IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
INDEPENDENCE TOWNSHIP - FY 2000 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTLF); and
WHEREAS pursuant to the Disbursement Policy, Independence Township has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS Independence Township is requesting reimbursement for work
related to the installation of bathroom facilities at Sashabaw Plains Park;
and
WHEREAS the authorized amount of funding for Independence Township is
$112,473.23 for FY 2000, from the Environmental Infrastructure Fund as
repayment to Independence Township for expenses incurred in connection with
environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the installation of bathrooms at Sashabaw Plains Park
project as eligible for reimbursement from the Environmental Infrastructure
Fund.
BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the
amount of $112,473.23 from the Environmental Infrastructure Fund (Account #90-
263212-41000-3985) for FY 2000 to repay Independence Township for expenses
incurred in connection with environmental remediation or improvement projects,
once proper invoices are presented.

Attached please find a copy of a proposal and a resolution adopted by the Board
of the Charter Township of Independence for consideration by the County
Commission for use of Oakland County Environmental Infrastructure Funds.
Any consideration that you can give to this project would be appreciated. This
addition to this particular park facility would be an enhancement that would
benefit thousands of users on an annual basis.

ENVIRONMENTAL FUND PROPOSAL
Charter Township of Independence
SASHABAW PLAINS PARK
PURPOSE
To install bathroom facilities at Sashabaw Plains Park located in the historic
Sashabaw Plains basin in Independence Township on Maybee Road. Park
usage continues to increase and permanent bathroom facilities to better serve
the needs of the residents are a necessity.
PROJECT DESCRIPTION
This 15-acre park facility currently consists of two baseball fields, a playground
(completed in April, 2000), a storage facility, and open space used for a variety of
activities. In addition, an in-line skating rink is in the planning stages.
The proposed project will include modifications to the existing 24 x 24 storage
facility (pole barn) and two accessible uni-sex bathrooms, each with one sink and
toilet. In an effort to protect the environment, to preserve the historic Sashabaw
Plains basin and to ensure a safe water supply, sewer and water lines will be
extended to service this facility. Total project costs are estimated at $55,500.
The Charter Township of Independence Board of Trustees did authorize
application of funds from Oakland County through the Environmental
Infrastructure Fund for a portion of this project. The specific funding request is
$34,800 for the following:
1,000 feet of sewer line 15,000
1,000 feet of water line 11,000
Sewer tap 1,000
Water tap 1,000
Rough plumbing 2,000
Restroom fixtures 2,800
Bathroom tile 2,000
The Township Board did authorize $20,700 for completion of the project. A copy
of a resolution of support is attached.

RESOLUTION OF SUPPORT FOR SASHABAW PLAINS PARK PROJECT
WHEREAS the Oakland County Board of Commissioners has established an Environmental
Infrastructure Program to assist Oakland County cities, villages and townships in addressing clean
water and storm water needs; and
WHEREAS Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediation or improvements relating to ground and/or surface
water, water supply, sewer and/or drainage systems and/or water pollution efforts incurred as part
of a city, village or township road project; and
WHEREAS the Charter Township of Independence is interested in improving the infrastructure in
the historic Sashabaw Plains basin by installing restroom facilities at Sashabaw Plains Park which
is used by thousands of visitors on an annual basis and currently is serviced by a single well and
portable restrooms; and
WHEREAS the Charter Township of Independence does recognize that only those expenses
directly related to the installation of water and sewer facilities would be eligible for consideration of
reimbursement.
NOW THEREFORE BE IT RESOLVED that the Charter Township of Independence does hereby
authorize its Finance Director and/or Parks and Recreation Director to submit a proposal to the
Oakland County Board of Commissioners to use Environmental Infrastructure Fund for bathrooms
at Sashabaw Plains Park and with this resolution authorizes the appropriate budget adjustments.

reports as follows:
1. $112,473.23 is available in the Environmental Infrastructure Fund
for FY 2000, to reimburse Independence Township for this project;
no additional appropriation is required.
2. The Committee recommends adoption of the resolution.
