HomeMy WebLinkAboutResolutions - 2001.03.08 - 26481FISCAL REPORT (M.R. #01050) BY: FINANCE COMMITTEE, SUE ANN DOUGLAS, CHAIRPERSON IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF SOUTHFIELD - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: The Finance Committee, having reviewed the above referenced resolution, reports as follows: 1. Under M.R. #99093,the original Environmental Infrastructure Fund allocation, the City of Southfield was eligible for $1,719,754.65 over five years. 2. Under M.R. #00035,the Environmental Infrastructure Fund Optional Accelerated Payment Schedule, $1,656,605.26 is available to provide to the City of Southfield for this project; no additional appropriation is required. 3. Once the City of Southfield receives the $1,656,605.26 allocation, no further payments from the Environmental Infrastructure Fund will be made to the city. 4. The Committee recommends adoption of the resolution. Chairperson, on behalf of the Finance Committee, I move acceptance of the foregoing report. MISCELLANEOUS RESOLUTION 101050 BY: COMMISSIONER VINCENT GREGORY, DISTRICT #20, Michelle Friedman Appel, District #23 COMMISSIONER ERIC COLEMAN, DISTRICT #21, Terry Sever, District #19 IN RE: ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF SOUTHFIELD - OPTIONAL ACCELERATED PAYMENT SCHEDULE ALLOCATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners established an Environmental Infrastructure Funds and Disbursement Policy per Miscellaneous Resolution #99093 in an effort to increase the share of dollars flowing into infrastructure projects for the County and its cities, villages and townships (CVTs); and WHEREAS pursuant to M.R. #00035, the Board of Commissioners modified the Environmental Infrastructure Funds Disbursement Policy by authorizing an Optional Accelerated Payment Schedule by which communities may request their remaining years payment in advanced, at a discounted rate, with the knowledge that no further payments will be made from the Environmental Infrastructure Funds; and WHEREAS pursuant to the Modified Disbursement Policy, the City of Southfield has requested use of the Optional Accelerated Payment Schedule to defer the costs of a number of environmental remediation and improvement projects; and WHEREAS the Optional Accelerated Payment Schedule authorized amount of funding for Southfield is $1,656,605.26 from the Environmental Infrastructure Fund; and NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the projects submitted by the City of Southfield as eligible for reimbursement from the Environmental Infrastructure Fund. BE IT FURTHER RESOLVED that the Board authorizes the use of the Optional Accelerated Payment Schedule to pay the City of Southfield the amount of $1,656,605.26 from the Environmental Infrastructure Fund (Account #90-263356- 41000-3985). No further payments from the Environmental Infrastructure Fund will be made to the City of Southfield after receipt of the $1,6_56-7 -6-Q,5.26. Telegraph Road Pontiac, Michigan 48341-0470 RE: Oakland County Environmental Infrastructure Fund City of Southfield Request for Optional Accelerated Payment Dear Mr. Ott: On January 16, 2001 the City Council of the City of Southfield adopted the attached resolution formally requesting Southfield's share of the Oakland County Environmental Infrastructure Fund under the accelerated payment option. Given the number of eligible environmental remediation and improvement projects which are either currently underway or planned for the near future in Southfield, we appreciate the opportunity to utilize our share of the fund in this manner. M. 1*(s, City Clerk CITY OF SOUTHFIELD RESOLUTION OF SUPPORT WHEREAS, upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established an Environmental Infrastructure Fund Program to assist Oakland County cities, villages and townships in addressing local environmental remediations or improvements relating to stormwater, water supply, sanitary sewer and drainage systems; and WHEREAS, Oakland County's Environmental Infrastructure Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of expenses incurred in connection with eligible projects on an annual, project-by-project basis or to request a single, optional accelerated payment of all available funds; and WHEREAS, the City of Southfield, Oakland County, Michigan has and will be incurring expenses in connection with various projects eligible for funding under the Oakland County Environmental Infrastructure Fund Program including the permanent repair of the Bridge Street Industrial Park slope failure. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Southfield hereby requests the total $1,656,605.26 City of Southfield share of the Oakland County Environmental Infrastructure Fund Program be disbursed to the City under the accelerated payment option as approved by the Oakland County Board of Commissioners; and BE IT FINALLY RESOLVED that the disbursement shall be deposited into the Oakland County Reimbursement Revenue Account (Account No. 592-750-7501-6827) for use on City projects determined to be eligible for funding under the Oakland County Environmental Infrastructure Fund Program.
