HomeMy WebLinkAboutResolutions - 2000.12.14 - 25960MISCELLANEOUS RESOLUTION #00317 BY: COMMISSIONER WILLIAM PATTERSON, DISTRICT #1 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF OXFORD - FY 2000 AND FY 2001 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, the Village of Oxford has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the Village of Oxford is requesting reimbursement for work related to upgrading the existing water treatment plant and distribution system to better provide safe drinking water to the community; and WHEREAS the FY 2000 and FY 2001 authorized amount of funding for the Village of Oxford is $12,553.31, annually, from the Environmental Infrastructure Fund as repayment to the Village of Oxford for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the Village of Oxford as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an FY 2000 and FY 2001 appropriation in the amount of $12,553.31 annually from the Environmental Infrastructure Fund (Account #90-263221-41000-3985) to repay the Village of Oxford for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. (248) 628-2581 • FIRE (248) 628-2525 VILLAGE OF OXFORD, OAKLAND COUNTY, MICHIGAN September 29,2000 ENVIRONMENTAL INFRASTRUCTURE FUND PROJECT PROJECT NAME: DRINKING WATER REVOLVING FUND (DWRF) PROJECT BACKGROUND AND DESCRIPTION The project plan was developed to address deficiencies in reliability and capacity of the existing water distribution system and upgrade the existing water treatment plant to better provide safe drinking water to the community. The Village of Oxford owns and operates ground water wells and a water treatment plant, which provides a public system of drinking water for 1,175 households and businesses. The exact age of the distribution system is not known. However, two of the production wells were installed in 1953 and it is assumed that a majority of the distribution system is at least as old as the two wells. A water distribution map for the village dating back to 1916 is also on file at the Village. Thus, portions of the distribution system of the Village may predate 1953. With exception of various upgrades made since the mid 1980's, a majority of the distribution is believed to be at or past its useful life and in need of replacement. The transmission mains in the village consist of cast iron, grey iron, and newer ductile iron pipes, with sizes varying from 4 to 16 inches in diameter. The water main south of Burdick street is undersized by current standards and limits the quantity of water what can be supplied to customers. They do not have sufficient capacity to deliver adequate residential flows or the large flows required for fire fighting. Six (6) inch lines are generally used for short distances and in areas where large quantities are not anticipated. Present practice generally provides for construction of eight (8) and twelve (12) inch mains for small distribution systems, such as that in Oxford. The dead end runs in the system create the following concerns: Water quality, low pressure and low capacity. Water that sets in the dead end of a main for long periods of time may become stagnant. Looping of mains ensures that water is always moving and mixing with new water. Dead end lines also tend to cause pressure-capacity limitations, especially when compounded with small undersized mains. Looping allows an area to be serviced from two (2) or more directions, allowing a greater supply and less loss of pressure. Page 1 VILLAGE OF OXFORD ENVIRONMENTAL INFRASTRUCTURE FUND PROJECT (CONTINUED) The problems and potential problems of the ground water in the Village and surrounding areas were addressed in a wellhead protection plan (WHPP) for the Village of Oxford conducted and published in 1992. Further, the Michigan Department of Environmental Quality, Drinking Water and Radiological Protection Division, Community Water Supply Section requires a regular water sampling and analysis for priority pollutants. This analysis includes approximately 100 organic and inorganic compounds. Recent testing results showed that none of these contaminants of concern were detected in the water leaving the treatment plant. Also, throughout the twelve (12) year history of this testing program, all the analysis of water from the Village of Oxford showed that these contaminants were not detected. During the course of the WHPP study, there were several potential sources of contamination identified that could have an adverse impact upon the groundwater within the normal draw-down of the Village water supply wells. These potential sources include thirty-six (36) sites of confirmed soil and groundwater con- tamination within the Oxford wellhead protection area, based upon a ten (10) year time-of-travel. Within the past two (2) years, there have been other contamination areas identified within the Township but outside of the delineated area for wellhead protection. Also, there are anecdotal reports of related incidents of petrochemical spills in close proximity to the Village wells. Many households in the surrounding Oxford Township, which are not connected to the Village water distribution system, have had bottled water delivered to their homes by the MDEQ. Questions have been raised about the long term integrity and quality of the Village water system due to the vulnerability of ground water supply rising from accidental releases of hazardous materials and possible migration of known and unknown contamination plumes. While prevention of pollution through and on-going wellhead protection program is a first line of defense, it is prudent to have contingency systems and facilities in place in the event any contamination reaches the draw-down water of the Village wells. The project improvements are located within the Village limits and are intended to upgrade existing facilities. The water main upgrades involve the replacement of old mains and the looping of existing dead end water mains. The area surrounding the Village (Oxford Township) is supplied by it's own water system and is not to be connected to the Village's water system. The project at a cost of S1,895,000.00 is now complete. Attachment A. Page 2 • VILLAGE OF OXFORD, OAKLAND COUNTY, MICHIGAN RESOLUTION # 2000 — 4 Whereas, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland Cities, Villages and Townships in addressing clean water and storm water needs; and Whereas, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County Cities, Villages and Townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground water and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a City, Village or Township road project; and Whereas, the Village of Oxford, Oakland County, Michigan, has incurred expenses in connection with environmental remediation and an improvement project believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. Now therefore be it resolved, that this Council authorizes and directs its President, Lisa M. Brantley, as agent for the Village of Oxford, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution #99093, to request reimbursement of eligible Environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
