Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above referenced resolution,
reports as follows:
1. $40,734.24 is available in the Environmental Infrastructure Fund
for FY 2000, to reimburse the City of Rochester for this project;
no additional appropriation is required.
2. The Committee recommends adoption of the resolution.
Chairperson, on behalf of the Finance Committee, I move acceptance of
the foregoing report.

OF ROCHESTER - FY 2000 ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to the Disbursement Policy, the City of Rochester has
submitted a resolution of authorization to the County for reimbursement of
expenses incurred in connection with an eligible environment remediation of
improvement project; and
WHEREAS the City of Rochester is requesting reimbursement for work
related to the replacement of sanitary and storm sewers; and
WHEREAS the FY 2000 authorized amount of funding for City of Rochester
is $40,734.24 from the Environmental Infrastructure Fund as repayment to the
City of Rochester for expenses incurred in connection with environmental
remediation or improvement projects.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Rochester as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes a FY 2000 appropriation
in the amount of $40,734.24 from the Environmental Infrastructure Fund
(Account #90-263253-41000-3985) to repay the City of Rochester for expenses
incurred in connection with environmental remediation or improvement projects,
once proper invoices are presented.

Re: Environmental Infrastructure Fund Reimbursement Request
Dear Mr. Ott:
Pursuant to the Oakland County Board of Commissioners Miscellaneous
Resolution (MR) 99093, the City of Rochester hereby requests reimbursement of
$40,734.24 under Oakland County's Environmental Infrastructure Fund Program
for expenses incurred in connection with an eligible environmental improvement
project for replacement of sanitary sewers and storm sewers undertaken by our
City as part of a road repaving project. The actual cost paid to date is
$53,554, which exceeds the reimbursement request.
Attached in support of this request are the following:
A. Attachment A: Bid Tabulation for Project.
1. Sanitary sewer replacement and storm sewer
improvements on E. Third Street from Elm Street to
Wilcox Street.
2. Sanitary sewer replacement and storm sewer
improvements on Oak Street from Third Street to West
University Drive.
B. Attachment B: Governing Body Resolution.
Attached is a Certified Copy of the Resolution
authorizing the reimbursement request as approved during the
City Council meeting of December 11, 2000.
C. Attachment C: Contractor Documents - Pay Estimate No. 1.
Attached are copies of Pay Estimate No. 1 from the
contractor and a copy of the check which exceeds the
reimbursement request. Please note, I have highlighted the
pay amounts directly related to the sanitary sewer work. The
project is ongoing, which includes repaving the road and new
curb and gutter. The sanitary sewer work and storm sewer are
segments of the overall project.

2000 Bituminous Paving Program
Dear Mr. Johnson:
Pursuant to your request, our firm issued the 2000 Bituminous Paving Program for bids on July 25,
2000, with bids due on August 16. 2000 at 10:00 a.m. at the City Offices. Six (6) bids were received.
ranging from a high bid of $586,500.00 down to a low bid of $412,735.45. The Engineer's Estimate for
this project was $438,718.50 or $25,983.05 over the low bid (5.9% below Engineer's Estimate).
The low bidder, Tony Anthony, Inc., with offices located at 328 South Street, Rochester, Michigan,
Telephone No. 248-652-3330, has previously completed construction for the City of Rochester
successfully. Therefore, we recommend award to Tony Anthony, Inc. in the bid amount of
$412,735.45, subject to the necessary financial arrangements and Council approval.
We are attaching twenty (20) copies of the Bid Tabulation for your use Our firm will await your
direction prior to proceeding with the preparation of the necessary Contract Documents. Should you

INFRASTRUCTURE FUND
EXPENSE REIMBURSEMENT REQUEST
WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County
Board of Commissioners has established an Environmental Infrastructure Fund Program to assist
Oakland County cities, villages and townships in addressing clean water and storm water needs;
and
WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland
County Cities, villages and townships to apply for reimbursement of eligible expenses incurred
in connection with environmental remediation or improvements relating to ground and/or surface
water, water supply, sewer and/or drainage systems and/or water pollution control efforts
incurred as part of a city, village or township road project; and
WHEREAS, the City of Rochester, Oakland County, Michigan has incurred expenses in
connection with an environmental improvement project believed to be eligible for
reimbursement under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE BE IT RESOLVED that this City Council authorizes the City Manager, as
agent for the City of Rochester, in the manner and to the extent provided for under Oakland
County Board of Commissioner Miscellaneous Resolution 99093, to request reimbursement of
eligible environmental improvement project expenses for replacement of sanitary sewers and
storm sewers under Oakland County's Environmental Infrastructure Fund Program.
