HomeMy WebLinkAboutResolutions - 2000.05.04 - 26156MISCELLANEOUS RESOLUTION 100077 BY: COMMISSIONER SHELLEY TAUB, DISTRICT #12, COMMISSIONER THOMAS LAW, DISTRICT #13, COMMISSIONER DAVID BUCKLEY, DISTRICT #14 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN BLOOMFIELD TOWNSHIP TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, Bloomfield Township has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Bloomfield Township is requesting reimbursement for work related to the installation of sewer meters in specified districts of the Township's sanitary sewer system and video inspection of separate sanitary sewers; and WHEREAS the FY 1999 authorized amount of funding for Bloomfield Township is $256,426.90 from the Environmental Infrastructure Fund as repayment to Bloomfield Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the installation of sewer meters and video inspection of separate sanitary sewers project as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an appropriation in the amount of $256,426.90 from the Environmental Infrastructure Fund (Account #90- 263203-41000-3985) to repay Bloomfield Township for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Road Pontiac, Michigan 48341 Re: Oakland County Environmental Infrastructure Funds Dear Mr. Ott: Pursuant to Oakland Count Board of Commissioners Miscellaneous Resolution 99093, the Charter Township of Bloomfield request that the following projects be considered eligible for reimbursement from the allocated funds in fiscal year 1999-2000. 1. Installation of sewer meters in specified districts in the Township's sanitary sewer system for purposes of monitoring flow. This monitoring will help to identify excess flows that may be contributing from inflow or infiltration (1/1) from stormwater, groundwater or surface water. Project cost: $90,000. 2. Internal inspection by means of video camera of approximately 77,500 feet of the separate sanitary sewers for purposes of identifying I/1 sources and locate other deficiencies of aging sewers constructed prior to 1980. Estimated project cost: $140,000. Both projects are part of the Township's commitment with the Oakland County's Evergreen-Farmington Sewage Disposal System to identify I/1 sources for corrective action as required by the MDEQ. Also enclosed for your records is a certified copy of the Township Board resolution for authorizing the reimbursement requests. Upon your approval of eligibility we will forward the necessary documentation at the completion of these projects for reimbursement. MOTION WAS MADE by Stefanes and supported by Payne to APPROVE the following Resolution: RESOLUTION AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Charter Township of Bloomfield, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project(s) believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW, THEREFORE, BE IT RESOLVED that the Bloomfield Township Board of Trustees authorizes and directs its Supervisor as agent for the Charter Township of Bloomfield, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's Environmental Infrastructure Fund Program.
