Patterson, Chairperson IN RE: DEPARTMENT OF INFORMATION TECHNOLOGY — ESTABLISHMENT OF A PROGRAM MANAGER JOB CLASSIFICATION AND CREATION OF ONE (1) POSITION TO BE ASSIGNED TO THE JUDICIAL INFORMATION MANAGEMENT SYSTEM (JIMS) PROJECT To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: WHEREAS the Board of Commissioners, by Misc. Resolution #00065 dated March 23, 2000, authorized implementation of the Judicial Management Information System (JIMS), an $8.0 million Courts software system that provides an integrated records management system for Circuit, District and Probate Courts, as well as the Prosecutor and Probation; and WHEREAS Oakland County has been involved with the management of large, complex initiatives (such as JIMS, HRFIS, CSES, CLEMIS, etc.) that represent multi-year efforts and result in enhanced business practices that favorably impact the delivery of public services; and WHEREAS County experience reveals that successful implementation efforts require a fully committed management resource to integrate technology with business process improvements; and WHEREAS the Department of Information Technology and the 6 th Judicial Circuit Court request the establishment of a Program Manager job classification to facilitate implementation of large, complex initiatives such as JIMS; and WHEREAS the Department of Information Technology and the 6 th Judicial Circuit Court request the creation of a Program Manager position in Information Technology/Administration to be assigned to the JIMS Project; and WHEREAS funding for this position is available in the Information Technology Fund Equity; and WHEREAS the County Executive recommends approval of this resolution. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the establishment of a new classification titled Program Manager, overtime exempt, as an exception to the Salary Administration Plan with the following salary range: Base 1 Year 2 Year 3 Year 4 Year 5 Year $59,757 $63,356 $66,958 $70,553 $74,152 $77,750 BE IT FURTHER RESOLVED that one (1) PR Program Manager position be created in the Department of Information Technology/Administration to be assigned to the Judicial Information Management System (JIMS) Project. BE IT FURTHER RESOLVED that, upon request, courts of the third class in Oakland County are to be included in the Judicial Information Management System Project. Chairperson, on behalf of the General Government Committee, I move adoption of the foregoing resolution. Draft 3-6-01 OAKLAND COUNTY MICHIGAN Class Title: PROGRAM MANAGER Department: Information Technology/Admin. Reports To: Supervisor —IT (Project Mgt.) A. DESCRIPTION GENERAL SUMMARY Under direction, participates with operating department in the development and implementation of an assigned multi-phased multi-year program. Provides a primary point of contact for resolving functional (operating department) and technical (I.T.) issues. Effectively works with all areas affected by the project including end users, vendors, and application programming, data base, and other technical IT personnel. Participates with operating department in developing program scope, objectives, and training needs. Participates with operating department in developing detailed work plans, schedules, program estimates, resource plans, and status reports. Conducts program meetings and is responsible for program tracking. Ensures adherence to quality standards and project deliverables. SUPERVISION EXERCISED Authority may be exercised over clerical and professional staff as required to manage the program. TYPICAL DUTIES AND RESPONSIBILITIES Leads and directs efforts towards systems integration for multi-million dollar applications, such as HMS (Judicial Information Management System), or County-wide financial, human resource, or law enforcement related systems. Acts as liaison between functional, operating department agencies and the Department of Information Technology with regard to the successful coordination of program objectives and sub-project initiatives. Directs, monitors, and tracks progress of the approved Project Plan including managing and directing resources as needed. Manages the change control process, determining when modifications to the baseline system are within the scope of the project,or are not feasible. Facilitates issue resolution with vendors when appropriate. Provides oversight and expertise related to the project's Statement of Work. Monitors progress for adherence to the Statement of Work and proposes changes to the contract as needed. Provides input and direction regarding transition management initiatives for operating department customers. Class Title: Program Manager Page A2 Performs program cost/benefit analysis as needed. Performs strategic planning to assist in determining future direction of assigned program. Provides close supervision of vendor performance and establishes formal acceptance criteria for contract deliverables. Works closely with vendor on all related issues and develops good vendor relations. Responsible for the related training program and approach. Directs and monitors all program efforts related to system testing, conversions, system modifications, training, and implementation. Facilitates process improvements to improve workflow and business processes as necessary. QUALIFICATIONS EXPERIENCE, TRAINING, KNOWLEDGE, SKILLS, & ABILITIES Required Minimum Qualifications 1. Possess a Bachelor's degree from an accredited college or university with a major in Business Administration, Computer Science, Public Administration, Management Information systems, or closely related field. 2. Have had three (3) years of full-time experience in the functional program area. (e.g. court operations, criminal justice; fiscal services; human resources.) 3. Have had five (5) years of full-time experience managing large, multi-phased, multi-year programs. NOTE: Experience specified in 2. and 3. above may be obtained concurrently. 4. Pass the complete examination including the employment physical established for this class. 5. Successfully complete the six-month probationary period. Additional Desirable Qualifications 1. Extensive knowledge of information processing and current information technology and applications appropriate for a client/server environment. 2. Extensive knowledge of current developments and techniques in systems analysis and design. 3. Ability to communicate effectively both orally and written. 4. Ability to establish and maintain effective working relationships with IT, operating department personnel and vendors. 5. Ability to recognize, investigate, and analyze a variety of business process problems and to devise effective solutions. 6. Thorough knowledge of project management concepts including risk assessment, issues management, and quality control. 7. Considerable problem solving and decision making skills.
