HomeMy WebLinkAboutResolutions - 2000.03.22 - 26102REPORT (Misc. #00056) March 23, 2000 BY: FINANCE COMMITTEE - SUE ANN DOUGLAS, CHAIR IN RE: MR #00056 - ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN CITY OF FARMINGTON HILLS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance Committee, having reviewed the above referenced resolution on March 16, 2000, reports with the recommendation that the resolution be adopted with an amendment to the fourth WHEREAS paragraph to insert the word "project". WHEREAS the City of Farmington Hills has requested reimbursement from the County for this particular PROJECT; and Chairperson, on behalf of the Finance Committee, I move the acceptance of the foregoing Report. MISCELLANEOUS RESOLUTION #00056 BY: COMMISSIONER DAVID MOFFITT, DISTRICT #18 COMMISSIONER TERRY SEVER, DISTRICT #19 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN CITY OF FARMINGTON HILLS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTS); and WHEREAS pursuant to the Disbursement Policy, the City of Farmington Hills has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS the City of Farmington Hills is requesting reimbursement for work related to building of a detention facility to enhance storm water runoff; and WHEREAS the City of Farmington Hills has requested reimbursement from the County for this particular; and WHEREAS the FY 1999 authorized amount of funding for the City of Farmington Hills is $364,745.64 from the Environmental Infrastructure Fund as repayment to City of Farmington Hills for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the construction of a detention facility project as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the amount of $364,745.64 from the Environmental Infrastructure Fund (Account #90- 263239-41000-3985) to repay the City of Farmington Hills for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Pontiac, MI 48341-0403 Re: Infrastructure Fund Dear Mr. Ott: On August 16, 1999 the City of Farmington Hills City Council passed the enclosed resolution indicating the City's intent to acquire its allocation from the Infrastructure Fund that is being provided by Oakland County. It is our intent to use the funds to the maximum amount allowed. As the designee for requesting the funds from the County, please be aware that we are intending to use the first year's allocation for a project that includes a detention facility east of Orchard Lake and south of 11 Mile Road. The purpose of the detention facility is to provide both storm water flooding relief and water quality enhancement for the storm runoff after exiting the drains on Orchard Lake Road. As soon as more details are available we will forward the details and cost estimates to your office for formal acceptance of the project. It is my understanding that the details of the individual first project noted above are not required immediately to ensure that the City of Farmington Hills receives its first year's allocation. If I am incorrect in this understanding, please let me know immediately. Dornari, City Clerk ity orFarmington Hills CITY OF FARMINGTON HILLS OAKLAND COUNTY, MICHIGAN OAKLAND COUNTY INFRASTRUCTURE FUND RESOLUTION WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland county cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediation or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS the City of Farmington Hills, Oakland County, Michigan has incurred and will incur expenses in connection with environmental remediation or improvements project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Farmington Hills authorizes and directs it City Manager, as agent for the City of Farmington Hills, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
