IN RE: EMERGENCY MANAGEMENT - TORNADO WARNING SYSTEM EXPANSION
GROVELAND TOWNSHIP
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No.'s 7865, 7971, and 8664 accepted federal grants to defray a
portion of the costs in purchasing sirens to be utilized within the Oakland
County Tornado Warning System; and
WHEREAS the County share of the costs will remain at twenty-five
percent as has been the policy previously established by the Board of
Commissioners by various Miscellaneous Resolutions, whereby local units pay
seventy-five percent with the County being responsible for the maintenance and
electrical costs for the sirens purchased; and
WHEREAS Groveland Township, has executed the attached purchase
agreement; and
WHEREAS Groveland Township has agreed to pay seventy-five percent of the
total estimated cost of one siren; and
WHEREAS, consistent with the attached standard agreement, Groveland
Township agrees that Oakland County will retain ownership of the siren and will
be responsible for the maintenance and the electrical costs for said siren
purchased under this agreement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorize the appropriation of $4,250, consistent with the
attached budget, as Oakland County's match.
BE IT FURTHER RESOLVED that the expenditure of this appropriation is
contingent upon the execution of the attached written agreement between the
County and Groveland Township.

This Agreement, entered into this 17th day of May, 2000, between the
County of Oakland, a Michigan Constitutional Corporation, hereinafter called
"County" and the Township of Groveland, hereinafter called "Municipality";
WHEREAS: the County has established a centrally activated tornado
warning system; and
WHEREAS: the Municipality desires to become a part of such system.
NOW THEREFORE BE IT RESOLVED in consideration of the sum of
Thirteen Thousand Nine Hundred Fifty Dollars ($13,950) to be paid by the
Municipality to the County, the County agrees to install one (1) siren with local
over-ride capabilities within the Municipality at the locations to be designated by
the Municipality. Said sum to be paid within thirty days (30) after installation and
successful testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that Oakland County will
retain ownership; the maintenance and electrical costs of the sirens shall be
borne by the County.
This Agreement and costs are subject to change depending upon
selection of siren location by the Municipality, bid costs and inflationary trends.

The Muncipality may cancel this contract before installation in the event costs
rise beyond those stated above by written notice to the County Executive.
In the event that the Municipality desires relocation of the siren, all costs
associated with such relocation will be the responsibility of the Municipality.
Local activation capability is requested, and included above as an expense of the
Municipality.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolutions and finds:
1. Groveland Township has issued a purchase agreement for the
purchase of one siren and has requested to become part of the
County's centrally activated tornado warning system.
2. The total cost of the siren is $17,000.
3. Groveland Township has agreed to pay $12,750, seventy-five
percent (75t) of the estimated cost of the siren.
4. The County of Oakland will pay twenty-five percent (25t) of
the estimated cost, $4,250.
5. Consistent with past agreements, the County will retain
ownership and be responsible for the maintenance and
electrical costs for the siren.
6. Funds will be transferred from the FY 2000 Contingency
Account to cover the County's share of the purchase cost as
follows:
