ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the U.S. Department of Justice, Office of Justice Programs has
awarded the Department of Information Technology, Emergency Management Unit grant
funding in the amount of $294,487 for domestic preparedness equipment for the
Fiscal Year 2000; and
WHEREAS this is a one time grant award for this program; and
WHEREAS the funding is the maximum amount authorized to Oakland County by
the Office of Justice Programs; and
WHEREAS the purpose of the grant is for the procurement of specialized
emergency response equipment to enhance the basic defensive capability to respond
to an incident of domestic terrorism; and
WHEREAS acceptance of this grant does not obligate the County to any
future commitment; and
WHEREAS the grant agreement has been processed according to the Board of
Commissioners Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts grant funding from U.S. Department of Justice, Office of
Justice Programs in the amount of $294,487 for the Fiscal Year 2000.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
is authorized to execute the grant agreement and to approve any grant extensions
or changes, within fifteen percent (15t) of the original award, which are
consistent with the original agreement as approved.
BE IT FURTHER RESOLVED that the FY 2000 Special Revenue Fund Budget be
amended, as specified below:

DOMESTIC PREPAREDNESS EQUIPMENT SUPPORT PROGRAM
2000
BACKGROUND
The threat of biological and chemical attacks to the United States population is
increasing. More than at any other time in history, terrorists may act on a variety
of motives. They have easy access to weapons of mass destruction including an
assortment of chemical or biological agents. A release of an agent strategically
placed in a location where a large number of people are present or pass though,
could have a tragic affect. Our community's emergency responders have had
training in hazardous materials ranging from first responder awareness to
operational level response. However, special protection and detection
equipment is required to enable a safe response to a domestic preparedness
incident.
GRANT
In 1998, Oakland County was notified that the U.S. Department of Justice, Office
of Justice Programs, Office for State and Local Domestic Preparedness Support
made available funds to a list of eligible applicants consisting of cities and
counties. An amount of $500,000 was available to Oakland County to purchase
equipment to enhance its capability to respond to weapons of mass destruction
and terrorist incidents involving the use of chemical or biological agents,
radiological explosives, and incendiary devices. Emergency Management
submitted an application to fund the three existing hazardous materials teams
and the Oakland County Sheriff Department's Special Response Team. These
entities formed the Weapons of Mass Destruction Task Force which developed
the equipment list included in the application. However, Oakland County did not
receive the award.
In September 1999, we were notified again that funding was available and
another application was submitted for a maximum amount of $300,000. A report
was made to the Oakland County Public Services Committee on September 14,
1999. On April 4, 2000, approval was received.
The grant will fund personal protection, detection, and communication equipment
to enhance basic defensive capabilities. The grant amount is $294,487, and the
budget period is from March 1, 2000 to February 28, 2001.

adhere to these responsibilities, the project will be subject to termination for cause or other administrative
action as appropriate.

SPECIAL CONDITIONS
1. The recipient agrees to comply with the financial and
administrative requirements set forth in the current edition
of the Office of Justice Programs (OJP) Financial Guide.
2. The recipient agrees to comply with the organizational audit
requirements of OMB Circular, A-133, Audits of States, Local
Governments, and Non-Profit Organizations, as further
described in OJP's Financial Guide, Chapter 19.
3. The recipient acknowledges that failure to submit an
acceptable Equal Employment Opportunity Plan (if recipient
is required to submit one pursuant to 28 CFR Section
42.302), that is approved by the Office of Civil Rights, is
a violation of its Certified Assurances and may result in
funds from the award being frozen, until such time as the
recipient is in compliance.
4. The grantee agrees that all equipment purchased with grant
funds must comply with the equipment categories/types
provided in the FY 1999 grant application kit and will be
purchased to enhance the "basic defensive capabilities" of
first responders. For purposes of this grant program first
responders include members of the fire service, hazardous
materials teams, emergency medical personnel and law
enforcement. Equipment that does not comply with these
categories shall not be purchased by the grantee unless a
request and justification for the equipment is submitted by
the grantee and approved by the program office, and a grant
adjustment notice (GAN) has been issued.

local funds.

Through this accord. the County of Oakland will use funds to provide equipment needed for responders to effectively
Mitigate potential acts of terrorism. County agencies participated in a conference to explore radio
interoperability capabilities and needs. The county has formed an Emergency Management System and established an
Emergency Operations Plan encompassing emergency medical services, hazardous materials response teams, and law
enforcement departments. These agencies also participate in the count y .' Weapons of Mass Destruction Task Force
which developed the equipment list of requests for this grant. The personal protective and basic detection
equipment requested will be geared toward law enforcement and fire services which include emergency medical
services. Hazardous materials teams will be provided personal protection, detection, and decontamination
equipment. Communications equipment is being requested for all disciplines to provide transfer of frequencies
connecting all responding agencies called upon to react to a weapons of mass destruction event. '
Equipment purchases will be allocated as follows: Personal Protective $75,537, Detection $82,150, and
Communications $136,800.

Pursuant to Miscellaneous Resolution #89105, as modified by Miscellaneous Resolution
#95098, the Public Services Conunittee has reviewed the above referenced grant inform.ation and
reports as follows:
1) The U.S. Department of Justice, Office of Justice Programs has announced
discretionary grant funding for equipment to local units of government to enhance
capabilities in responding to acts of terrorism, as authorized sunder Omnibus
Consolidated and Emergency Supplemental Appropriations Act of 1999.
2) The funding is in direct support of the Oakland County Emergency Management
Unit's mission relate to County-wide disaster control efforts.
3) In response to this funding availability, a grant application has been developed by
Griffin Grant Writing & Consulting to capture capital grant project funds.
4) The funding will support the cost of equipment needed to strengthen the
capabilities of first responders to safely and effectively respond to terrorist

5) The grant funding will support the project with 100% federal funds in the amount
of $300,000 for the project.
6) The Oakland County Department of Information Technology/Emergency
Management Unit will be the lead agency on the project for the duration of the
project.
The project will begin at grant acceptance with all funds expended and the project
completed within 18 months of this date.
8) Submittal of this application does not obligate Oakland County to grant
acceptance nor any future commitment to the funding agency.
