IN RE: EMERGENCY MANAGEMENT - TORNADO WARNING SYSTEM
EXPANSION - City of Birmingham
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No.'s 7865, 7971, and 8664 accepted federal grants to defray a portion of
the costs in purchasing sirens to be utilized Within the Oakland County Tornado
Warning System; and
WHEREAS the County share of the costs will remain at twenty-five
percent as has been the policy previously established by the Board of Commissioners
by various Miscellaneous Resolutions, whereby local units pay seventy-five percent
with the County being responsible for the maintenance and electrical costs for the
sirens purchased; and
WHEREAS the City of Birmingham, has executed the attached purchase
agreement; and
WHEREAS the City of Birmingham has agreed to pay seventy-five percent of the
total estimated cost of two sirens (they currently have two sirens); and
WHEREAS, consistent with the attached standard agreement, the
City of Birmingham agrees that Oakland County will retain ownership of the sirens and
will be responsible for the maintenance and the electrical costs for said sirens
purchased under this agreement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorize the appropriation of $8,500.00 consistent with the attached
budget, as Oakland County's match.
BE IT FURTHER RESOLVED that the expenditure of this
appropriation is contingent upon the execution of the attached written agreement
between the County and the City of Birmingham.
CHAIRPERSON, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

THIS AGREEMENT, entered into this 3% day of KWIC-0 ,1100e ,
between the COUNTY OF OAKLAND, a Michigan Constitutional Corporation,
hereinafter called "County" and the CV9 NtiA•156,Alrft , hereinafter
called "MunielPelitY",
WHEREAS the County has established a centrally activated tornado warning
system; and
WHEREAS the Municipality desires to become a part of or add to the system.
NOW THEREFORE BE IT RESOLVED In consideration of the sum of
IVO'Vetr i4U,140141b ($1164:0 441" ) to be paid by the Municipality
to the County, the County agrees to install Z ( ) siren(s) within the Municipality at
the location(s) to be designated by the Municipality. Said sum to be paid within thirty
days (30) after installation and successful testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that Oakland County will retain
ownership; the maintenance and electrical coats of the siren(s) shall be borne by the
County.
This agreement and costs are subject to change depending upon selection of
siren location by the Municipality, bid costs, and inflationary trends.
In the event that the Municipality desires relocation of the siren, all costs
associated with such relocation will be the responsibility of the Municipality.
Provide operational status reporting during the first Saturday of the month siren
test (March through November).
Local activation capability will be the option and expense of the Municipality.

OF BIRMINGHAM
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The resolution recognizes that the City of Birmingham has
issued a purchase agreement for the purchase of two (2)
warning sirens and has requested to become part of the
County's centrally activated tornado warning system.
2. The total cost of the sirens is $34,000.
3. Consistent with policy established by the Board of
Commissioners and by various miscellaneous resolutions, the
County contribution toward the purchase will be 25% or $8,500
and 75% of the cost or $25,000 is the responsibility of the
City.
4. Consistent with past agreements, the County will retain
ownership and be responsible for the maintenance and
electrical costs for the sirens.
5. That the FY 2000 budget be amended as follows:
