IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF PONTIAC - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
The Finance Committee, having reviewed the above referenced resolution,
reports as follows:
1. $1,052,490.13 is originally available in the Environmental
Infrastructure Fund, under the Optional Accelerated Payment
Schedule, to provide to the City of Pontiac for this project; no
additional appropriation is required.
2. Through M.R. 499347, the City of Pontiac received its FY 1999
Allocation of $218,522.16, leaving $833,967.97 as the Optional
Accelerated Payment Schedule Allocation.
3. Once the City of Pontiac receives the $833,967.97 allocation, no
further payments from the Environmental Infrastructure Fund will
be made to the city.
4. The Committee recommends adoption of the resolution.

IN RE; ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY
OF PONTIAC - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners established an
Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous
Resolution #99093 in an effort to increase the share of dollars flowing into
infrastructure projects for the County and its cities, villages and townships
(CVTs); and
WHEREAS pursuant to M.R. #00035, the Board of Commissioners modified the
Environmental Infrastructure Funds Disbursement Policy by authorizing an
Optional Accelerated Payment Schedule by which communities may request their
remaining years payment in advanced, at a discoUnted rate, with the knowledge
that no further payments will be made from the Environmental Infrastructure
Funds; and
WHEREAS pursuant to the Modified Disbursement Policy, the City of
Pontiac as requested use of the Optional Accelerated Payment Schedule to defer
the costs associated with a sanitary sewer television inspection and
investigation project and miscellaneous storm sewer repairs; and
WHEREAS the Optional Accelerated Payment Schedule authorized amount of
funding for City of Pontiac is $1,052,490.13 from the Environmental
Infrastructure Fund; and
WHEREAS through M.R. #99347, the City of Pontiac received its FY 1999
Environmental Infrastructure Fund allocation of $218,522.16, leaving
$833,967.97 which can be sent to the City under the Optional Accelerated
Payment Schedule.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the projects submitted by the City of Pontiac as
eligible for reimbursement from the Environmental Infrastructure Fund.
BE IT FURTHER RESOLVED that the Board authorizes the use of the Optional
Accelerated Payment Schedule to pay the City of Pontiac the amount of
$833,967.97 from the Environmental Infrastructure Fund (Account #90-263252-
41000-3985). No further payments from the Environmental Infrastructure Fund
will be made to the City of Pontiac after receipt of the $833,967.97.

RE: Environmental Infrastructure Fund
Pre-Project Authorization
Optional Accelerated Payment
Dear Mr. Ott:
The purpose of this letter is to request that the City of Pontiac receive pre-project approval for
reimbursement authorization prior to project completion, for the below listed projects planned for the
optional accelerated payment schedule for the 2000 through 2003 allocation of the Environmental
Infrastructure Fund.
1. Project Name:
Sanitary Sewer Television Inspection and Investigation (Phase 3) for
Inflow and Infiltration, Pontiac, Michigan
Project Description: Professional engineering services and construction contract services
relative to television inspection of approximately 1.0 million lineal feet
of sanitary sewer, ranging in size from 8 — to 36" diameter.
Project expenses will be incurred in connection with the development of bid documents, plan &
specifications, together with the engineering inspection and television inspection for purposes of
identifying locations within the sanitary sewer pipes where ground water or surface storm water
run-off is entering sanitary sewers.
Upon identification of any storm water connections in the sanitary sewer or infiltration of ground
water, steps will be taken to eliminate these sources of inflow and infiltration (I&I). Elimination
of I&I reduces the volume of water which requires treatment at the City of Pontiac's Wastewater
Treatment Plant.
The estimated cost for the contracted television inspection services and professional engineering
services is $700,000.00.
2. Project Name: Miscellaneous Storm Sewer Repairs, Pontiac, Michigan
Project Description: Professional engineering services, construction inspection and
construction contract services to repair storm sewers where there is
evidence of pipe failure and/or soil erosion and sedimentation at outfalls
located in the City.

Project expenses will be incurred for constniction contract services and engineering
inspection of the work in progress.
The estimated cost for construction contract services and professional engineering services is
approximately $92,230.00.

TOTAL ESTIMATED PROJECT COST: $792,230.30
Upon completion of the above-listed projects and your pre-project approval, the City will submit the
required City Council Resolution and expense invoices. In the event City expenses exceed the
$792,230.30 available, City funds will cover any balance.

RE: Invoice for Option for Accelerated Payment
Environmental Infrastructure Fund-Four Year Allocation
Dear Mr. Ott:
Please consider this letter the City of Pontiac's invoice for work to be completed by the City under the
Environmental Infrastructure Fund, Accelerated Payment Option. The total amount of this invoice is
$833,967.97.
The amount invoiced is for reimbursement to the City for projects to be completed for which the City
requested pre-project approval under the program.
In accordance with your instructions, we have attached an original copy of a certified resolution by the
Pontiac City Council authorizing the City's participation in the program.
In order to ascertain that the proper accounts are credited with the infrastructure reimbursement funds,
we request that the payment be mailed directly to my attention at the City's Department of Public
Utilities, 522 South Opdyke Road, Pontiac, Michigan 48341.

RESOLUTION OF THE PONTIAC CITY COUNCIL
WHEREAS,
WHEREAS,
Upon the recommendation of the Oakland County Executive, the Oakland
County Board of Commissioners has established an Environmental
Infrastructure Fund Program to assist Oakland County cities, villages and
townships in addressing clean water and storm water needs; and
Oakland County's Environmental Infrastructure Fund Program authorizes
Oakland County cities, villages and townships to apply for reimbursement of
eligible expenses incurred in connection with environmental remediation or
improvements relating to ground and/or surface water, water supply, sewer
and/or drainage systems and/or water pollution control efforts incurred as part of
a city, village or township road project; and
WHEREAS, The City of Pontiac, Oakland County, Michigan is desirous in participating in
the "Option for Accelerated Payment" in connection with environmental
remediation or improvement project(s) believed to be eligible for reimbursement
under Oakland County's Environmental Infrastructure Fund Program.
NOW THEREFORE
BE IT RESLOVED, that the Pontiac City Council authorizes and directs its Director of the
Department of Public Works and Utilities, as agent for the City of Pontiac, in the
manner and to the extent provided for under Oakland County Board of
Commissioner Miscellaneous Resolution 99093, to request participation in the
"Option for Accelerated Payment" for eligible environmental remediation or
improvement project expenses under Oakland County's Environmental
Infrastructure Fund Program.
