HomeMy WebLinkAboutResolutions - 2000.01.27 - 26021MISCELLANEOUS RESOLUTION $99349 BY: COMMISSIONER WILLIAM PATTERSON, DISTRICT #1 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN GROVELAND TOWNSHIP TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVT's); and WHEREAS pursuant to the Disbursement Policy, Groveland Township has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Groveland Township is requesting reimbursement for work related to the controlling of surface road water by improving the drainage system around certain roads; and WHEREAS Groveland Township has requested reimbursement from the County in the amount of $11,000 for this particular project; and WHEREAS the current authorized amount of funding for Groveland Township is $20,588.69 from the Environmental Infrastructure Fund as repayment to Groveland Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the drainage work to reduced surface road water project as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the release of funds in the amount of $11,000 from the Environmental Infrastructure Fund (Account #90- 263208-41000-3985)as repayment to Groveland Township for expenses incurred in connection with environmental remediation or improvement projects. Telegraph Road Pontiac, MI 48341 Dear Mr. Ott: Re: Environmental Infrastructure Fund Reimbursement Request Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Township of Groveland hereby requests reimbarsement under Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with an eligible environmental remediation or improvement project undertaken by our Township. Attached in support of this request are the following: 1. Attachment "A" - Letter to Fiscal Services Division, Oakland County Environmental Infrastructure Fund dated November 23, 1999. 2. Attachment "B" - Resolution Authorizing Environ- mental Infrastructure Fund Expense Reimbursement Request dated October 11, 1999. 3. Attachment "C" - Expense Invoice from Genesee County Road Commission dated November 18, 1999. Very truly yours, Robert DePalma, Supervisor Groveland Township RD/js Enclosures cc: County Commissioner, District 1 Bill Patterson ATTACHMENT "A" November 23, 1999 Fiscal Services Division Environmental Infrastructure Fund Oakland County This document is to serve as a formal request for funds from the Environmental Infrastructure Fund which are allocated to Groveland Township for 1999. Total funds available are $20,588.69 for 1999. Total funds requested for this 1999 project are $11,000.00. This project is directly related to surface water control and the associated drainage system. The project is as follows; One mile of Ray Road on the North end of Groveland Township is in need of severe drainage and road improvements. Currently most of the road is not ditched. As a result the road is usually in severe need of repair. Surface water is not controlled and the road water and nearby wetlands constantly mix and over run the road surface. The repair consists of ditching work in strategic areas to control surface water and regravel the (1) mile of road. Repair estimates are $11,000 for gravel work, and $11,000 for ditching in strategic areas. Groveland Township is requesting the $11,000 for the strategic ditching along the one mile section of Ray Road. It is our understanding that these expenses are qualified because they are incurred in connection with environmental remediations or improvements relating to surface water, and drainage systems. In addition, it will provide water pollution control efforts incurred as a part of our road project. Your favorable response to this request will be greatly appreciated. SIGNED: eth Steele, Clerk ATTACHMENT "B" RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS,upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages, and townships in addressing clean water and storm water needs; and WHEREAS,Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages, and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Township of Groveland, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED that this board authorizes and directs its Supervisor, as agent for the Township of Groveland, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program. The Genesee County Road Commission has completed the tree removal and ditching improvements on this segment of Ray Road. The $11,000 cost for the tree removal and ditching improvements can be paid for with in-kind services. That is, Groveland may gravel one (1) mile of road, as payment in-kind, for the above service.
