IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF ROCHESTER
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTLF); and
WHEREAS pursuant to the Disbursement Policy, the City of Rochester has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS the City of Rochester is requesting reimbursement for work
related to a sanitary sewer replacement project on Wilcox Street; and
WHEREAS City of Rochester has requested reimbursement from the County
for this particular project which has an estimated cost of $112,370; and
WHEREAS the FY 1999 authorized amount of funding for the City of
Rochester is $40,734.24 from the Environmental Infrastructure Fund as
repayment to the City of Rochester for expenses incurred in connection with
environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the sanitary sewer replacement project on Wilcox Street
as eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the
amount of $40,734.24 from the Environmental Infrastructure Fund (Account #90-
263253-41000-3985) to repay the City of Rochester for expenses incurred in
connection with environmental remediation or improvement projects, once proper
invoices are presented.

Re: Environmental Infrastructure Fund Reimbursement Request
Dear Mr. Ott:
Pursuant to Oakland County Board of Commissioner Miscellaneous
Resolution MR 99093, the City of Rochester hereby requests reimbursement under
Oakland County's Environmental Infrastructure Fund Program for expenses
incurred in connection with an eligible Environmental Remediation/Improvement
Project undertaken by the City of Rochester in conjunction with a road paving
project.
Attached in support of the request are the following:
Project Description for the Sanitary Sewer Replacement Project on
Wilcox Street.
A certified copy of the Rochester City Council's Resolution
authorizing the reimbursement request.
A copy of invoice paid to the contractor.
The City of Rochester understands that the review and processing of this
reimbursement request will be governed by the provisions of MR 99093 and
certifies that all expenses submitted for reimbursement were incurred in
conjunction with the qualifying Environmental Remediation/Improvement Project.
We understand the reimbursement will be in the amount of $40,000.

PROJECT DESCRIPTION:
SANITARY SEWER REPLACEMENT PROJECT - WILCOX STREET
The City of Rochester undertook a sanitary sewer repair construction
project on Wilcox Street due to citizen complaints that there was sewage
backup in basements attributed to restricted flows in the sanitary sewer pipe.
The contract was awarded to the low bidder based upon sealed bids submitted by
V.I.L. Construction Inc. The project called for the removal of the existing
sanitary sewer and the replacement of 1,989 lineal feet of ten (10) inch
sanitary sewer. Additional work was also authorized by the City Council to
include the construction of new curb and gutter, new storm sewers in a portion
of the project area and repaving the road. The payment to V.I.L., as part of
this request for reimbursement, deals only with the replacement of the
sanitary sewer.

RESOLUTION
ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST
WILCOX SANITARY SEWER REPLACEMENT
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established an Environmental Infrastructure
Fund Program to assist Oakland County cities, villages and townships in
addressing clean water and storm water needs; and
WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages and townships to apply for reimbursement of
eligible expenses incurred in connection with environmental ramediations or
Improvements relating to ground and/or surface water, water supply, sewer
and/or drainage systems and/or water pollution control efforts incurred as
part of a city, village or township road project/ and
WHEREAS, the City of Rochester, Oakland County, Michigan, has incurred
expenses in connection with environmental ramediation believed to be eligible
for reimbursement under Oakland County's Environmental Infrastructure Fund
Program.
NOW THEREFORE BE IT RESOLVED the Rochester City County authorizes and directs
its City Manager, as agent for the City of Rochester, in the manner and to the
extent provided for under Oakland County Board of Commissioner Miscellaneous
Resolution 99093, to request reimbursement of eligible environmental
remediation expenses for the Wilcox Street Sanitary Sewer replacement
completed in conjunction with repaving Wilcox Street, under Oakland County's
Environmental Infrastructure Fund Program.
