Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above referenced resolution,
recommends its adoption.
The Finance Committee further requests that the Prosecuting Attorney
consider all requests for funding assistance brought forth by other Oakland
County coalitions involved in drug awareness programs and that information on
these requests be provided to the Finance Committee.
Chairperson, on behalf of the Finance Committee, I move adoption of the
foregoing report.

IN RE: PROSECUTING ATTORNEY - USE OF FORFEITED FUNDS TO PROVIDE FINANCIAL
SUPPORT TO THE TROY COMMUNITY COALITION
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS funds in the amount of $207,906.34 (balance as of 3/31/2000)
are currently deposited in the Prosecutor's Deferred Revenue accounts (41-
231000-10000-2203-60050 Prosecutor Seized Funds and 60054 Law Enforcement
Enhancement), from the reimbursement of expenses associated with forfeiture
proceedings; and
WHEREAS the Oakland County Prosecuting Attorney's Office is requesting
a portion of these funds ($10,000) be used to provide financial support to
the Troy Community Coalition to help support their innovative and exemplary
efforts in the area of drug awareness education (see attached report on Troy
Community Coalition 1999 programs and accomplishments); and
WHEREAS this financial support to a local community coalition with a
demonstrated history of effective drug awareness education will enhance law
enforcement efforts pertaining to curbing illegal drug use.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the transfer of $10,000 from fu -Clrrently
deposited in the Prosecutor's Law Enforcement Forfeiture a5.eunt to slapport
the drug awareness education efforts of the Troy Community oalition.

1999 Year in Review
PROGRAMS
Ongoing Programs
Choose Wisely
_
Presented jointly by the Coalition staff and Troy Police Department, this classroom
education program for 4th graders teaches responsible decision making and behavior.
Community Kaleidoscope
This annual event is a result of collaborative cans of the Troy Activities Coordinating
Team including the Coalition, the City of Troy and the Troy School District. It brings
entertainment, demonstrations, activities and a basketball competition to the community
highlighting the numerous non-profit organizations in the city.

Community Oriented Policing Grant Program
The effective Problem-Solving Partnership with the Troy Police Department concluded
in April 1999. The final evaluation of services showed positive results in the target area.
Dream Cruise (Coalition of Healthy Communities) .
During this annual classic car exhibition on Woodward Avenue, the Coalition was present
at the AAA/ Michigan booth handing out water bottles with the Do Your PART message
and information on drinking and driving.

DUSO the Dolphin Preschool Puppet Presentation
This volunteer.presented program on healthy bodies and healthy choices added three
new volunteers this year. The pro: - 0 also targets young parents.
• Hands Off Halloween (Coalition of Healthy Communities)
Letters to the editor were sent to newspapers in the catchment area acknowledging the
retailers who sell alcohol products for not using Halloween themed displays to advertise
beer.
Jam Fest
. Alcohol, tobacco and drug free events forseens held Friday nights in the summer at the
Aquatic Center saw increased attendance by Clawson and Troy teens this year.
Maplegrove Day Camp - Troy
This two week slimmer camp for children living in a home with addiction provides fun,
education and an opportunity to grow in understanding the disease of addiction.

• Summer Recreation Program - Parks & Recreation site for summer activities.
Rochester Villas Partnership
• Homework Help sessions - On site homework help sponsored by Smith Middle School.

Susick Partnership
• Summer Enrichment Program - One week program for elementary students featuring an
educational atmosphere, prevention Message and lots of
entertaining activities.
Wattles Rd./Rochester Rd. Partnership
. • Summer Enrichment Program - Susick program was a replication the program started
here.
Prayer Breakfast
Faith, business and community leaders came together at this annual event Celebrating
spirituality and diversity in Troy.
Slam Dunk/Three Point Shot Contest
This annual basketball event brings together the best high school players in Oakland
County.
TAR WARS
This anti-tobacco program for fifth graders is presented by resident physicians of the
Family Practice Center affiliated with Wm. Beaumont Hospital - Troy.
Volunteer Recognition Dinner
The annual celebration is designed to thank our dedicated, committed and terrific
volunteers.

