HomeMy WebLinkAboutResolutions - 2000.12.14 - 25954MISCELLANEOUS RESOLUTION #40311 BY: COMMISSIONER CHARLES PALMER, DISTRICT #16 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF CLAWSON - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to M.R. #00035, the Board of Commissioners modified the Environmental Infrastructure Funds Disbursement Policy by authorizing an Optional Accelerated Payment Schedule by which communities may request their remaining years payment in advanced, at a discounted rate, with the knowledge that no further payments will be made from the Environmental Infrastructure Funds; and WHEREAS pursuant to the Modified Disbursement Policy, Clawson as requested use of the Optional Accelerated Payment Schedule to defer the costs associated with planned improvements to its water supply and sewer systems; and WHEREAS the Optional Accelerated Payment Schedule authorized amount of funding for Clawson is $236,576.61 from the Environmental Infrastructure Fund; and NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the City of Clawson as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the use of the Optional Accelerated Payment Schedule to pay Clawson the amount of $236,576.61 from the Environmental Infrastructure Fund (Account #90-263237-41000-3985). No further payments from the Environmental Infrastructure Fund will be made to the City of Clawson after receipt of the $236,576.61. The resolution requests prepayment of the city's portion of the Environmental Infrastructure Fund Program. From our several discussions, I expect payment to be in the amount of $236,576.61. I ask that you place this matter before the Board of Commissioners at the first opportunity, which I understand will be Thursday, November 30. Main Street / Clawson, Michigan 48017 (248) 435-4500 FAX (248) 435-0515 CM 11-246-00 MOTION BY: SUPPORTED BY: CONSIDERATION OF THE RESOLUTION REQUESTING PREPAYMENT FROM THE OAKLAND COUNTY ENVIRONMENTAL INFRASTRUCTURE FUND Councilman Palmer Councilman Gunn WHEREAS, WHEREAS, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County municipalities in addressing water supply and sewer system needs; and Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County municipalities to apply for reimbursement of eligible expenses incurred in connection with improvements to the water supply and sewer systems, as stated in the Oakland County Board of Commissioners Miscellaneous Resolution 99093; and WHEREAS, the City of Clawson will be incurring expenses in the near future in connection with planned improvements to its water supply and sewer system. NOW, THEREFORE, BE IT RESOLVED, that the City Council authorizes and directs its City Manager, Joseph Merucci, as agent for the City of Clawson, to request prepayment in the amount of $236,576.61, the city's share of the Environmental Infrastructure Fund, as allowed by Oakland County Board of Commissioners Miscellaneous Resolution 00035. Once Clawson receives the $236,576.61 allocation, no further payments from the Environmental Tnfrast -urtare. Fund will be made to the city. 3. The Committee recommends adoption of the resolution.
