HomeMy WebLinkAboutResolutions - 2000.05.18 - 26146FINANCOMMITTEE MISCELLANEOUS RESOLUTION # 00116 May 18, 2000 BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: FACILITIES MANAGEMENT/FACILITIES ENGINEERING - AWARD OF CONTRACT FOR PROFESSIONAL SERVICES - SERVICE CENTER SIDEWALK PROGRAM - PROJECT 98-20 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS THE FY 2000 Capital Improvement Program, Utilities Section, includes funding for the Service Center Sidewalk Program; and WHEREAS in accordance with Purchasing Division procedures, bids for design and engineering services for the Service Center Sidewalk Program were received and reviewed; and WHEREAS the lowest responsible bidder was Tower Pinkster Titus Associates, Inc. of Kalamazoo, Michigan; and WHEREAS the Facilities Engineering Division recommends the County enter into a professional services contract with Tower Pinkster Titus Associates, Inc. for the Service Center Pedestrian/Bicycle Pathway Project in the amount of $82,000, including $77,050 for design and engineering services and for reimbursable costs not to exceed $4,950. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes the award of contract for design and engineering services for the Service Center Pedestrian/Bicycle Pathway Project to Tower Pinkster Titus Associates, Inc. of Kalamazoo, Michigan in the amount of $82,000. BE IT FURTHER RESOLVED that the Board of Commissioners authorizes transfer of funding in the amount of $82,000 from the Capital Improvement Program/Building Fund (#401) to the Project Work Order Fund (#404) to establish the Service Center Pedestrian/Bicycle Pathway Project. BE IT FURTHER RESOLVED that the FY 2000 Budget is amended as follows: Building Improvement Fund #401 3-14-210006-10000-8001 Operating Transfer Out ($82,000) Project Work Order Fund #404 3-14-310007-80113-1701 Operating Transfer In $82,000 $ -0- Chairperson, on behalf of the Finance Committee, I move the adoption of the foregoing resolution. OAKLAND COUNTY EXECUTIVE DEPARTMENT OF FACILITIES MANAGEMENT FACILITIES ENGINEERING DIVISION Selection of Architect/Engineer For Service Center Sidewalk Program Project 98-20 May 9, 2000 Background: On February 28, 2000, the Planning & Building Committee authorized the administration to advertise a Request for Proposals to the professional design community asking for qualifications and proposals for design and engineering services for the Service Center Pedestrian / Bicycle Pathway project which is intended to provide linked pathways throughout the Service Center. Proposal requests were developed by Facilities Engineering and distributed to registered firms through Purchasing. On April 13, 2000, Purchasing received submittals from the following five firms: 1. Tetra Tech - McNamee Porter 2. Wade Trim 3. Giffels-Webster 4. NTH Consultants 5. Tower Pinkster Titus Associates, Inc. Facilities Engineering reviewed and analyzed the written proposals. Each proposal was evaluated in three primary areas: 1. Work experience with similar projects. 2. Work experience with MDOT and grant applications. 3. Cost proposal for the work. Attached is a proposal comparison sheet which demonstrates Tower Pinkster Titus to have provided the lowest cost proposal. In addition, Tower Pinkster Titus demonstrated experience with a number of similar projects and has worked extensively with the state on other work. Recommendation: Facilities Management recommends the County enter into a design and engineering services contract with Tower Pinkster Titus Associates, Inc., of Kalamazoo, for the Service Center Pedestrian / Bicycle Pathway project. Work will be conducted from their Bloomfield Hills office. We are requesting the Planning and Building Committee's authorization to award a contract in the amount of $77,050.00 for design and engineering services and reimbursable costs not to exceed $4,950.00.This contract will be implemented by the Purchasing Division. Funding is available in the 2000 Capital Improvement Program, listed under Utility, Roads & Parking Lots, item 5A. Attached for the Committee's consideration is a report to the Finance Committee recommending approval and a copy of the proposed Finance Committee resolution for this project. Additionally, the Planning and Building Committee supports the attached Finance Committee resolution.
