IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE
VILLAGE OF MILFORD - FY 1999 AND FY 2000 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to the Disbursement Policy, the Village of Milford has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS the Village of Milford is requesting reimbursement conduct a
hydrogeologic evaluation to local alternative water supplies as required by
the MDEQ Wellhead Protection Program; and
WHEREAS the FY 1999 and FY 2000 authorized amount of funding for the
Village of Milford is $22,649.48 annually, from the Environmental
Infrastructure Fund as repayment to the Village of Milford for expenses
incurred in connection with environmental remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by Village of Milford as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes an FY 1999
appropriation in the amount of $22,649.48 from the Environmental
Infrastructure Fund (Account #90-263215-41000-3985), and an FY 2000
appropriation in the amount of $22,649.48 from the Environmental
Infrastructure Fund (Account #90-263215-41000-3985) to repay the Village of
Milford for expenses incurred in connection with environmental remediation or
improvement projects, once proper invoices are presented.

Re: Environmental Infrastructure Fund Reimbursement Request
Dear Mr. Ott:
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution
(MR) 99093, the Village of Milford hereby requests reimbursement under
Oakland County's Environmental Infrastructure Fund Program for expenses
incurred in connection with an eligible environmental remediation or improvement
project undertaken by our Village.
Attached in support of this request are the following:
1. Attachment A: Project Description
2. Attachment B: Governing Body Resolution
3. Attachment C: Estimated Project Cost
The Village understands that the review and processing of this reimbursement
request will be governed by the provisions of MR 99093, and certifies that all
expenses submitted for reimbursement were incurred in connection with a
qualifying environmental remediation or improvement project.

PROJECT DESCRIPTION
Hydrogeologic Evaluation For New Public Water Supply Well
The hydrogeologic evaluation to locate an alternative water supply
source is a requirement of the State of Michigan,- MDEQ Wellhead
Protection Program. In the event of the contamination of the public
water supply well, the community should have another water source
or location in the community that can be used to supply the
community with safe drinking water. Each public water supply should
also have a contingency plan for their water system that addresses
alternate sources for the community water supply in the event of
contamination.
The Village of Milford has discovered low levels of volatile organic
chemicals in the groundwater aquifer that supplies the Village with its
drinking water. Quarterly sampling monitors the levels but an
alternate water source is essential to our community.
Once the test well installation is complete and evaluated, the Village
will have an alternate water supply that can be utilized if the chemical
levels elevate in the current water wells.

RESOLUTION AUTHORIZING ENVIRONMENTAL
INFRASTRUCTURE FUND EXPENSE REIMBURSEMENT REQUEST
NO. 00-017
WHEREAS, upon the recommendation of the Oakland County
Executive, the Oakland County Board of Commissioners has established an
Environmental Infrastructure Fund Program to assist Oakland County cities,
villages and townships in addressing clean water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund
Program authorizes Oakland County cities, village and townships to apply for
reimbursement of eligible expenses incurred in connection with environmental
remediations or improvements relating to ground and/or surface water, water
supply, sewer and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project; and
WHEREAS the Village of Milford, Oakland County, Michigan has
incurred expenses in connection with an environmental remediation or
improvement project believed to be eligible for reimbursement under Oakland
County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED that this Council authorizes
and directs it Treasurer as agent for the Village of Milford in the manner and
to the extent provided for under Oakland County Board of Commissioner
Miscellaneous Resolution 99093 to request reimbursement of eligible
environmental remediation or improvement project expenses under Oakland
County's Environmental Infrastructure Fund Program.

The total estimated cost for the hydrogeologic evaluation for a new
public water supply well is $47,190.
