IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE
CHARTER TOWNSHIP OF ORION - FY 1999 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to the Disbursement Policy, Orion Township has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS Orion Township is requesting reimbursement for work related to
numerous storm water runoff improvements as well as certain engineering
studies; and
WHEREAS the FY 1999 authorized amount of funding for Orion Township is
$118,292.80 from the Environmental Infrastructure Fund as repayment to Orion
Township for expenses incurred in connection with environmental remediation or
improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by Orion Township as eligible
for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes an FY 1999
appropriation in the amount of $118,292.80 from the Environmental
Infrastructure Fund (Account #90-263218-41000-3985) to repay Orion Township
for expenses incurred in connection with environmental remediation or
improvement projects, once proper invoices are presented.

RE: Environmental Infrastructure Fund Reimbursement
Dear Mr. Ott:
Pursuant to Oakland County Board of Commission Miscellaneous Resolution (MR)
99093, the Charter Township of Orion hereby requests reimbursement, under Oakland
County's Environmental Infrastructure Fund Program, for expenses incurred with an
eligible remediation or improvement project undertaken by our Township.
Attached in support of this request are the following:
1. ATTACHMENT A. Governing Body Resolution.
2. ATTACHMENT B. Project Descriptions.
3. ATTACHMENT C. Eligible Cost Summary.
4. ATTACHMENT D. Expense Invoices.
The Charter Township of Orion understands that the review and processing of this
reimbursement request will be governed by provisions of MR 99093, and certifies that all
expenses submitted for reimbursement were incurred in connection with a qualifying
environmental remediation or improvement project.

RESOLUTION AUTHORIZING THE REQUEST FOR REIMBURSEMENT
OF ELIGIBLE PROJECT EXPENSES UNDER THE OAKLAND COUNTY
ENVIRONMENTAL INFRASTRUCTURE FUND PROGRAM
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund
Program to assist Oakland County cities, villages, and townships in addressing
clean water and storm water needs; and
WHEREAS, the Oakland County Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages, and townships to apply for reimbursement of
eligible expenses incurred in connection with environmental remediations or
improvements relating to ground and/or water pollution control efforts incurred as
part of a city, village, or township road project; and
WHEREAS, the Charter Township of Orion, Oakland County, Michigan has incurred expenses
in connection with environmental remediation or improvement project(s) believed
to be eligible for reimbursement the under Oakland County Environmental
Infrastructure Fund Program.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Charter
Township of Orion authorizes, in the manner and to the extent provided for under
Oakland County Board of Commissioner Miscellaneous Resolution 99093, the
request for reimbursement of eligible environmental remediation or improvement
project expenses under the Oakland County Environmental Infrastructure Fund
Program.
Motion by NARA/50N , seconded by BA577A N , Carried unanimously: To adopt the above
resolution authorizing the request for reimbursement of eligible project expenses under the
Oakland County Environmental Infrastructure Fund Program. It is further approved that the
Township Drainage Study, the Brown Road Watermain Installation, the Hi Hill Water and Sewer
Project, the Brown/Joslyn Intersection Reconstruction, the 1999-2000 Safety Path Projects, the
Lochmoor Condos, and the Holland Street Drainage Issue be the projects submitted for
reimbursement of expenses.

ELIGIBLE PROJECT DESCRIPTIONS
1. Drainage Study. The completion of a Drainage Study of 10 neighborhoods
in the Township identified by residents as in need of better management of
stormwater. The culmination of the work was the adoption of a 5-Year Plan
for Drainage Improvements (still to be implemented as funding is available).
2. Brown Road Watermain Installation. The Township undertook the
extension of the water system, as proposed in the Water Master Plan, along
Brown Road between Joslyn and Baldwin to complete a loop of the system
which will provide better water pressure and service to customers in that
section of the Township.
3. Hi Hill Water and Sewer Project. Because of the close proximity of this
neighborhood to the Eagle Valley landfill site, the residents petitioned the
Township to work with them to provide water and sewer service to their
homes. Additionally, because of the age of some of the septic systems, there
is the desire to get the neighborhood connected to sanitary sewers as soon as
possible to protect the groundwater in the area.
4. Brown / Joslyn Intersection Reconstruction. The Township has entered
into an agreement to participate in the reconstruction of the intersection of
Brown and Joslyn, at the southern entrance to the Township, to allow for
industrial development of the Brown Rd. corridor and to improve the
intersection which includes a Grand Trunk railroad crossing and Township
watermains.
5. 1999-2000 Safety Path Projects. In an effort to provide a safe alternative to
motorized transportation and reduce the amount of traffic congestion on
Township roadways, an elaborate network of safety paths is in the process of
implementation throughout the Township. The current expenses are for
projects which will connect additional neighborhoods (E. Silverbell Road and
a short stretch along W. Clarkston Road) to the main arteries of the pathway
system. To improve safety, the sidewalks along Glanworth St. are also being
replaced. Correct engineering of the projects helps in the management of
stormwater run-off in each neighborhood.

6. Lochmoor Condos. Residents of the neighborhood appealed to the Township
to assist them with stormwater run-off problems created, but never resolved,
by the developer of the project, which is adjacent to a wetlands area and Lake
Voorheis.
7. Holland Street Drainage Issue. Residents of the neighborhood appealed to
the Township to assist them with alternatives to managing their stormwater
run-off, which changed in amount and location with the construction of homes
in a low area that used to be the collection site for that drainage course.

ENVIRONMENTAL INFRASTRUCTURE FUND RESOLUTION
WHEREAS, the health, safety, and general welfare of the citizens is of primary concern
to Township officials; and
WHEREAS, drainage projects have been identified by Township residents and a
Drainage Study completed and presented to the Board of Trustees for implementation;
and
WHEREAS, the Environmental Infrastructure Fund allows Oakland County and Orion
Township to work cooperatively with residents to provide safe drinking water and solve
problems of stormwater run-off in our neighborhoods; and
WHEREAS, funding for such projects has been approved by the Oakland County Board
of Commissioners, with $118,292.80 annually allocated to Orion Township for each of
the next five years;
NOW THEREFORE BE IT RESOLVED, that the Orion Township Board of Trustees
supports the adoption of a Five-Year Plan For Drainage Improvements.

1.) Any left-over funds should be allocated for waterline extension projects which would
ensure the health, safety, and general welfare of Township residents; and
2.) Residents would need to commit to paying their share of the cost of the project prior to
the Township allocating funds to do the work.
