IN RE: CIRCUIT COURT/FRIEND OF THE COURT - FY 2001 COOPERATIVE REIMBURSEMENT
PROGRAM (CRP) CONTRACT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the Michigan Family Independence Agency, Office of Child Support
has approved the Oakland County Friend of the Court's FY 2001 Title IV-D
Cooperative Reimbursement Program (CRP) Contract, effective October 1, 2000
through September 30, 2001; and
WHEREAS the FY 2000 Title IV-D program totals $8,768,007 of which $32,430
will be funded by fees collected, with the balance, $8,735,577, funded by the
State, ($5,765,481, 66%) and the County ($2,970,096, 34%); and
WHEREAS contract funding now includes a state supplement allocation; and
WHEREAS the supplement allocation for Oakland County is $444,789; and
WHEREAS the contract has been approved by the County Executive's Contract
Review Process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the FY 2001 Cooperative Reimbursement Program Contract
through September 30, 2001 for the Friend of the Court in the amount of
$9,212,796 (Title IV-D program $8,768,007 and state supplement $444,789).
BE IT FURTHER RESOLVED that future levels of service, including personnel,
are contingent upon the level of funding from the State for this program.
BE IT FURTHER RESOLVED that acceptance of this contract does not obligate
the County to any future commitment.

SECTION II - MANAGEMENT PLAN

PROVIDER X FOC PA COMBINATION •
A) PROGRAM PURPOSE - The IV-D Child Support Enforcement Program is a federal, state and county
cooperative effort to collect child support from parents who are legally obligated to pay. This is
adcomplished through services provided to establish paternity, locate absent parents, establish
child support orders, enforce child support orders and collect child support payments.This Application
is a proposal for service delivery and resource need projections in support of the program purpose
and in accordance with the Title IV-D State Plan for Michigan.
ACTIVMES AND RESPONSIBILITIES - As a provider of Title IV-D services and a sub-recipient of
federal financial assistance, the activities and responsibilities reflected in Section II of the agreement
will be performed in accordance with the requirement of Title !V-D of the Social Security Act, implementing
federal regulations and applicable state statutes.

REIMBURSEMENT CONTRACT APPLICATION
The Fiscal Services Division has reviewed the proposed reimbursement application and fmds:
1. This application is for FY 2001 Title IV-D Child Support Cooperative Reimbursement
contract administered by the State of Michigan, Office of Child Support, Family
Independence Agency.
2. This is a continuation contract for reimbursement child support enforcement services by
the Friend of the Court and Child Support Accounting in Fiscal Services.
3. The application has a total eligible budget amount of $12,177,788, which is $930,619
(8.3%) greater than last year's amount.
4. The proposed IV-D amount (72% of the eligible budget) totals $8,768,007, of which
$32,430 will be funded by service fees, $2,970,096 by the County, and $5,765,481 by the
contract. A state supplement of $444,769 will be also included.
5. The contract period is from October 1, 2000 through September 30, 2001.
