The Personnel Committee having reviewed the above-mentioned resolution on June 7, 2000, recommends to
the Oakland County Board of Commissioners the resolution be adopted.

IN RE: DEPARTMENT OF HUMAN SERVICES/HEALTH DIVISION - ACCEPTANCE OF
CHILDHOOD LEAD POISONING PREVENTION GRANT
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS for the third year, the Oakland County Health Division has
applied for and been approved by the Michigan Department of Community Health
(MDCH) to receive grant funds in the amount of $40,000, as provided by the
Centers for Disease Control (CDC); and
WHEREAS the funds will be used to continue conducting childhood lead
assurance activities which include assessing and educating pediatric medical
providers regarding CDC recommendations, coordination and follow-up on
children with an elevated blood level, distribution of educational materials,
and data collection; and
WHEREAS the grant period is in effect from July 1, 2000, through
June 30, 2001; and
WHEREAS the creation of one (1) Special Revenue 1,000 hour PTNE Public
Health Nurse III position is required to support this program; and
WHEREAS acceptance of this grant does not obligate the County to any
future commitment; and
WHEREAS the grant agreement has been submitted through the County
Executive's Contract Review Process.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the grant funds for the Childhood Lead Poisoning
Prevention Program in the amount of $40,000, effective July 1, 2000, through
June 30, 2001.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to
execute the agreement and approve changes and extensions not to exceed
fifteen percent (15%) which is consistent with the agreement as originally
approved.
BE IT FURTHER RESOLVED that one (1) Special Revenue 1,000 hour PTNE
Public Health Nurse III be created to help support this program.
BE IT FURTHER RESOLVED that the services and personnel associated with
this program be contingent upon continued State funding at a level sufficient
to maintain the program.
BE IT FURTHER RESOVLVED that the FY2000 Budget be amended as specified
on the attached Budget Amendment sheet.
Chairperson, on behalf of the Finance Committee, I move the adoption of
the foregoing resolution.

Childhood Lead Poisoning Primary Prevention Grant Application
The Oakland County Health Division (OCHD) has had a long-standing concern about
universal childhood lead screening and testing for Oakland County children from 6
months to 6 years old. Presently, the OCHD is involved in the implementation of a lead
grant from the Michigan Department of Community Health (MDCH) FY July 1, 1999-
June 30, 2000. The amount of the grant funding for this period is $40,000. The OCHD is
applying for a continuation of funding for this grant by MDCH, FY July 1, 2000 through
June 30, 2001.
• Pediatric medical providers miss opportunities to perform routine lead testing for
children as recommenced by the Centers for Disease Control (CDC). To illustrate
this point, in 1994 the OCHD Early Periodic Screening, Diagnosis and Treatment
Program (EPSDT), which screened approximately 25% of Oakland County Medicaid
children, screened 1800 children for lead. The health division due to the state
transferring this program to Managed Care discontinued the program. In 1996, only
1500 Oakland County children were screened for lead throughout the entire county.
In 1999, since the OCHD began its educational project targeting medical provider,
5,132 children were screened for lead, marking a dramatic increase in children's lead
screening.
• Since 1992, OCHD has applied at every opportunity for funds to conduct these lead
screening and related activities. In 1999, the OCHD was awarded a $40,000.00 grant
to conduct medical provider education on childhood lead screening and to
operationalize the CDC data program, STELLAR.
• The MDCH is applying for a continuation of a CDC Childhood Lead Poisoning
Prevention and Control Grant, which they were initially awarded in 1997. Again,
MDCH will be awarding small grants to local health departments to conduct
childhood lead assurance activities. OCHD has been requested to apply for a
$40,000.00 grant by MDCH to be implemented between July 1, 2000 and June 30,
2001.
• The $40,000.00 will be used to continue the activities outlined in this year's grant.
OCHD will be requesting a new public health nurse, part time, 1000 hour, non-
eligible position.