Do Your PART - Prevent Alcohol Related Tragedies (Coalition of Healthy Communities)
This drinking and driving campaign involves all of the CRC partnerships. The focus of
this year's campaign was the 21-35 year old driver. Several products were developed to
address that age group and distributed in venues they would likely receive the information.
College Meetings - Meetings were held with representatives of six colleges in the
catchment area to discuss ways to distribute Do Your PART materials to their students.
Safety is Key - A letter to the editor was sent acknowledging those restaurants that
participate in the Troy Chamber of Commerce Safety is Key cab ride program.
Sentencing the Impaired Driver - A training for judges and probation officers from
Oakland and Macomb Counties was sponsored by the Coalition, CRC, Michigan judicial
Institute, Michigan Office of Highway Safety Planning, Traffic Improvement Association
of Oakland County, Traffic Safety Association of Macomb County, AAA of Michigan and
Community Corrections Division, Oakland County.
TIPS (Training for Intervention ProcedureS) - One project is to help advertise the training
of alcohol sellers and servers in this nationwide program developed and presented by the
owner of Mr. Bs, Troy.
Don't Get Me Started
This program was developed to enlighten middle school students about marketing
techniques of the tobacco industry and encourage them to take a stand against tobacco use.
During the 1998-99 school year, the Coalition worked with a committee from all middle
schools to implement a monthly theme to reinforce the program message.

KMart Kids Race Against Drugs (Coalition of Healthy Communities)
The Coalition participated in facilitating the event at the Kmart store in Troy. Children
raced miniature race cars for scholarships and learned about drug abuse prevention.
Senior Volunteer Bureau The success of the bureau allowed the Coalition to institutionalize this program when it was
transferred to Troy People Concerned.
Teens Taking Action (National Youth Leadership Academy)
The Coalition provided unique opportunities to members through press conference
participation, leadership and team building retreats, and presentations at the Troy School -
Board and the CADCA Leadership Forum in Washington, D. C. A major portion of the
leadership development includes a partnership with General Motors who provides training
on Sean Covey's 7 Habits of Highly Effective Teens.
New Prams
AdUlt Pledge -
Youth from Teens Taking Action - National Youth Academy developed the idea and
secured the signature of over 1000 adults who pledged to act as responsible role models
and not abuse alcohol during the holiday season,
Devil's Night Party
Teens Taking Action hosted an evening at Lifetime Fitness for Troy teens with music,
food, basketball, volleyball., swimming and rock climbing. This alternative activity was
filled to capacity.

Shop to Stop Drugs
A cause marketing program, coordinated by the Troy Coalition partnered with the grocery
industry and the Detroit Lions to raise funds and awareness for drug prevention programs
in communities across the state of Michigan.
Shop to Stop Drugs Kick-Off Luncheon
Held at the Silverdome, this kick off to the Shop to Stop Drugs campaign brought together
representatives from food brokers, grocery chains and coalitions as well as the Detroit
Lions, the Michigan Office of Drug Control Policy and the office of Honorary Chair,
Michigan's First Lady, Michele Engler.

Synar Amendment Letter - A letter was sent to the editor and a guest column was written in the
Troy Eccentric acknowledging those tobacco retailers in Troy who passed the FDA
compliance check by not selling tobacco to youth.
VIP Voices - Youth Dialog Day This event was intended as a first step in an effort to increase communication between
youth and adults in the community. Community leaders listened to high school students
speak about the issues that affect their young lives.

City Budget Line Item
The Coalition continues to receive financial support, from the City of Troy.

