The Committee recommends adoption of the resolution. Chairperson, on behalf of the Finance Committee, I move acceptance of the foregoing report. MISCELLANEOUS RESOLUTION 101025 BY: COMMISSIONER THOMAS LAW, DISTRICT #13 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF BINGHAM FARMS - FY 2000 AND FY 2001 ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 ineffort to increase the share of dollars flowing into infrastructure proje s for the County and its cities, villages and townships 91 (CVTs); and WHEREAS pur,tiant to the Disbursement Policy, the Village of Bingham Farms has submi ed a resolution of authorization to the County for reimbursement f expenses incurred in connection with an eligible environment remediation o improvement project; and WHEREAS the Village of Bingham Farms is requesting reimbursement for work related to correct drainage ditch erosion problems; and WHEREAS the FY 2000 and FY 2001 authorized amount of funding for the Village of Bingham Farms is $12,097.25 each year ($24,194.50 in total) from the Environmental Infrastructure Fund as repayment to the Village of Bingham Farms for expenses incurred in connection with environmental remediation or improvement projects. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the Village of Bingham Farms as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes an FY 2000 appropriation in the amount of $12,094.25, and an FY 2001 appropriation in the amount of $12,094.25, from the Environmental Infrastructure Fund (Account #90- 263326-41000-3985) to repay the Village of Bingham Farms for expenses incurred in connection with environmental remediation or improvement projects, once proper invoices are presented. Pontiac, MI 48341 Dear Mr. Ott: Re: Environmental Infrastructure Fund Reimbursement Request Pursuant to Oakland County Board of Commissioner Miscellaneous Resolution (MR) 99093, the Village of Bingham Farms hereby requests reimbursement under Oakland County's Environmental Infrastructure Fund Program for expenses incurred in connection with an eligible environmental remediation or improvement project undertaken by our Village. Attached in support of this request are the following: 1. ATTACHMENT A: PROJECT DESCRIPTION 2. ATTACHMENT B: GOVERNING BODY RESOLUTION 3. ATTACHMENT C: EXPENSE INVOICES The Village understands that the review and processing of the reimbursement request will be governed by the provision of MR 99093, and certifies that all expenses submitted for reimbursement were incurred in connection with a qualifying environmental remediation or improvement project. Hagaman Clerk/Administrator cc: Thomas Law Village of Bingham Farms Oakland County, Michigan ATTACHMENT A PROJECT DESCRIPTION Bingham Road Drainage Project Job # 803 - 004 The Village of Bingham Farms constructed 599 feet of 24 and 30 inch storm sewer and appurtenances to alleviate Bingham Road drainage and erosion problems in the area between Old Orchard Trail and Shagwood Drive. The concentration of drainage on the west side of Bingham Road in conjunction with steep banks, erodible soils, high groundwater and frequent lawn maintenance activities made long term soli stabilization difficult to establish and maintain. The impact of scheduled residential construction on several existing vacant lots would eliminate significant depression storage and exacerbate the storm water runoff in the Bingham Road drainage ditches. At the recommendation of their engineer, the Village Council authorized a project to reduce the flow in the westside ditch by enclosing, the eastside Bingham Road ditch and eliminating a cross culvert that concentrated the flow in the westside ditch. The project was constructed entirely in the Bingham Road right of way requiring the restoration of the pavement. The project was successfully completed in August and the erosion problem has been eliminated. RESOLUTION 00-29 VILLAGE OF BINGHAM FARMS OAKLAND COUNTY, MICHIGAN ATTACHMENT B GOVERNING BODY RESOLUTION WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing clean water and storm water needs; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with environmental remediations or improvements relating to ground and/or surface water, water supply, sewer and/or drainage systems and/or water pollution control efforts incurred as part of a city, village or township road project; and WHEREAS, the Village of Bingham Farms, Oakland County, Michigan has incurred expenses in connection with environmental remediation or improvement project believed to be eligible for reimbursement under Oakland County's Environmental Infrastructure Fund Program. NOW THEREFORE BE IT RESOLVED, that this council authorizes and directs its Clerk, as agent for the Village of Bingham Farms, in the manner and to the extent provided for under Oakland County Board of Commissioner Miscellaneous Resolution 99-093, to request reimbursement of eligible environmental remediation or improvement project expenses under Oakland County's environmental Infrastructure Fund Program.
