IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF HUNTINGTON WOOODS - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to M.R. #00035, the Board of Commissioners modified the
Environmental Infrastructure Funds Disbursement Policy by authorizing an
Optional Accelerated Payment Schedule by which communities may request their
remaining years payment in advanced, at a discounted rate, with the knowledge
that no further payments will be made from the Environmental Infrastructure
Funds; and
WHEREAS pursuant to the Modified Disbursement Policy, Huntington Woods
as requested use of the Optional Accelerated Payment Schedule to defer the
costs associated with the engineering and construction of the George W. Kuhn
Drain; and
WHEREAS the Optional Accelerated Payment Schedule authorized amount of
funding for Huntington Woods is $126,642.39 from the Environmental
Infrastructure Fund; and
WHEREAS through M.R. #99270, Huntington Woods received its FY 1999
Environmental Infrastructure Fund allocation of $27,379.77, leaving $99,262.62
which can be sent to the city under the Optional Accelerated Payment Schedule.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by Huntington Woods as eligible
for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the use of the Optional
Accelerated Payment Schedule to pay Huntington Woods the amount of $99,262.62
from the Environmental Infrastructure Fund (Account #90-263242-41000-3985).
No further payments from the Environmental Infrastructure Fund will be made to
the City of Huntington Woods after receipt of the $99,262.62.

Dear Tom,
The City of Huntington Woods has passed a resolution as required by Oakland County Misc.
Resolution # 99093 and designated our portion of the infrastructure fund to be utilized to defer
costs associated with the engineering and construction on the George W. Kuhn Drain.
The City of Huntington Woods will elect to receive $126,642.39 in a lump sum disbursement as
calculated in the newly authorized accelerated payment schedule.
Please let me know if any additional information is needed.

Dear Ms. Keene:
The common response to the June 24th Environmental Infrastructure Meeting, hosted by the
Board of Commissioners and County Executive was, "This sounds too good to be true." We liked
hearing that. We have worked very hard to provide this assistance to our communities, and because
we, too, are local government, we understand the frustrations of all the busy-work and hoops to jump
through that grants usually entail.
As we promised at that meeting, we are providing you with a copy of Resolution #99093; a
model resolution for your community to approve, authorizing the Environmental Infrastructure
request; and a model letter to use for requesting reimbursement under this program.
If you have any questions, please contact your County Commissioner.

RESOLUTION
INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established an Environmental Infrastructure Fund
Program to assist Oakland County cities, villages and townships in addressing clean
water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages and townships to apply for reimbursement of eligible
expenses incurred in connection with environmental remediations or improvements
relating to ground and/or surface water, water supply, sewer and/or drainage systems
and/or water pollution control efforts incurred as part of a city, village or township road
project; and
WHEREAS, the City of Huntington Woods, Oakland County, Michigan has incurred
expenses in connection with environmental remediation or improvement project(s)
believed to be eligible for reimbursement under Oakland County's Environmental
Infrastructure Fund Program; and
WHEREAS, it is the intent of the City Commission to designate all such funding to the
George W. Kuhn Drain Project.
NOW, THEREFORE, BE IT RESOLVED THAT, the Mayor and City Commission
authorizes and directs the City Manager, as agent for the City of Huntington Woods, in
the manner and to the extent provided for under Oakland County Board of Commissioner
Miscellaneous Resolution 99093, to request reimbursement of eligible environmental
remediation or improvement project expenses under Oakland County's Environmental
Infrastructure Fund Program.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above referenced resolution,
reports as follows:
1. $126,642.39 is originally available in the Environmental
Infrastructure Fund, under the Optional Accelerated Payment
Schedule, to provide to Huntington Woods for this project; no
additional appropriation is required.
2. Through M.R. #99270, Huntington Woods received its FY 1999
Allocation of $27,379.77, leaving $99,262.62 as the Optional
Accelerated Payment Schedule Allocation.
3. Once Huntington Woods receives the $99,262.62 allocation, no
further payments from the Environmental Infrastructure Fund will
be made to the city.
4. The Committee recommends adoption of the resolution.
Chairperson, on behalf of the Finance Committee, I move acceptance of
the foregoing report.
FINANCE COMMITTEE VOTE:
Motion carried unanimously on a roll call vote with Coleman, Friedman Appel
and Causey-Mitchell absent.
