT SYSTEM (JIMS) PHASE II To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Circuit, Probate and 52 nd District Courts, County Clerk's Office, Prosecutor's Office and Reimbursement Division are interested in obtaining an integrated case management software system to more efficiently address business needs, including the electronic exchange of case information; and WHEREAS the Board of Commissioners, by Miscellaneous Resolution #99299, authorized implementation of Phase I of the JIMS project by approving a professional services agreement with SCT to perform a business process review, GAP analysis and pre- project planning, at a cost of $500,000; and WHEREAS the JIMS Advisory Committee, in conjunction with the Department of Information Technology and Plante & Moran, has a Board of Commissioners resolution currently pending for approval for Phase II of the project which includes acquisition and installation of the SCT Courts software system; and WHEREAS the proposed JIMS system is a complex software application operating in a sophisticated client/server environment; and WHEREAS the Personnel Department has discussed JIMS support staff requirements with Information Technology and found that the most cost effective and productive approach is to request one (1) proprietary position of Systems Software Specialist to maintain and operate the system software and hardware, and to request one (1) proprietary position of Data Base Administrator to monitor, update, and address operational problems of the data base system; and WHEREAS the County Executive recommends approval of this resolution. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the creation of one (1) proprietary funded Systems Software Specialist, and one (1) proprietary position of Data Base Administrator in the Technology Systems & Networking Division of Information Technology. BE IT FURTHER RESOLVED that the FY2000/2001 Biennial Budget be amended as follows: IT FUND Information Technology Dept. - Technology Systems & Networking 18 -636162 -15000 -2001 Salaries 18-636162-15000-2070 Fringes FY2000 56,234 22,494 78,728 FY2001 121,838 48,7 -46 170,574 18 -636113 -10000 -8005 Change in Fund Equity (78,728) Chairperson, on behalf of the Finance Committee, I move adoption of the foregoing resolution.
