MISCELLANEOUS RESOLUTION #01004 BY: COMMISSIONER WILLIAM PATTERSON, DISTRICT #1 IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE TOWNSHIP OF HOLLY - FY 1999, FY 2000 AND FY 2001 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to the Disbursement Policy, Holly Township has submitted a resolution of authorization to the County for reimbursement of expenses incurred in connection with an eligible environment remediation of improvement project; and WHEREAS Holly Township is requesting reimbursement for work related to improvements to the drainage system on North Holly Road; and WHEREAS the annual authorized amount of funding for Holly Township is $13,284.23 from the Environmental Infrastructure Fund, for FY 1999, FY 2000 and FY 2001 as repayment to Holly Township for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by Holly Township as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an FY 1999, FY 2000 and FY 2001 appropriation in the amount of $39,852.69 ($13,284.23 each fiscal year) from the Environmental Infrastructure Fund (Account #90-263210-41000- 3985) to repay Holly Township for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Telegraph Road Pontiac, MI 48341 Re: Environmental Infrastructure Fund Reimbursement Request Dear Mr. Ott: Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Township of Holly hereby requests reimbursement under the Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with an eligible environmental or remediation project undertaken by our Township. Also, the Township of Holly will request annual expense reimbursement under the Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with this eligible environmental or remediation project undertaken by our Township which totaled $66,666.00. The current expense reimbursement request is for the 1999 allocation in the sum of $13,284.23, the 2000 allocation in the sum of $13,284.23, and the 2001 allocation in the sum of $4274811-8 for a total of $39745564-. Thank you for your assistance. enclosures HOLLY TOWNSHIP ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT REQUEST EXHIBIT A Holly Township entered into an agreement on August 12,1999 with the Road Commission for Oakland County to resurface along North Holly Road from Quick Road to Lahring Road and to the culvert at Swartz Creek. A copy of the agreement is attached. The expense Holly Township incurred was directly related to the improvement of the drainage system directly related to the North Holly Road Improvement Project. Payment was made to the Road Commission for Oakland County for the Culvert in the sum of Sixty Six Thousand Six Hundred and Sixty Six Dollars ($66,666.00). Payment was made through Holly Township General Fund on 7-18-00. A copy of the invoice attached. Holly Road Quick Road to Lahring Township of Holly RCOC Project Number 43071 This agreement made and erered into this day of '1, by and between the Board of Road Commissioners for the County of Oakland, Michigan, hereinafter referred to as the BOARD, and the Township of Holly, hereinafter referred to as the COMMUNITY, provides as follows: WHEREAS, the BOARD and the COMMUNITY have agreed that it is necessary to undertake the road improvements described in Exhibit "A", attached hereto, which improvements involve roads under the jurisdiction of the BOARD and within the COMMUNITY, which improvements are hereinafter referred to as the PROJECT; and WHEREAS, the BOARD has entered into an agreement with the Michigan Department of Transportation in Contract No. 99-5178 for partial funding of the PROJECT under the Federal Surface Transportation Program; and WHEREAS, the total cost of the PROJECT is estimated to be $967,780; and WHEREAS, said PROJECT involves certain designated and approved Tr-Party Program dollars, in the amount of $200,000; which amount shall be funded through equal contributions by the BOARD, the COMMUNITY and the Oakland County Board of Commissioners, in accordance with the Tr-Party Program; and WHEREAS, it is the intent of the BOARD and the COMMUNITY to undertake and complete the PROJECT as soon as possible. NOW, THEREFORE, in consideration of the mutual covenants set forth herein, it is hereby agreed between the COMMUNITY and the BOARD that: 1. The total Tr-Party funding to be used for this project is $200,000, which shall be applied to the culvert replacement at Swartz Creek. 3. Any additional costs associated with the culvert replacement shall be funded entirely by the BOARD. 4. The BOARD shall credit to the PROJECT, the COUNTY'S Tr-Party contribution of $66,666, together with the BOARD'S Tri-Party contribution in an amount equal thereto. 5. On or after July 1, 2000, the BOARD shall submit an invoice to the COMMUNITY for $66,000 (being 100% of the COMMUNITY'S share of the PROJECT costs.) 6. Upon receipt of said invoice, the COMMUNITY shall pay to the BOARD the full amount thereof, within thirty (30) days of such receipt. Saginaw, Holly, Michigan 48442-1694 • (248) 634-9571 • (248) 634-4211 ATTACHMENT A: PROJECT DESCRIPTION The project will consist of the complete removal and reconstruction of Maple Street from East Road to just west of the CSX Railroad tracks. Concrete sidewalks will be constructed on both sides of the roadway with ramps placed at all intersections. Existing drive approaches will be removed and replaced with concrete pavement to the right-of- way line. Commercial approaches will be constructed with concrete curb and gutters and concrete pavement. The existing storm sewer system will be supplemented with additional catchbasins and mainline storm sewer connecting to a new 24" outlet at Simonson Lake and connecting with the Patterson-Holly Drain. Additional structures and storm sewer will be constructed as necessary to pick up "low areas" in front yards which cannot be drained to the proposed curb and gutter. The existing sanitary sewer for the entire project length will be analyzed to determine if pipe replacement or relining is necessary. The existing watermain will be replaced from • Corbin Street to the Railroad tracks. This will include the placement of new hydrants and valves and the replacement of water services from the watermain to the right-of-way.
