IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE
CHARTER TOWNSHIP OF COMMERCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVT's); and
WHEREAS pursuant to the Disbursement Policy, Commerce Township has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS Commerce Township is requesting reimbursement to eliminate three
(3) public wells as recommended by the Drain Commissioner; and
WHEREAS Commerce Township has requested reimbursement from the County in
the amount of $117,321.87 for the first year of this particular project; and
WHEREAS the current authorized amount of funding for Commerce Township
is $117,321.87 from the Environmental Infrastructure Fund as repayment to
Commerce Township for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the elimination of three public wells in Commerce
Township project as eligible for reimbursement from the Environmental
Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the release of funds in
the amount of $117,321.87 from the Environmental Infrastructure Fund (Account
#90-263206-41000-3985) as repayment to Commerce Township for expenses incurred
in connection with environmental remediation or improvement projects.

RE: Environmental Infrastructure Fund
Dear Mr. Ott:
Commerce Township has had a water project in mind for the past two years. Our
problem is "Money." See attached Cost Opinion.
The project is to eliminate three public wells, which are very expensive to upkeep and on
the top priority list for the Oakland County Drain Commission list to simply go away.
The well site is located in section 6 of Commerce Township in the Wildwood
Subdivision. Commerce has a 16' main 1,473 feet from this subdivision.
Here's how it would work:
Year 1999- $117,321.87
Year 2000- 117,321.87

Commerce is prepared to go out for bids. We have a petition from the residents for the
capital charges and we are prepared to advance the funds from our improvement
revolving fund.

Could you please let us know how the reimbursement process works? Where and who do
we send the bill to? How long does it take to get reimbursed?
Please accept this letter as a formal request for pre-approval to use the Environmental
Infrastructure Fund money for a water project in Commerce Township that serves in the
best interest of the residents of Commerce Township and the County.

held regarding regarding the priority list. It was stated to do Wildwood River now because if not
money will be lost.
MOTION by Abrams, supported by Gross to remove Wildwood River Water Special
Assessment District from the Table.
MOTION CARRIED UNANIMOUSLY
David Ribbick a resident representing the residents of Wildwood River Subdivision was
there in support of the district.
MOTION by Munro, supported by Abrams to approved resolution for Infrastructure
Money to 1999 to 2000 for construction of a water main on Commerce Road westerly to
Inverrary Road.

Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed
the above reference resolution and finds that $117,321.87 is available in the
Environmental Infrastructure Fund to reimburse the Charter Township of
Commerce for this project, no additional appropriation is required.