Committee to Prevent the Legalization of Marijuana
This committee, made up of advocates from Wayne, Oakland and Macomb Counties, met
numerous times to organize and plan for a statewide educational conference to train
representatives throughout the state on educating their community members about
legalization issues.
Replication
The Coalition continues to provide assistance to the both established and newly formed
coalitions in Oakland County and provides technical assistance across the country.
Synar Compliance Check
For the second year in a row, 100% of the Troy retail outlets that were surveyed in the
FDA Synar Compliance Check on tobacco sales to youth, passed the check by not making
the sale to the underage volunteer.
United States House Committee on Youth Families and the Workplace
The director testified before this committee to highlight the outstanding partnership between
the Troy School District and the Coalition.
Other
At the city, county and state level, we continue to see decisions made with increasing
knowledge and understanding of the need for community norm changes in alcohol and
tobacco use.
Representatives of local, county, state and federal government continue to participate in the
Coalition.
PUBLICATIONS
Community Connector
The Coalition newsletter reaches all homes as a quarterly insert in the Troy Times.
Do Your PART (Coalition of Healthy Communities)
This campaign, explained earlier, developed notepads, stationery, paper cups, folder
business cards, one-third sheet information cards and water bottles with the Do Your
PART message.
Your Child and the Law
In collaboration with the Troy Police Department, the Coalition developed this
informational brochure for parents and youth on Troy ordinances most likely to affect
young people.
STRATEGIES
Monitoring Indicators -
Information continues to be gathered in the areas of education, medicine and health,
business, law enforcement and quality of life as indicators of substance abuse or use in the
community.
Social Marketing (Coalition of Healthy Communities)
A major advertising firm is currently working pro bono on materials for this campaign.

Funding Sources
Celebrity Night Dinner
This annual event, the single largest source of fund raising at the Coalition, generated
approximately $50,000 in 1999. The event includes a nationally known speaker, special
dinner, raffles and silent auction.
Corporate Donations
New and former business and corporate sponsors continue to support the Coalition and its
programs in a variety of ways.
The Coalition was selected as the charity partner for the opening celebration of Lifetime
Fitness,
This year's Volunteer Recognition Dinner was hosted by Mentor Corporation.
Fundraising Events and Activities
The Coalition continues operating on funds raised by Coalition volunteers. In addition to
the Celebrity Night Dinner, volunteers worked to raised funds during Kmart Kids Race
Against Drugs, Troy Community Prayer Breakfast, Shop to Stop Drugs, and Slam Dunk.
Shop to Stop Drugs
This program raised over $455,000 for 70 prevention programs across the state.
Other
The City of Troy and the Troy School District continue to support the Coalition financially
and with in kind services. In addition, many individuals, foundations and corporations
contribute to Coalition efforts.

Annie E. Casey Foundation -
The Troy Coalition was selected as one of the eight (8) top coalitions in the country by
this national foundation.
Choose Wisely
This collaborative program of the Coalition and Troy Police Department won an honorable
mention from the Michigan Municipal League of Cities.
• Coalition of Healthy Communities
The CHC was awarded a four year grant from the Office of National Drug Control Policy.
The focus of the CHC is systems change.
Community Kaleidoscope
The Southeast Michigan Council of Governments awarded the Troy Community Activities
Coordinating Team an honorable mention for the collaborative Community Kaleidoscope
program.
Congressional Coalition Manual
The Troy Coalition was cited as an example of a model of outstanding congressional
coalition building because of its ongoing relationship with Congressman Sander Levin, co-
sponsor of the Dug Free Communities Act.
Teens Taking Action
This National Youth Academy Program presented at the Community Anti-Drug Coalitions
of America National Leadership Conference and was very well received. They have been
invited to take the presentation to several communities across the country.
Two TTA members received certificates of merit at the Troy Youth Assistance Youth
Recognition Night.
Volunteer of the Year
Dan Hamann, past president, was the Coalition's volunteer of the year and acknowledged
at Leadership Troy's Volunteer of the Year banquet.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. Funds in the amount of $207,906.34 are available in the
Prosecutors' Deferred Revenue 41-231000-10000-2203-60050
account as of March 31,2000.
2. The Oakland County Prosecuting Attorney's office is
requesting that $10,000 of these funds be used to provide
financial support to Troy Community Coalition in their
efforts of drug awareness education.
3. The 2000 Budget should be amended as follows:
