Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above referenced resolution,
reports as follows:
1. $256,426.90 is available in the Environmental Infrastructure Fund
for FY 2000, to reimburse Bloomfield Township for this project; no
additional appropriation is required.
2. The Committee recommends adoption of the resolution.

IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN
BLOOMFIELD TOWNSHIP - FY 2000 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to the Disbursement Policy, Bloomfield Township has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS Bloomfield Township is requesting reimbursement for work related
to a variety of sewer and water projects; and
WHEREAS the FY 2000 authorized amount of funding for Bloomfield Township
is $256,426.90 from the Environmental Infrastructure Fund as repayment to
Bloomfield Township for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by Bloomfield Township as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes an FY 2000
appropriation in the amount of $256,426.90 from the Environmental
Infrastructure Fund (Account #90-263203-41000-3985) to repay Bloomfield
Township for expenses incurred in connection with environmental remediation or
improvement projects, once proper invoices are presented.
Chairperson, I move the adoption of the foregoing resolution.

Re: Environmental Infrastructure Fund Reimbursement Request
Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR)
99093, the Township of Bloomfield hereby requests reimbursement under Oakland
County's Environmental Infrastructure Fund Program for expenses incurred in connection
with the following eligible environmental remediation or improvement projects
undertaken by Bloomfield Township.
A. Project Description
1. Installation of meters in the Township's sanitary sewer system. The meters
were installed to monitor flows within specified areas identified to potentially
have excess flows contributing to the Evergreen Farmington Sewage Disposal
System. Monitoring of these sewers, serve as benefit to further identify
potential sources that may contribute to Sanitary Sewer Overflows (SSO) in
the County's system.
Amount Requested: $91,205.16
2. Cleaning and the internal inspection by means of video camera of 84,650
lineal feet of separate sanitary sewer. Inspection was performed to identify
inflow sources and locate other deficiencies that may contribute to excess
flows in the sewer system. Also included is the relining of 1,200 lineal feet of
sewer found to need immediate rehabilitation.

3. Inspection of sanitary sewer manholes located in floodplains, wetlands, ditch
lines or low lands susceptible to storm water inflow. The inspected manholes
were located in the metered areas identified as to having excess flows.
Amount Requested: $87,958.25
4. Illicit discharge survey and inspection of the Township's lakes and streams
tributary to the Rouge River. The survey was performed by the Oakland
County Drain Commissioner to locate outfalls connecting to these
watercourses. Outfalls were also tested for water quality parameters.
Amount Requested: $14,334.27
5. Installation of a new separate sanitary sewer adjacent to the Rouge River on
the property of the Birmingham Country Club. The sewer was necessary to
provide service to two homes, concurrent with the abandonment of an old
combined sewer by the Oakland County Drain Commissioner.
Amount Requested: $81,055.50
6. Sewer rehabilitation of a collapsing storm sewer. The storm sewer needed to
be repaired and lined to prevent sedimentation at an outfall into a lake.
Amount Requested: $18,500.00
7. Participation and planning of activities associated to storm water control in
Rouge River Main 1 and 2 sub watershed. Activities included:
• Coordinate group residents in the Forest Lake Outlet Watershed to test
area lakes and including the purchase of test equipment.
• Host workshops on healthy lawn and landscape practices.
• Implement public education practices of new fertilizer regulations and
on-site septic maintenance.
• Engineering services necessary to apply for federal and state grants of
erosion problems along the Franklin River.
Amount Requested: $23,663.47
Grand Total Amount Requested: $492,350.40
B. Board Resolution:
Attached is a copy of Bloomfield Township's Board Resolution that authorizes the
Township Supervisor to seek reimbursement of eligible environmental projects.
C. Attached are copies of the invoices for services that the Township incurred for these
projects including a summary page identifying that payment has been made.
The Township understands that the review and processing of this reimbursement request
will be governed by the provisions of MR 99093, and certifies that all expenses
submitted for reimbursement were incurred in connection with a qualifying
environmental remediation or improvement project.

supported by Payne to APPROVE the following Resolution:
RESOLUTION
AUTHORIZING ENVIRONMENTAL INFRASTRUCTURE
FUND EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the
Oakland County Board of Commissioners has established an Environmental Infrastructure
Fund Program to assist Oakland County cities, villages and townships in addressing clean
water and storm water needs; and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program
authorizes Oakland County cities, villages and townships to apply for reimbursement of
eligible expenses incurred in connection with environmental remediations or improvements
relating to ground and/or surface water, water supply, sewer and/or drainage systems
and/or water pollution control efforts incurred as part of a city, village or township road
project; and
WHEREAS, the Charter Township of Bloomfield, Oakland County, Michigan has
incurred expenses in connection with environmental remediation or improvement
project(s) believed to be eligible for reimbursement under Oakland County's
Environmental Infrastructure Fund Program.
NOW, THEREFORE, BE IT RESOLVED that the Bloomfield Township Board of
Trustees authorizes and directs its Supervisor as agent for the Charter Township of
Bloomfield, in the manner and to the extent provided for under Oakland County Board of
Commissioner Miscellaneous Resolution 99093, to request reimbursement of eligible
environmental remediation or improvement project expenses under Oakland County's
Environmental Infrastructure Fund Program.
