Chairperson, Ladies and Gentlemen:
The Public Services Committee, having reviewed the above
referenced resolution on February 15, 2000, reports with the
recommendation that the resolution be adopted.
PUBLIC SERVICES COMMITTEE VOTE:
Motion carried unanimously on a roll call vote with Moffitt,
McPherson and Galloway absent.

IN RE: EMERGENCY MANAGEMENT - TORNADO WARNING SYSTEM EXPANSION -
CITY OF NOVI
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No.'s
7865, 7971, and 8664 accepted federal grants to defray a portion of the costs in purchasing sirens
to be utilized within the Oakland County Tornado Warning System; and
WHEREAS the County share of the costs will remain at twenty-five percent as has been the
policy previously established by the Board of Commissioners by various Miscellaneous Resolutions,
whereby local units pay seventy-five percent with the County being responsible for the maintenance
and electrical costs for the sirens purchased; and
WHEREAS the City of Novi, has executed the attached purchase agreement; and
WHEREAS the City of Novi has agreed to pay seventy-five percent of the total estimated
cost of three additional sirens. Currently there are nine sirens located in the City of Novi; and
WHEREAS, consistent with the attached standard agreement, the City of Novi agrees
that Oakland County will retain ownership of the siren and will be responsible for the
maintenance and the electrical costs for said sirens purchased under this
agreement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorize the appropriation of $12,750, consistent with the attached budget, as Oakland County's
match.
BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent upon
the execution of the attached written agreement between the County and the City of Novi.
CHAIRPERSON, I move the adoption of the foregoing resolution.

between the COUNTY OF OAKLAND. a Michigan Constitutional COrporation.
hereinafter called "County" and the ___Usa_c2f. hereinafter
called "Municipality",
WHEREAS the County has established a centrally activated tornado warning
system; and
WHEREAS the Municipality desires to become a part of or add to the system.
NOW THEREFORE BE IT RESOLVED in consideration of the sum of
Thirty eightthousand two hundred fift( 38 , Z50.00 ) to be paid by the Municipality
to the County. the County agrees to install ( 3) siren(s) within the Municipality at
the location(s) to be designated by the MunicIpallty. Said sum to be paid within thirty
days (30) after installation and successful testing of eouipment.
IT IS FURTHER AGREED AND UNDERSTOOD that Oakland County will retain
ownership; the maintenance and electrical casts of the airen(S) shall be borne by the
County.
This agreement and costs are subject to change depending upon selection of
siren loc-ation by the Municipality, bid costs, and inflationary trends. '
In the event that the Municipality de-sires relocation of the siren, all costs
associated with such relocation wilt be the responsibility of the Municipality.
Provide operational status reporting during the first Saturday of the month siren
test (March through November).
Local activation capability will be the option and expense of the Municipality.'

IN RE: DEPARTMENT OF INFORMATION TECHNOLOGY - EMERGENCY MANAGEMENT - TORNADO
WARNING SYSTEM EXPANSION - CITY OF NOVI
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed
the above referenced resolution and finds:
1. The City of Novi has issued a purchase agreement for the
purchase of three fire sirens and has requested to become part of
the County's centrally activated tornado warning system.
2. Total cost of the sirens are $51,000.
3. The City of Novi has agreed to pay $38,250, seventy-five
percent (75%) of the estimated cost of the sirens.
4. The County of Oakland will pay twenty-five percent (25%) of the
estimated cost, $12,750.
5. Consistent with past agreements, the County will retain ownership
and be responsible for the maintenance and electrical costs for
the sirens.
6. Favorability is expected in the Non-Department FY 2000 Office
Automation Account to cover the County's cost of $12,750.
