Home My WebLink AboutResolutions - 2000.12.14 - 25959MISCELLANEOUS RESOLUTION #00316 BY: COMMISSIONER WILLIAM PATTERSON, DISTRICT 41 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF HOLLY- FY 2000 AND FY 2001 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Village of Holly has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Village of Holly is requesting reimbursement for work related to supplementing existing sewer systems as well as improving connections to the Patterson-Holly Drain; and WHEREAS the FY 2000 and FY 2001 authorized amount of funding for the Village of Holly is $18,567.29, each year from the Environmental Infrastructure Fund as repayment to the Village of Holly for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the Village of Holly as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an FY 2000 and FY 2001 appropriation in the amount of $18,567,29 each year from the Environmental Infrastructure Fund (Account #90-263211-41000-3985) to repay the Village of Holly for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Saginaw, Holly, Michigan 48442-1694 • (248) 634-9571 • (248) 634-4211 ATTACHMENT A: PROJECT DESCRIPTION The project will consist of the complete removal and reconstruction of Maple Street from East Road to just west of the CSX Railroad tracks. Concrete sidewalks will be constructed on both sides of the roadway with ramps placed at all intersections. Existing drive approaches will be removed and replaced with concrete pavement to the right-of- way line. Commercial approaches will be constructed with concrete curb and gutters and concrete pavement. The existing storm sewer system will be supplemented with additional catchbasins and mainline storm sewer connecting to a new 24" outlet at Simonson Lake and connecting with the Patterson-Holly Drain. Additional structures and storm sewer will be constructed as necessary to pick up "low areas" in front yards which cannot be drained to the proposed curb and gutter. The existing sanitary sewer for the entire project length will be analyzed to determine if pipe replacement or relining is necessary. The existing watermain will be replaced from Corbin Street to the Railroad tracks. This will include the placement of new hydrants and valves and the replacement of water services from the watermain to the right-of-way. ATTACHMENT B , RESOLUTION 99-135 RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST Motion Campbell, second Kenner adoption of the following: WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Village of Holly, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement projects believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW, THEREFORE BE IT RESOLVED, that this Village of Holly Council authorizes and directs its Manager, Mark Abeles-Allison, as agent for the Village of Holly, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
