IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF OAK PARK
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to the Disbursement Policy, the City of Oak Park has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS the City of Oak Park is requesting reimbursement for work
related to the Capital Avenue Reconstruction Project, Phase I and Phase II;
and
WHEREAS City of Oak Park has requested reimbursement from the County for
this particular project which has an estimated cost of $1,000,000; and
WHEREAS the FY 1999 authorized amount of funding for the City of Oak
Park is $98,913.19 from the Environmental Infrastructure Fund as repayment to
the City of Oak Park for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the Capital Avenue Reconstruction Project, Phase I and
Phase II as eligible for reimbursement from the Environmental Infrastructure
Fund.
BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the
amount of $98,913.19 from the Environmental Infrastructure Fund (Account #90-
263249-41000-3985) to repay the City of Oak Park for expenses incurred in
connection with environmental remediation or improvement projects, once proper
invoices are presented.

RE: Environmental Infrastructure Fund Reimbursement Request
Dear Mr. Ott:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the
City of Oak Park hereby requests reimbursement under Oakland County's Environmental
Infrastructure Fund Program for expenses incurred with an eligible remediation or improvement
project undertaken by our City.
Attached in support of this request are the following:
1. ATTACHMENT A: Project Description.
2. ATTACHMENT B: Governing body resolution.
3. ATTACHMENT C: Eligible Cost Summary and Expense Invoices and
reimbursement amount requested.
The City of Oak Park understands that the review and processing of this reimbursement request
will be governed by provisions of MR 99093, and certifies that all expenses submitted for
reimbursement were incurred in connection with a qualifying environmental remediation or
improvement project.

ELIGIBLE PROJECT DESCRIPTION
Project Name: Capital Avenue Reconstruction Project, Phase I & Phase II

Project Description:
Capital Avenue is an existing concrete roadway with gravel shoulders, no curb and gutter, and
minimal drainage in an industrial district of Oak Park. The project to reconstruct Capital
Ave. includes construction of a new storm sewer system complete with drainage structures and
underdrains, concrete curb and gutter and paving of the gravel shoulders.
According to Oakland County MR 99093, eligible project expenses incurred in connection with
the reconstruction of Capital Ave. include all costs related to the installation of the new storm
drainage system. A summary of the eligible items are included in Attachment C.

WORKS TO REQUEST REIMBURSEMENT OF ELIGIBLE
PROJECT EXPENSES UNDER OAKLAND COUNTY'S
ENVIRONMENTAL INFRASTRUCTURE FUND PROGRAM
Motion by Horton, seconded by Seligson, CARRIED UNANIMOUSLY: To adopt the
following resolution authorizing the Director of Public Works to request reimbursement
of eligible project expenses under Oakland County's Environmental Infrastructure Fund
Program. It is further approved that the Capital Ave. reconstruction project drainage
improvements be the project submitted for reimbursement of expenses.
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established an Environmental
Infrastructure Fund Program to assest Oakland County cities, villages and
townships in addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages and townships to apply for reimbursement
of eligible expenses incurred in connection with environmental
remediations or improvements relating to ground and/or water pollution
control efforts incurred as part of a city, village or township road project;
and
WHEREAS, the City of Oak Park, Oakland County, Michigan has incurred expenses in
connection with environmental remediation or improvement project(s)
believed to be eligible for reimbursement under Oakland County's
Environmental Infrastructure Fund Program.
NOW, THEREFORE, BE IT RESOLVED, that this Council authorizes and directs its
Director of Public Works, as agent for the City of Oak Park, in the manner
and to the extent provided for under Oakland County Board of
Commissioner Miscellaneous Resolution 99093, to request reimbursement
of eligible environmental remediation or improvement project expenses
under Oakland County's Environmental Infrastructure Fund Program.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed
the above reference resolution and finds that $98,913.19 is available in the
Environmental Infrastructure Fund to reimburse the City of Oak Park for this
project, no additional appropriation is required.
