HomeMy WebLinkAboutResolutions - 2000.04.06 - 25917MISCELLANEOUS RESOLUTION 100066 BY: COMMISSIONER THOMAS LAW, DISTRICT #13 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF BINGHAM FARMS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Village of Bingham Farms has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Bingham Farms is requesting reimbursement for work related to the Woodlynne Drainage Project; and WHEREAS Bingham Farms has requested reimbursement from the County for this particular project, which has an estimated cost of $80,000; and WHEREAS the FY 1999 authorized amount of funding for Bingham Farms is $12,097.25 from the Environmental Infrastructure Fund as repayment to Bingham Farms for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Woodlynne Drainage Project as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the amount of $12,097.25 from the Environmental Infrastructure Fund (Account #90- 263226-41000-3985) to repay the Village of Bingham Farms for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Road Pontiac, MI 48341 Re: Environmental Infrastructure Fund Reimbursement Request Dear Mr. Ott: Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99-093, the Village of Bingham Farms hereby requests reimbursement under Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with an eligible environmental remediation or improvement project undertaken by our Village. Attached in support of this request are the following: 1. ATTACHMENT A: PROJECT DESCRIPTION 2. ATTACHMENT B: GOVERNING BODY RESOLUTION 3. ATTACHMENT C: EXPENSE INVOICES The Village understands that the review and processing of the reimbursement request will be governed by the provisions of MR 99093, and certifies that all expenses submitted for reimbursement were incurred in connection with a qualifying environmental remediation or improvement project. Hagaman Clerk RESOLUTION 00-01 VILLAGE OF BINGHAM FARMS OAKLAND COUNTY, MICHIGAN ATTACHMENT B GOVERNING BODY RESOLUTION WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Village of Bingham Farms, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED, that this council authorizes and directs its Clerk, as agent for the Village of Bingham Farms, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99-093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's environmental Infrastructure Fund Program. DATE: March 14, 2000 Village of Bingham Farms Oakland County, Michigan ATTACHMENT A PROJECT DESCRIPTION Woodlynne Drainage Project Job # 803 - 006 The Village of Bingham Farms constructed 642 feet of 12 and 15 inch storm sewer and appurtenances to alleviate a drainage problem in the Woodlynne Subdivision. Heavy soils and lack of adequate grade precluded sheet run-off of storm water to the development's storm water detention basin. The resulting lack of drainage created areas of stagnant water and nuisance drainage overflows to adjacent properties and public streets. The project was constructed in dedicated drainage easements under permit from the MDEQ for the crossing of a protected wetland area.
