TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above referenced resolution,
reports as follows:
1. $274,637.06 is available in the Environmental Infrastructure Fund,
under the Optional Accelerated Payment Schedule, to provide to
Hazel Park funding for this approved project; no additional
appropriation is required.
2. Once Hazel Park receives the $274,637.06 allocation, no further
payments from the Environmental Infrastructure Fund will be made
to the city.
3. The Committee recommends adoption of the resolution.

IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF HAZEL PARK - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to M.R. #00035, the Board of Commissioners modified the
Environmental Infrastructure Funds Disbursement Policy by authorizing an
Optional Accelerated Payment Schedule by which communities may request their
remaining years payment in advanced, at a discounted rate, with the knowledge
that no further payments will be made from the Environmental Infrastructure
Funds; and
WHEREAS pursuant to the Modified Disbursement Policy, Hazel Park has
requested use of the Optional Accelerated Payment Schedule to defer the costs
associated with the inspection of specific sewer lines and groundwater lines,
and installation of manholes and restrictive catch basin covers; and
WHEREAS the Optional Accelerated Payment Schedule authorized amount of
funding for Hazel Park is $274,637.06 from the Environmental Infrastructure
Fund.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Hazel Park as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the use of the Optional
Accelerated Payment Schedule to pay Hazel Park the amount of $274,637.06 from
the Environmental Infrastructure Fund (Account #90-263241-41000-3985). No
further payments from the Environmental Infrastructure Fund will be made to
the City of Hazel Park after receipt of the $274,637.06.
Chairperson, I move the adoption of the foregoing resolution.

reimbursement of enviromnental remediation and improvement project expenses under
the Oakland County Environmental Infrastructure Fund Program.
Attached is letter summarizing the four projects which total $268,751.70 which would
necessitate the accelerating payment schedule to access our five years allocation of funds.

City Council Resolution
Infrastructure Fund Reimbursement Request
At the regular Council meeting of Monday, September 11, 2000 a motion was made by
Pashakarnis, seconded by Vance to approve the following:
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to
assist Oakland County cities, villages and townships in addressing clean water and storm water
needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County cities, villages and townships to apply for reimbursement of eligible expenses incurred in
connection with environmental remediations or improvements relating to ground and/or surface
water, water supply, sewer and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project; and
WHEREAS, the City of Hazel Park, Oakland County, Michigan is proposing to incur expenses in
connection with environmental remediation or improvement projects believed to be eligible for
reimbursement under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED that this City Council authorizes and directs the City
Manager, as agent for the City of Hazel Park, in the manner and to the extent provided under
Oakland County Board of Commissioner's Miscellaneous Resolution 99093, to request
reimbursement of eligible environmental remediation or improvement project expenses under
Oakland County's Environmental Infrastructure Fund Program.

Re: Environmental Infrastructure Fund Request — Oakland County
Attached is request and resolution to Oakland County for four sewer system projects
estimated at a total of $268,751.70 of the $274,637.06 available to us from the County
$25 million Environmental Infrastructure Fund.
The four projects were developed by the Water & Sewer staff along with our engineer,
Nowak & Fraus. A summary of these projects is:
1- Inspection, including video(television), for inflow and infiltration of the
sanitary sewer downstream of the Tucker Street overflow. There are
concerns as to a possible problem in these large (up to 60") sewer lines.
2- Inspection and joint grouting of large sewers in Crossley Street which has
evidence of groundwater infiltrating through open pipe joints.
3- Installation of new manholes along the sanitary sewer downstream from the
Tucker Street overflow. This work will improve the maintenance and
access to this sewer.
4- Placement of restrictive catch basin covers where capacity deficiencies
exist.
A representative of Nowak & Fraus is scheduled to attend the September 11 City Council
meeting to address the need and details of this request.
The use of these funds, as shown on the attached correspondence, require a City Council
resolution. It is recommended that this resolution be passed requesting the use of these
funds for these projects.

RE: Environmental Infrastructure Fund
Pre-Project Authorization
Dear Mr. Ott:
The purpose of this letter is to request that the City of Pontiac receive pre-project approval for
reimbursement authorization prior to project completion, for the below listed projects planned for
fiscal year 1999-2000 and 2000-2001 funds:
1. Project Name:
Project Description:
Sanitary Sewer Television Inspection and Investigation for Inflow
and Infiltration, on the sewer downstream of the Tucker Street
overflow, Hazel Park, Michigan.
Professional engineering services and construction contract services
relative to television inspection of approximately 100,000 lineal
feet of sanitary sewer, ranging in size from 36" to 60" diameter.
Project expenses will be incurred in connection with the development of bid documents, plan
& specifications, together with the engineering inspection and television inspection for
purposes of identifying locations within the sanitary sewer pipes where ground water or
surface storm water run-off is entering sanitary sewers.
Upon identification of any storm water connections in the sanitary sewer or infiltration of
ground water, steps will be taken to eliminate these sources of inflow and infiltration (I&I).
Elimination of I&I reduces the volume of water which utilizes pipe capacity and can lead to
basement back-ups.
The estimated cost for the professional engineering services and contracted television
inspection services is $20,000.00.

2. Project Name: Large Diameter Storm Sewer Joint Grouting, Hazel Park, Michigan
Project Description: Professional engineering services, construction inspection and
construction contract services to inject fast setting grout around the
joints of large diameter storm sewers where there is evidence of
groundwater and sediment infiltrating the pipe, through open pipe
joints, leading to pavement/surface failures resulting from
development of sink holes, together with the cost of necessary
pavement repairs along Crossley Street.
Project expenses will be incurred for construction contract grouting services, pavement
repairs and engineering inspection of the work in progress.
The estimated cost for the professional engineering services and construction contract
services is estimated at approximately $68,751.70.
3. Project Name: Sanitary Sewer Manhole Construction, Hazel Park, Michigan
Project Description: Professional engineering services and construction contract services
relative to the installation of several new manholes along the
sanitary sewer downstream from the Tucker Street overflow near
Dequindre.
Project expenses will be incurred for professional engineering services necessary to locate
and design the new manholes, develop bid documents, together with construction and
construction inspection of the work.
The estimated cost for the professional engineering services and the construction of the
manholes is $30,000.00.
4. Project Name: Reduce Storm Inflow to Combined Sewers
Project Description: Professional engineering services and construction contract services
relative to placement of restrictive catch basin covers and
elimination and reduction of storm water flow in sanitary sewers
where capacity deficiencies exist.
Project expenses will be incurred for professional engineering services to prepare plans and
specifications, together with construction and construction inspection of the work.
The estimated cost for the professional engineering services and construction, including
installation of restrictive covers is $150,000.00.
