public education efforts and for the development of the Subwatershed Management Plan (SWMP)
for the Main 1-2.
3. On-Site Disposal System (OSDS) Program — For the last several years, the Village of Franklin
has administered an OSDS monitoring program. Village residents with on-site systems are
required to pump their septic tanks every 2 years and to submit documentation to the Village.

currently not sufficient to adequately support its OSDS program.
