IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF AUBURN HILLS - FY 1999 AND FY 2000 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTLF); and
WHEREAS pursuant to the Disbursement Policy, the City of Auburn Hills
has submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS the City of Auburn Hills is requesting reimbursement for work
related to the construction of the Vinewood Drain; and
WHEREAS the authorized amount of funding for the City of Auburn Hills is
$119,533.16 for FY 1999 and $119,533.16 for FY 2000, from the Environmental
Infrastructure Fund as repayment to the City of Auburn Hills for expenses
incurred in connection with environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the construction of Vinewood Drain project as eligible
for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the
amount of $119,533.16 from the Environmental Infrastructure Fund (Account #90-
263232-41000-3985) for FY 1999 and $119,533.16 for FY 2000 to repay the City
of Auburn Hills for expenses incurred in connection with environmental
remediation or improvement projects, once proper invoices are presented.

RE: Environmental Infrastructure Fund Reimbursement Request
Dear Mr. Ott:
Pursuant to Oakland County Board of Commissioner's Miscellaneous Resolution #99093, the
City of Auburn Hills hereby requests reimbursement under Oakland County's Environmental
Infrastructure Fund program for expenses incurred in connection with an eligible environmental
remediation or improvement project undertaken by the City of Auburn Hills. You will find
attached to support this request the following documentation:
1. Attachment A, Description of the project.
2. Attachment B, Resolution authorizing the reimbursement request.
3. Attachment C, Invoices in support of the reimbursement request.
The City of Auburn Hills understands that the review and processing of this reimbursement will
be governed by the provisions of Miscellaneous Resolution #99093 and certifies that all expenses
submitted for reimbursement were incurred in connection with the qualifying environmental
remediation or improvement project. Please note that the project for which reimbursement is
being requested is a continuing project and the reimbursement request covers two fiscal years
and in our opinion should be for approximately $239,000.00.

Expense Reimbursement Request - to adopt the resolution authorizing the Environmental Infrastructure Fund
expense reimbursement request as follows, to authorize the City Manager to file the application with the County,
and to direct the City Manger to place any funds received into the storm water management fund:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board
of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland
County cities, villages and townships in addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediations or improvements relating to ground and/or surface water,
water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a
city, village or township road project; and
WHEREAS, the City of Auburn Hills, Oakland County, Michigan has incurred expenses in connection
with environmental remediation or improvement project(s) believed to be eligible for reimbursement under
Oakland County's Environmental Infrastructure Fund Program.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Auburn Hills City Council that the City
Manager, as agent for the City of Auburn Hills, be authorized and directed, in the manner and to the extent
provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request
reimbursement of eligible environmental remediation or improvement project expenses under Oakland
County's Environmental Infrastructure Fund Program.

AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND
EXPENSE REIMBURSEMENT REQUEST
At a regular meeting of the City Council of the City of Auburn Hills, Oakland County, Michigan,
held in the Council Chambers at 1827 N. Squirrel Road, Auburn Hills MI 48326 at 7:30 p.m., on the 20th
day of March, 2000
The following resolution was offered by Councilperson Cooper and supported by Councilperson
Pillsbury:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist
Oakland County cities, villages and townships in addressing clean water and storm water needs; and

Description of Project
This project involves the construction of the Vinewood Drain. The Vinewood Drain provides
positive drainage and storm sewer service to the subdivision, located south of Taylor Road, west
of Giddings Road, north Collier Road and east of Joslyn Road. This is an older area of the City
that is primarily residential in nature. The neighborhood includes homes of moderate income
families. This area has had serious problems with lack of positive drainage. These problems
have created a situation where there has been flooding at times and because of the lack of
positive drainage, the City has been unable to pave the streets in this neighborhood. The project
has allowed the streets to be paved and involves both open ditches and underground storm sewer
pipe. The bulk of the project is underground storm sewer pipe and in several instances the pipe
is replacing open ditches that were in very bad condition and contributed to potentially hazardous
situations in the neighborhoods. The project also includes the creation of a wet land area which
acts both as a storm water detention cell and contributes to the improvement of water quality
through the drain by acting as a filter for any pollutants and debris that might be carried in the
storm water. The wet land area that is being created is being vegetated with plant materials that
are approved by the DEQ and fit their standards and requirements for wet lands. The drain
project is being constructed by the Office of the Oakland County Drain Commissioner under a
contract with the City. The City has paid the Drain Commissioner in cash for the work. A copy
of the invoice and a canceled check is included with this letter for your reference. The
construction of the drain has now allowed the City to proceed with the paving of the streets in
this neighborhood. This has resulted in activity by residents of the neighborhood to improve
their properties and has brought about activity by developers to create additional residential
housing opportunities for the community.

Dear Mr. Ross:
Enclosed for your use, is a copy of the revised estimate of project cost based on bids received on
February 16, 1999. Please note that the revised estimated project cost has decreased $984,000 from
our previous April 7, 1998 estimate.
Orchard, Hiltz & McCliment, Inc. has recommended that this office award the construction contract
to the low bidder, Dan's Excavating, Inc. This office concurs with this recommendation. We have
- requested that Orchard, Hiltz & McCliment, Inc. proceed with the preparation of the contract books
with the intention of having the Drainage Board for the Vinewood Drain award and execute the
contract at the March 16, 1999 Drainage Board meeting.
Prior to executing the contract, the City of Auburn Hills must forward the amount of $2,191,035.44
to this office, which is the balance of the City of Auburn Hills apportioned cost for the project. As
previously discussed, unused construction funds advanced to this office by the City of Auburn Hills
will be returned to the City after all construction related costs have been paid.
