MISCELLANEOUS RESOLUTION #01332

IN RE:PERSONNEL DEPARTMENT - FISCAL YEAR 2002 WAGE AND BENEFIT REOPENER FOR
EMPLOYEES REPRESENTED BY THE COMMAND OFFICER'S ASSOCIATION (COA) OF MICHIGAN
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and Command Officer's Association (COA),
have reached an agreement regarding wages for Fiscal Year 2002; and
WHEREAS this agreement provides for a salary increase effective with the
pay period beginning September 22, 2001; and
WHEREAS said Memorandum of Agreement has been reduced to writing; and
WHEREAS the agreement has been reviewed by your Personnel Committee, which
recommends approval of the agreement.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the
proposed agreement between the County of Oakland and Command Officer's
Association (COA), covering the period of October 1, 2001, through September 30,
2002, and that the Board Chairperson, on behalf of the County of Oakland, is
authorized to execute said agreement as attached.
Chairperson, on behalf of the Personnel Committee, I move the adoption of
the foregoing resolution.

Wage Reopener
Fiscal Year 2002
This agreement regarding wages for fiscal year 2002, is entered into on this
'-V of yr 60 , 2001, between the County of Oakland and the
COA. The collective bargaining agreement shall only be modified as indicated below.
The top step for a Sergeant shall be 10% above the wage rate for the classification
of Deputy II, 5-year step, set forth on the Deputy II wage scale (including the MCOLES
bonus for the road patrol). The changes in the wage rate for Sergeant shall not be
implemented and shall not be effective until a new Labor Agreement is ratified and
implemented between the parties or until all changes are ratified and implemented
through a Labor Agreement reopener provision, whichever is applicable, but, shall be
retroactive to the effective date of the new agreement. The wage rate for Lieutenant,
Captain, and Chief of Staff shall be changed to maintain a 10% differential between each
of the classifications. The wage rate changes for Lieutenant, Captain, and Chief of Staff
shall be implemented in the same manner and at the same time as the changes set forth
above for the wage rate for Sergeant.
Effective September 22, 2001, the bi-weekly wage rate for members of this
bargaining unit shall be as follows:

EMPLOYEES REPRESENTED BY THE COMMAND OFFICER'S ASSOCIATION (COA) OF MICHIGAN
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above referenced Miscellaneous Resolution and finds:
1. The County of Oakland and Command Officer's Association of Michigan
have reached an agreement on a salary increase for employees covered
by the (COA) effective September 22, 2001.
2. The agreement covers the period October 1, 2001 through September
30, 2002.
3. The increase in salaries total $91,616 and the increase in Fringe
Benefits total $23,816 for FY 2002 and FY 2003.
4. The increase in Salaries is to be funded by the GF/GP Non-
Departmental Salary Adjustment Account(#90-290000-25000-9075), and
the increase in Fringe Benefits is to be funded by the Fringe
Benefit Adjustment Account (#90-290000-25000-9051)
5. A budget amendment for FY 2002 and FY 2003 is recommended per the
attached schedule.
