HomeMy WebLinkAboutResolutions - 2000.01.27 - 26019MISCELLANEOUS RESOLUTION 199347 BY: COMMISSIONER BRENDA CAUSEY-MITCHELL, DISTRICT #6 COMMISSIONER TIM MELTON, DISTRICT #7 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF PONTIAC TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVT's); and WHEREAS pursuant to the Disbursement Policy, the City of Pontiac has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the City of Pontiac is requesting reimbursement for four (4) projects including Television, Inspection and Investigation, Sewer Grouting, Water Distribution System Analysis and General Stormwater Permit Activities; and WHEREAS the City of Pontiac has requested reimbursement from the County in the amount of $218,500 for these particular project; and WHEREAS the current authorized amount of funding for the City of Pontiac is $218,522.16 from the Environmental Infrastructure Fund as repayment to the City of Pontiac for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Television, Inspection and Investigation, Sewer Grouting, Water Distribution System Analysis and General Stormwater Permit Activities projects as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the release of funds in the amount of $218,522.16 from the Environmental Infrastructure Fund (Account #90-263252-41000-3985)as repayment to the City of Pontiac for expenses incurred in connection with environmental remediation or improvement projects. Chairperson, I move the adoption of the foregoing resolution. tuAdet ck . &uvoi vegto sa— Alt MAYOR WALTER MOORE CITY OF PONTIAC MICHIGAN DEPARTMENT OF PUBLIC WORKS November 12, 1999 Mr. Thomas Ott, Manager Oakland County Fiscal Services Division 1200 North Telegraph Road Pontiac, MI 48341 RE: Environmental Infrastructure Fund Pre-Project Authorization Dear Mr. Ott: The purpose of this letter is to request that the City of Pontiac receive pre-project approval for reimbursement authorization prior to project completion, for the below listed projects planned for fiscal year 1999-2000 funds: 1. Project Name: Sanitary Sewer Television Inspection and Investigation for Inflow and Infiltration, Pontiac, Michigan Project Description: Professional engineering services and construction contract services relative to television inspection of approximately 96,000 lineal feet of sanitary sewer, ranging in size from 8" to 30" diameter. Project expenses will be incurred in connection with the development of bid documents, plan & specifications, together with the engineering inspection and television inspection for purposes of identifying locations within the sanitary sewer pipes where ground water or surface storm water run-off is entering sanitary sewers. Upon identification of any storm water connections in the sanitary sewer or infiltration of ground water, steps will be taken to eliminate these sources of inflow and infiltration (I&I). Elimination of I&I reduces the volume of water which requires treatment at the City of Pontiac's Wastewater Treatment Plant. The estimated cost for the professional engineering services and contracted television inspection services is $150,000.00. 2. Project Name: Large Diameter Storm Sewer Joint Grouting, Pontiac, Michigan Project Description: Professional engineering services, construction inspection and construction contract services to inject fast setting grout around the joints of large diameter storm sewers where there is evidence of groundwater and sediment infiltrating the pipe, through open pipe joints, leading to pavement/surface failures resulting from development of sink holes. 55 WESSEN STREET • PONTIAC, MICHIGAN 48341-2266 TELEPHONE: (248) 857-7720 • FAX: (248) 857-5747 Mr. Thomas Ott, Manager November 12, 1999 Page 2 Project expenses will be incurred for construction contract grouting services and engineering inspection of the work in progress. The estimated cost for the professional engineering services and construction contract services is estimated at approximately $12,500.00. 3. Project Name: Public Water Distribution System Network Analysis, Pontiac, Michigan Project Description: Professional engineering services in connection with development of a computer model of the City of Pontiac water distribution system. Project expenses will be incurred for professional engineering services necessary to develop a CAD file of the City's network, confirm the network to be analyzed and calibrate a computer model based on fire flows and other pertinent data. The network analysis will identify areas of the City's network where water distribution system improvement are needed. The estimated cost for the professional engineering services is estimated at $30,000.00. 4. Project Name: General Stormwater Permit Activities, Pontiac, Michigan Project Description: Professional engineering services provided by City staff and its consulting city engineers relative to providing inspection of sanitary sewers for cross-connections to storm drains, inspecting discharges emanating from stormwater systems, water sampling and preparing inspection reports, together with attendance at Rouge Program Office meetings, preparation of the City's stormwater program display area at City Hall, watershed signage and other related activities in accordance with the City's General Stormwater Permit issued by the MDEQ. Project expenses will be incurred in connection with carrying out the above-listed activities. The estimated cost for the professional engineering services and related work is estimated at $26,000.00. Summary of Cost: Project Name 1. Television Inspection & Investigation 2. Sewer Grouting 3.
