RE: DEPARTMENT OF HUMAN SERVICES/MEDICAL EXAMINER — GRANT
FOR FAMILY COUNSELING SERVICES FROM THE TRANSPLANTATION
SOCIETY OF MICHIGAN (TSM) — AMENDMENT GREATER THAN 15%
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies, and Gentlemen:
WHEREAS the Oakland County Medical Examiner's Office has established a
partnership with the Transplantation Society of Michigan (TSM) to fund a family
services program; and
WHEREAS this partnership has increased the overall effectiveness of the Medical
Examiner's Office and fills a clear void in providing a comprehensive family service in
an innovative fashion to the public; and
WHEREAS the Medical Examiner's Office has established three (3) special
revenue Family Service Counselor positions to provide bereavement counseling,
assistance in coordination of funeral arrangement services, facilitate tissue/organ
procurement as requested, provide guidance to indigent families for public interment,
coordinate Child Death Review Team activity, and function as liaison with various public
and private agencies; and
WHEREAS the Medical Examiner's Office has received funding from the
Transplantation Society of Michigan (TSM) for the purpose of providing bereavement
counseling and other family services to survivors of deceased individuals; and
WHEREAS the grant period was effective August 1, 1999, and has been extended
through December 31, 2000; and
WHEREAS acceptance of this grant extension does not obligate the County to
any future commitment.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts additional funds in an amount of $44,195 from the
Transplantation Society of Michigan (TSM) for the period of October 1, 2000, through
December 31, 2000, for the purpose of providing family counseling services to the public
for survivors of deceased individuals.
BE IT FURTHER RESOLVED that continuation of the Family Services
Counselor positions is contingent upon continued grant funding at a level sufficient
enough to maintain these positions.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to
execute the agreement and approve changes and extensions not to exceed fifteen (15%)
percent, which is consistent with the agreement as originally approved.
Chairperson, on behalf of the Public Services Committee, I move the adoption of
the foregoing resolution.

Family Service Counselor Grant
(Amendment Greater Than 15%)
In an effort to provide a full range of family support services, the Oakland County
Medical Examiner's Office has partnered with the Transplantation Society of Michigan
(TSM) in a grant-funded pilot project. This partnership has increased the overall
effectiveness of the Medical Examiner's Office and fills a clear service void by providing
comprehensive family support services in an innovative fashion to the public. This grant
funds three (3) special revenue Family Service Counselor positions.
These positions provide a range of family support services with a focused intent to ease
the transition of family members and others who are confronted with the trauma of the
sudden and typically unexpected death of a loved one. Services include bereavement
counseling, assistance with coordination of funeral service activity, guidance to indigent
families for public interment, facilitation of tissue/organ donation, participation on the
statutorily mandated Child Death Review Team, liaison with various public and private
agencies, and data collection activity.
The Transplantation Society of Michigan has granted the Medical Examiner Division
funding in an amount not to exceed $196,217 to cover the salary and fringe benefit costs
for three (3) Family Service Counselor positions for the period August 1, 1999, through
September 30, 2000. The Transplantation Society of Michigan wishes to continue to
evaluate the merits of this grant program and has agreed to extend funding for this grant
from October 1, 2000, through at least December 31, 2000. The total amount of
additional grant funding from the Transplantation Society of Michigan for the period
October 1, 2000, through December 31, 2000, shall not exceed $44, 195.

Dear Tom,
As we agreed in our meeting last week, the Transplantation Society of Michigan (TSM) wishes
to extend our Agreement to fund a grant for the Oakland County Medical Examiner Office
Family Counselors until at least December 31, 2000. Should TSM wish to discontinue the
Agreement at that time, we will notify you by October 31,2000.
We appreciate the help and assistance provided by the Oakland County Medical Examiner's
Family Service Counselors. We intend to use this additional time to continue to evaluate the
merits of the program.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced resolution and finds:
1. The Oakland County Medical Examiner's Office has
established a partnership, with the Transplantation Society
of Michigan (TSM) to fund a family services program.
2. Per MR#99197, the Oakland County Board of Commissioners
accepted funding in the amount of $196,217 from TSM for the
grant period of August 1, 1999 through September 30, 2000,
for the purpose of providing family counseling services to
the public for survivors of deceased individuals.
3. The County Medical Examiner has been notified that the
grant period has been extended to December 31, 2000, and
that an additional $44,195 is available for use in
providing family counseling services to the public for
survivors of deceased individuals.
4. No County match is required.
5. The following Amendment to the Fiscal Year 2001 Budget is
recommended:
